10:00 LIVE Discussion: 'Breakthrough to develop social housing'

For people, housing is a minimum need, an essential part of life; without "settling down", it is very difficult to "settle down". This is even more meaningful for the poor, low- and middle-income earners. Even for a group of cadres and civil servants, the dream of having a house to stabilize their lives, to feel secure in doing business and work is more important than ever.

In recent times, under the close direction of the Government and the Prime Minister , the participation of ministries, branches and localities, and the cooperation and contribution of the business community, many social housing projects have been implemented, meeting part of the housing needs of low-income people, people with difficult lives and workers in industrial parks.

Mechanisms and policies on social housing development are constantly being supplemented and improved. On May 29, 2025, the National Assembly passed Resolution 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development. Most recently, on February 27, 2025, Prime Minister Pham Minh Chinh signed Decision No. 444/QD-TTg assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to their socio -economic development targets.

Accordingly, the social housing target that localities must complete in the 2025 - 2030 period is 995,445 apartments, this is an important target in concretizing Decision 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the 2021 - 2030 period".

However, on the other hand, reality shows that the real estate market segment is currently developing unevenly. Commercial housing and investment apartments still account for a large proportion; housing prices are still quite high compared to people's income, especially housing prices for low-income people, workers, and laborers; low-income people have difficulty accessing social housing sources; social housing projects are still limited, and construction implementation still faces many difficulties and obstacles...

To have a comprehensive overview of the outstanding results achieved in social housing development in recent times; the urgency and necessity to continue promoting the implementation of social housing projects; difficulties and obstacles, especially in mechanisms and policies that need to be focused on; synchronous solutions in allocating funds, mobilizing social resources to promote social housing development in the coming time to achieve the set goals...
