3 proposals of the National Assembly Chairman at AIPA-46

At the 46th ASEAN Inter-Parliamentary Assembly (AIPA) plenary session, National Assembly Chairman Tran Thanh Man raised three proposals that this mechanism should prioritize in the coming time.

On September 18, AIPA-46 officially opened in Malaysia, with the participation of delegations from member parliaments/ parliaments , observers and development partners of AIPA.

President Luong Cuong sends message

According to information from the Ministry of Foreign Affairs , on this occasion, President Luong Cuong sent a message to AIPA-46.

In it, he said that in the face of challenges in the current international environment, more than ever, ASEAN needs to unite, consolidate its internal strength and promote its central role, thereby maintaining peace and stability, while proactively participating in shaping development trends in the region and the world.

The President hopes that AIPA and each member country's parliament will continue to promote its pioneering role, through creating a favorable institutional framework, harmonizing legal regulations and development policies, as well as supporting capacity building and enhancing the sharing of legislative experience...

Next, speaking at the plenary session on the afternoon of September 18, the heads of delegations of AIPA member parliaments continued to affirm their support for the theme of AIPA-46 "Parliament at the forefront for an inclusive and sustainable growth ASEAN", emphasizing that inclusiveness and sustainability are both the goal and the measure for ASEAN's development in the coming time.

In particular, the countries shared the importance of strengthening cooperation and coordination between legislative and executive channels, ensuring the connection between regional cooperation strategies and plans with national development programs and goals.

At the same time, support turning commitments into practical actions; support promoting economic and trade cooperation, especially exploiting new growth drivers such as innovation, science and technology...

In the context of many changes and challenges in the world and the region, countries continue to emphasize the importance of ensuring peace and stability in the region on the basis of maintaining solidarity and the central role of ASEAN.

The President of the National Assembly of Timor-Leste expressed his gratitude to ASEAN for deciding to admit Timor-Leste into the ASEAN family, affirming that the country is deeply aware of the role and responsibility of a member country and will do its best to contribute to the solidarity and development of ASEAN.

Speaking at the plenary session, National Assembly Chairman Tran Thanh Man highly appreciated Malaysia's efforts and achievements in assuming the role of AIPA and ASEAN Chair.

In the context of the rapidly and complicated developments in the world and region, the National Assembly Chairman proposed three important priority areas that AIPA needs to focus more on in the coming time.

Firstly , AIPA needs to promote its role in promoting regional cooperation more effectively, including strengthening its bridging role, encouraging and facilitating social classes and actors to participate and actively contribute to the implementation of the ASEAN Community Vision 2045.

AIPA needs to take the lead in building institutions and policies to help regional commitments and agreements be implemented in practice, especially in science and technology development, innovation, digital transformation, etc.

Second , AIPA needs to actively participate in strengthening a more solid social foundation for regional cooperation, through encouraging, building and implementing activities to nurture and spread community awareness and identity, enhancing communication, cultural, educational and tourism cooperation, organizing exchange activities, etc.

Third , AIPA needs to actively expand and deepen its foreign relations, thereby helping to strengthen ASEAN's role as a center in the network of connections and cooperation in the region and globally.

National Assembly Chairman Tran Thanh Man affirmed that the Vietnamese National Assembly will continue to stand side by side with AIPA to turn ASEAN's vision and aspirations into reality, building an ASEAN Community that is inclusive, sustainable, self-reliant, creative, dynamic and truly people-centered.

Also on September 18, National Assembly Chairman Tran Thanh Man had several bilateral meetings with Malaysian Prime Minister Anwar Ibrahim and Lao National Assembly Vice Chairman Sounthone Xayachack.

Discussing measures to promote bilateral relations in the coming time, National Assembly Chairman Tran Thanh Man and Malaysian Prime Minister agreed to continue strengthening political trust through exchanges of high-level delegations at all levels.

The two leaders agreed to strengthen trade and investment cooperation, aiming for a balanced target of 18 billion USD. At the same time, they will promote cooperation in the fields of energy, oil and gas, science and technology, digital transformation, innovation, artificial intelligence, fishing, Halal industry, as well as actively participate in ASEAN Power Grid (APG) projects.

National Assembly Chairman Tran Thanh Man emphasized that the two sides need to soon approve the Action Program to implement the Vietnam-Malaysia Comprehensive Strategic Partnership for the 2025-2030 period and actively implement green energy projects and trilateral cooperation in exporting renewable energy from Vietnam to Malaysia and Singapore.
