The work of building the Party and the City's political system continued to have many innovations and achieved outstanding results, including: Promoting the spirit of solidarity, innovating leadership methods in a scientific and democratic direction, closely following practical requirements with the spirit of "Discipline, responsibility, action, creativity, development"; ensuring the principle of democratic centralism; being resolute, urgent, and flexible in directing, operating, and implementing tasks with the motto "clear people, clear work, clear responsibilities, clear progress, clear results"; upholding the spirit of being a role model and responsibility of the leader; taking the quality of work and people's satisfaction as the "measure" to evaluate the capacity of cadres, party members, Party committees, and authorities.
The Standing Committee of the City Party Committee has issued and directed the serious implementation of Directive No. 24-CT/TU dated August 7, 2023 on "Strengthening discipline and responsibility in handling work in the political system of Hanoi city", thereby demonstrating the determination to create fundamental changes from awareness to action of each Party committee, government, and each cadre and party member. Focus on reviewing and streamlining the organization and apparatus, while at the same time doing well the work of recruiting, planning, training and fostering cadres, especially source cadres, leaders and managers at all levels. The work of admitting and managing party members, and improving the quality of party cell activities has many positive changes.
Promote administrative reform in the Party, resolutely direct the implementation of digital transformation, apply information technology in management, operations, apply digitalization in research and study of resolutions, effectively deploy 02 software "Electronic Party Member Handbook" and "Operation and management of Party members", which are highly appreciated by cadres, Party members and Party organizations.
Improving the effectiveness and efficiency of government operations at all levels; inspection, supervision, Party discipline enforcement, the fight against corruption, negativity, thrift practice, and waste prevention have been focused on and achieved positive results. The role of the Fatherland Front and socio-political organizations has been increasingly promoted in a practical and effective manner, closely linked to the grassroots, active in supervision, social criticism, and participation in giving opinions on Party and government building.

Hanoi has been active in implementing decentralization and delegation, thereby contributing to improving the PAR-Index (up 7 ranks). After 1 year of implementing the Project on decentralization of state management and delegation, basically, the implementation of decentralization and delegation in sectors and fields has ensured order and smooth operation; continued to arrange the organization and apparatus, pilot the establishment of public service units; reviewed and supplemented the functions of departments, branches, and specialized agencies; promoted the development of unit prices for public services: Health, education - training, culture - society, environmental sanitation, etc., thereby contributing to creating initiative for district, town, and city authorities, reducing the time for implementing administrative procedures, and effectively releasing resources for localities and units.
3. The economy maintains a fairly high growth rate - higher than the national average; social security policies are guaranteed.

Overcoming the difficulties and challenges of the world and domestic economic situation, the City has fully implemented policies to support businesses; actively removed obstacles for slow-moving projects; the capital's economy achieved quite comprehensive and positive results: GRDP reached 6.27% (higher than the national average); budget revenue in the area reached 405,252 billion VND (reaching 114.8% of the estimate, up 23.8% over the same period in 2022)... Hanoi's achievements and results contribute to the whole country's achievement of the goal of stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances, and shifting economic structure. The City always pays attention to implementing well policies to ensure social security, especially for people with revolutionary contributions. Poverty reduction has achieved positive results, and people's health care has been ensured. Insurance policies are well maintained. Health insurance coverage rate reaches 93.5%.
4. Coordinate with Central agencies to complete the draft Law on the Capital (amended) - an urgent solution to build Hanoi Capital into a "Cultured - Civilized - Modern" City

