This afternoon, November 1, the National Assembly Party Committee held a conference to disseminate and implement the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030, directly at the National Assembly House and online connection to 17 points at party organizations under the National Assembly Party Committee nationwide.
Attending were: Party Central Committee member, Standing Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh and Party Central Committee members, members of the Standing Committee of the National Assembly Party Committee: Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly Vu Hong Thanh; Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Manh... and all party members of the National Assembly Party Committee.
At the conference, Party Central Committee member, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha disseminated and deployed the key contents of the Resolution of the 1st National Assembly Party Congress, the Action Program to implement the Resolution and directions of General Secretary To Lam at the 1st National Assembly Party Congress.
Implementation is key to bringing the Resolution into life.
Speaking at the Conference, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man stated that the Resolution of the 1st National Assembly Party Congress is the crystallization of the wisdom of the National Assembly Party Committee and absorbs the profound opinions of the Politburo in the process of drafting the Congress documents.
The National Assembly Chairman said that recently the Politburo met to evaluate the implementation of Resolution No. 18 of the Central Committee and affirmed the correctness of establishing Party Committees directly under the Central Executive Committee, thereby implementing deeper, more comprehensive and more effective leadership and direction.
The National Assembly Chairman stated that, over the past time, under the leadership of the Party Central Committee, the Politburo, the Secretariat, directly and regularly led by General Secretary To Lam, the Party Committee, the Standing Committee of the Party Committee of the National Assembly and members of the Party Committee of the National Assembly have always upheld the spirit of being exemplary, promoting their roles and responsibilities, being proactive and creative, closely following the Party's organizational and operational principles, the resolutions, directives and conclusions of the Central Committee, and successfully completing their tasks.
In many of these tasks, the National Assembly agencies have pioneered, taken the lead, and effectively implemented them, which have been highly appreciated by the Party and State leaders, such as: reorganizing the National Assembly agencies, innovating thinking in law-making, digital transformation, and applying artificial intelligence in operations...
Analyzing the challenges facing the implementation of the country's strategic goals in the coming time, the National Assembly Chairman pointed out that the requirements for the National Assembly Party Committee, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies and all Party members, cadres and civil servants of the National Assembly will be increasingly greater, requiring higher and higher quality and greater responsibility.
Therefore, the National Assembly Chairman requested the entire Party Committee of the National Assembly to thoroughly grasp the direction of General Secretary To Lam at the 13th Party Central Committee Conference, especially on "three focuses", "three publicities" and enhancing the people's and Party's character in all activities of the National Assembly.
Over the past time, the Party Committee of the National Assembly has seriously implemented the three focuses, three publicity, focusing on quickly institutionalizing the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; resolutely organizing implementation according to weekly, monthly, and quarterly progress and regularly checking and supervising, promptly removing obstacles; publicly announcing progress, publicizing responsibilities, and publicizing results for society to monitor and accompany.
The National Assembly Chairman pointed out that in the coming time, the National Assembly must continue to take the lead in removing institutional obstacles, clearing bottlenecks, and creating development for the country.
Emphasizing that once the Resolution is correct and accurate, the implementation is a particularly important step, of key significance to bringing the Resolution into life. The National Assembly Chairman requested cadres and party members in the entire National Assembly Party Committee to carefully study and absorb the spirit and content of the Resolution of the 1st National Assembly Party Congress as well as the Action Program to implement the Resolution with very specific tasks assigned to each agency to organize and implement it with the highest efficiency.
Solidarity and high unity in thought and action of the entire Party Committee of the National Assembly
Outlining a number of key issues to unify leadership, direction and implementation in the National Assembly Party Committee in the coming time, the National Assembly Chairman stated:
Firstly, ensure solidarity and high unity in thought and action of the entire Party Committee of the National Assembly. "We must unite our hearts and minds, make great efforts with methodical and precise steps, and mobilize all resources to successfully carry out the tasks and goals set out in the Resolution. As Uncle Ho instructed, "Solidarity, solidarity, great solidarity/Success, success, great success," said the Chairman of the National Assembly.
Second, continue to thoroughly grasp the viewpoint that cadres are the root of all work; cadre work is the key of the key. We must continue to focus on training and educating cadres and party members who are virtuous, talented, and capable of shouldering current and future responsibilities. At the same time, we must have solutions to improve the quality of the cadre team directly involved in law-making and create a source of young cadres.
"I want to emphasize the important role of the leader who must clearly demonstrate leadership capacity, dare to think, dare to do, dare to take responsibility, dare to innovate and be creative for the common cause, and put the resolutions of the Party Central Committee and the National Assembly into practice in each field of responsibility," said the National Assembly Chairman.
Third, continue to strongly innovate and improve the effectiveness and efficiency of inspection, supervision and discipline work within the Party. Discipline and order must be strict. Strengthen the work of preventing and combating corruption, negativity and waste within the agency with higher determination and stronger actions, overcoming the weaknesses and shortcomings of the past term.