Along with accelerating the progress of implementing projects and plans to implement Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo, Action Program No. 16-CTr/TU of the City Party Committee on "Orientations and tasks for the development of Hanoi Capital to 2030, vision to 2045", in 2023, the City will focus on evaluating the results of implementing the 2012 Capital Law - researching, proposing policies, preparing proposals and participating in the drafting of the Capital Law (amended) to submit to the National Assembly for comments on November 10, 2023. The process of drafting the Capital Law (amended) was carefully, seriously and qualitatively prepared by Hanoi City in coordination with the Ministry of Justice and relevant agencies.
The Law on the Capital (amended) after being approved by the National Assembly will create outstanding mechanisms and policies for Hanoi to promote its advantages, develop rapidly and sustainably with a new stature and position, worthy of being the national political and administrative nerve center, the heart of the whole country, a major center of economy, culture, education and training, science and technology and international integration; soon becoming a smart, green, clean, beautiful, secure, safe, cultured, civilized, modern urban area, with the power to promote, create motivation, and spread for the Red River Delta region and the key economic region of the North to develop together.
5. Speed up the progress of some key traffic projects and works; start the Ring Road 4 Project - Hanoi Capital Region earlier than expected.
On the morning of June 25, the Hanoi People's Committee officially started the Capital Region Ring Road 4 project with a 4-year implementation period, expected to be completed in 2027.
Hanoi mobilizes resources to soon complete key traffic projects and works such as: Huynh Thuc Khang Street extension, Vinh Tuy Bridge Phase 2 and Chua Boc - Pham Ngoc Thach intersection overpass; starting the project of the road connecting Phap Van - Cau Gie Street and Ring Road 3... In particular, the City focuses on accelerating the implementation of investment procedures and site clearance to start the Ring Road 4 - Capital Region investment and construction project on June 25, 2023. To date, the site clearance work has reached more than 96%. Contractors have implemented construction packages to ensure the set schedule. The early completion of the Ring Road 4 - Capital Region investment and construction project will expand the space and exploit more resources for the development of the Capital and the Red River Delta.
6. The cause of cultural development and building elegant and civilized Hanoians is being paid attention to and promoted, becoming a new resource for the sustainable development of the Capital; arousing the spirit of "Creative City"

The viewpoint of renewing thinking, raising awareness and taking practical, creative and effective actions in the work of leadership, direction and organization of cultural development, building elegant and civilized Hanoians continues to be clearly improved, promoting the thinking and action of Party committees and political systems at all levels, spreading widely to the masses, attracting the attention and support of the whole society. Positive changes in mechanisms and policies in investing in building a healthy, humane and creative cultural environment; renovating, embellishing and promoting the value of historical and cultural relics; improving the treatment and support regime for artists and artisans, etc., are important decisions, contributing to creating favorable conditions to promote the development of cultural careers and building the capital's people in the new period.
In particular, the implementation of the Resolution on the development of cultural industries with a vision to 2045 has had positive movements, achieving remarkable results, notably in the following sectors: Cultural tourism; handicrafts; performing arts; ... and successfully organizing many regional and international cultural and artistic events and festivals, the impressive highlight being the Hanoi Creative Design Festival 2023 with the theme "Flow" carrying the message of connection, honoring cultural values, with many cultural and creative activities, creating Hanoi's own identity - that is, preserving traditions, shaping the present and moving towards the future. Thereby, promoting cultural resources and people of Hanoi to truly become important new resources, arousing and spreading the love for Hanoi, the spirit of building a "Creative City", the aspiration to rise of each cadre, party member, and citizen in implementing the "dual goal" of both preserving and promoting the thousand-year cultural values, and turning the cultural industry into a spearhead economic sector, contributing more and more to the socio-economic development, prosperity, happiness and sustainability of the Cultural - Civilized - Modern Capital.
7. Promote the movement to build a learning society; continue to improve the quality of education, leading the country in national and international competitions for excellent students.