Fourth, lead and direct the implementation of good grasp of the ideological situation of cadres, party members and the masses; strictly implement Resolution No. 35 of the Politburo on "strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation"; strictly implement regulations on protecting state secrets and disciplining speech in each agency and unit.
The National Assembly Chairman emphasized the need to properly implement democratic regulations in agencies and units, but at the same time ensure discipline and order; and care for the material and spiritual lives of cadres, party members, civil servants, public employees, and workers.
Along with that, continue to strengthen coordination between the National Assembly Party Committee and the Party Committees of Central agencies, especially the Government Party Committee, the Vietnam Fatherland Front Party Committee, and the Party Committees of Central Party agencies, to ensure closeness and efficiency, continue to perfect the organization of the advisory and support apparatus in the direction of streamlining, professionalism, and effective operation, avoiding overlap in work implementation.
Strengthening comprehensive digital transformation in the activities of the National Assembly, the National Assembly Party Committee, building a digital National Assembly, applying artificial intelligence AI, and the "digital literacy" movement must be carried out seriously, regularly, and continuously.
The National Assembly Chairman believes that with new thinking, awareness, high spirit and determination, we will successfully implement the goals set out in the Resolution of the 1st National Assembly Party Congress, towards the 14th National Party Congress, the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term..., contributing to creating a new foundation for the country's breakthrough development in the new period.
Concretize the Resolution into 12 targets, 25 political tasks, and 68 tasks on Party building work.
Previously, thoroughly grasping the Resolution of the 1st National Assembly Party Congress and the Action Program to implement the Resolution, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha stated that in the 2025 - 2030 term, the National Assembly Party Committee Continue to innovate thinking, ensure the comprehensive and direct leadership of the Party Committee of the National Assembly in the work of constitution-making, legislation, supervision, decision-making on important national issues, and the National Assembly's foreign affairs activities, identify the perfection of development institutions as a breakthrough, encourage creativity, liberate all productive forces, and unleash all resources for development; ensure and enhance the people's and party's character in the activities of the National Assembly.
Ensuring democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness and efficiency in the organization and operation of the National Assembly. Ensuring that the National Assembly is truly the highest representative body of the People, the highest state power body; perfecting the organizational model, enhancing the capacity and effectiveness of the operations of the Ethnic Council, the National Assembly Committees, the National Assembly Office, the State Audit; pioneering in building a digital National Assembly.
Continue to innovate the content and methods of Party leadership. Ensure democracy, solidarity, and promote the intelligence of the entire Party. Build a clean and strong National Assembly Party Committee; improve the leadership, governing capacity, and fighting strength of the Party organization. Improve the quality of Party inspection and supervision work; strengthen control of power, tighten discipline, promote responsibility, especially the responsibility of leaders, resolutely prevent and combat corruption, waste, negativity, group interests, local interests, and policy direction by hostile forces or non-transparent advocacy, ensuring that all decisions issued stem from national and ethnic interests and the legitimate aspirations of the people.
On that basis, the Resolution of the 1st National Assembly Party Congress identified 6 groups of key tasks and solutions to lead and direct the successful implementation of political tasks and 5 groups of key tasks and solutions to build a clean and strong National Assembly Party in all aspects.
At the end of the Conference, Member of the Party Central Committee, Head of the Propaganda and Mass Mobilization Commission of the National Assembly Party Committee, Chairman of the Culture and Social Affairs Committee Nguyen Dac Vinh affirmed that he will seriously absorb, fully grasp and thoroughly grasp the instructions of the National Assembly Chairman, and concretize them in the action program of the Party Committee and each affiliated Party Committee.

Continue to innovate and improve the effectiveness of propaganda, dissemination and implementation of the Resolution and the Action Program to implement the Resolution. Promote the effectiveness of press agencies and communication channels of the National Assembly. Focus on applying digital technology, especially the applications of the Electronic Handbook for Party members, the information system for operating Party agencies, and the document management system of the National Assembly, so that each cadre and Party member can proactively look up, exploit, update and grasp the core contents of the Congress Resolution, serving well the implementation of political tasks.
The Head of the Propaganda and Mass Mobilization Commission of the Party Committee of the National Assembly requested Party organizations and Steering Committee 35 of the Party Committee of the National Assembly to focus on improving the quality of forecasting work, proactively grasp the situation, promptly detect and effectively combat wrong viewpoints and bad and toxic information from hostile forces; at the same time, build and effectively promote the role of the team of collaborators; create high solidarity and unity, contributing to quickly bringing the Resolution into life. Timely detect, encourage, reward and replicate initiatives, good models, good, creative and effective practices in deploying and implementing the Resolution.
At the same time, strengthen inspection and supervision of the implementation of the Resolution and Action Program to implement the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030 and the Resolutions of affiliated Party Committees and Party cells.