On November 16, 2023, the Standing Committee of the Hanoi Party Committee issued Resolution No. 23-NQ/TU on "strengthening the Party's leadership in promoting learning and talent, and building a learning society in Hanoi from now until 2030, with a vision to 2045". Hanoi strives to join the UNESCO "Learning Cities" network as soon as possible.
In 2023, the entire education sector focused on innovating content, programs, teaching methods, testing and evaluation; the quality of teaching and learning has been increasingly improved and always leads the country in the rate of good and excellent students and the rate of students with good conduct. The average score of subjects in the entrance exam to grade 10 of high school in the whole city increased. In particular, the general high school graduation rate of the whole city reached 99.56%, an increase of 11 places compared to 2022 - the highest result in the past 10 years. Hanoi is also the locality with the most 10 points in the high school graduation exam in the country with 1,232 points 10, an increase of 3.35 times compared to 2022. The rate of public schools meeting national standards in the whole city is 74.2%; striving to reach a rate of 80 - 85% of national standard schools by 2025; is implementing the construction of 7 advanced and modern inter-level schools with an area of 5 hectares or more in the city.
In the 2022-2023 school year, the city's students won 141 awards in the national excellent student competition, and 12 students won awards in international competitions. Notably, in the past year, 92 students were honored to be in the Party's ranks. The city's education sector also has a strategy for training key students and expanding cooperation with developed countries around the world.

Hanoi always identifies the New Rural Development Program as having great importance and significance. Promoting the achieved results, Hanoi has promoted the implementation of Program No. 04-CTr/TU of the Hanoi Party Committee (term XVII) with the goal of completing the task of building new rural areas by 2025. Up to now, the progress of implementing the criteria for building new rural areas in Hanoi has achieved many positive results, while making efforts to implement many solutions to complete the set goals.
Hanoi is one of the localities with a large number of administrative units at district and commune levels. With attention, focused direction, and mobilization of all resources, as of December 5, 2023, 100% of districts and towns in Hanoi have been recognized by the Prime Minister as meeting new rural standards and completing the goal of building new rural districts one year ahead of schedule. To date, 382/382 communes have met new rural standards; 183 communes have met advanced new rural standards and 68 communes have met model new rural standards. Four districts of Dan Phuong, Gia Lam, Dong Anh, and Thanh Tri are completing dossiers to request recognition as districts meeting advanced new rural standards in 2023.
9. For the second consecutive time, Hanoi received the award "World's Leading City Destination for Short Breaks 2023"

With the City's focused direction, in 2023, Hanoi's tourism industry achieved very important awards: Asia's leading tourist destination; World's best golf city destination; Asia's leading city tourist destination for short breaks; Hanoi has a representative Michelin-starred restaurant - a prestigious award in the world's culinary industry; Hanoi Department of Tourism was awarded the title "Asia's leading city tourism management agency"... From there, Hanoi continues to become "The world's leading city tourist destination for short breaks in 2023".
The total number of tourists to Hanoi in 2023 will reach 24 million (up 27% compared to 2022), including: 4 million international visitors (up 138.1% compared to 2022) and 20 million domestic visitors (up 16% compared to 2022); total revenue from tourists is estimated at VND 85.7 trillion (up 43% compared to 2022).
10. National defense, security and foreign affairs are strengthened; Hanoi continues to be a "Peaceful, attractive and friendly destination"

National defense and security work continues to be consolidated and enhanced; political security, social order and safety are maintained; absolute safety is ensured for commemorative activities, important holidays of the Capital and the country, activities of Party and State leaders, key targets and areas and nearly 2,000 important political and diplomatic events taking place in the Capital, contributing to the outstanding success of Vietnam's foreign affairs in 2023. The City directed the successful organization of defense area drills for districts, departments, clusters in the Southwest and the East of the City. The image of a peaceful and friendly Capital is increasingly imprinted in the hearts of international friends.
In 2023, Hanoi welcomed nearly 90 international delegations to work and discuss cooperation activities and projects with the City in many fields. In particular, Hanoi successfully organized the 12th Vietnam - French Local Cooperation Conference, the largest ever, with the participation of nearly 1,000 domestic and foreign delegates from 50 localities of Vietnam and 12 localities of the French Republic, along with many international organizations. Hanoi's good performance in hosting the Conference is of great significance not only to the capital's foreign affairs but also to promoting diplomatic relations between Vietnam and the French Republic; enhancing Vietnam's position and prestige internationally.
