National Assembly Chairman receives Chief Justice of the Lao Supreme People's Court Viengthong Siphandon

The National Assembly Chairman suggested that the two sides continue to regularly maintain delegation exchanges and learn from each other's experiences, thereby contributing more effectively to tightening the Vietnam-Laos relationship.

On the afternoon of October 29, at the National Assembly House, Politburo member and National Assembly Chairman Tran Thanh Man received Secretary of the Party Central Committee and Chief Justice of the Lao Supreme People's Court Viengthong Siphandon, who is visiting and working in Vietnam.

Welcoming Comrade Viengthong Siphandon and the delegation of the Lao Supreme People's Court to visit and work in Vietnam, the National Assembly Chairman stated that the Party, State and people of Vietnam always attach importance to and give the highest priority to the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

The National Assembly Chairman emphasized that on the foundation of the long-standing traditional relationship of solidarity and friendship nurtured by President Ho Chi Minh , President Kaysone Phomvihane and President Souphanouvong, today's generations must continue and develop it so that the relationship between Vietnam and Laos will forever be green and sustainable.

The National Assembly Chairman congratulated Laos for overcoming difficulties and challenges, basically completing the 2025 socio-economic development plan, continuing to successfully implement the Resolution of the 11th Party Congress and the 9th Five-Year Socio-Economic Development Plan, and preparing to organize the 12th Party Congress in early 2026.

Thanking National Assembly Chairman Tran Thanh Man for taking the time to meet him, Chief Justice of the Lao Supreme People's Court Viengthong Siphandon affirmed that in recent times, the Vietnam-Laos relationship has achieved many good results.

The two countries have carried out many important foreign activities, in which high-ranking leaders of the two countries regularly meet through visits and multilateral and international events.

Recently, General Secretary and President of Laos Thongloun Sisoulith visited Vietnam to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi.

Stating that the cooperation between the two countries' court systems is a vivid manifestation of political trust, close affection and sincere mutual support between the two peoples, Chief Justice of the Lao Supreme People's Court Viengthong Siphandon said that the delegation's working trip to Vietnam this time aimed to review the good results of cooperation between the two countries' courts in recent times, inform about the judicial reform of each country; discuss the re-signing of the Cooperation Agreement between the two Supreme People's Courts (signed in 2008) and promote cooperation between local courts after Vietnam reorganized its administrative units.

Chief Justice of the Lao Supreme People's Court expressed his hope that National Assembly Chairman Tran Thanh Man would continue to pay attention and provide guidance for the further development of the two countries' courts.

National Assembly Chairman Tran Thanh Man said that recently, the Politburo, the Secretariat, especially General Secretary To Lam, have regularly directed to promote Vietnam-Laos cooperation projects in the fields of socio-economics, national defense-security, science-technology, education-training, etc.

The Vietnamese National Assembly will coordinate with the Lao National Assembly to strengthen supervision of investment projects between the two countries to remove difficulties and obstacles and speed up implementation progress.

In particular, the inauguration ceremony of Terminal No. 3, Laos-Vietnam International Port in Vung Ang Economic Zone (Ha Tinh) in April 2025 will help Laos open up to international integration, facilitate the import and export of goods by sea, and further highlight the connection and economic cooperation between the two countries.

The National Assembly Chairman highly appreciated the practical cooperation results between the Supreme People's Courts of the two countries in recent times, especially in delegation exchanges, staff training, trial experience sharing, judicial assistance and support in building the most modern judicial institutions.

Pleased to know that the Conference of Courts of the Vietnam-Laos-Cambodia border provinces is still held every two years, the National Assembly Chairman emphasized that the results of the Conference continue to affirm the positive role of the Court in protecting justice, protecting the legitimate rights and interests of the people, contributing to strengthening solidarity and friendly cooperation among the three neighboring countries.

Welcoming the Supreme People's Courts of Vietnam and Laos to continue to discuss, reach agreement and move towards signing a new Memorandum of Cooperation, the National Assembly Chairman believes that this new Memorandum of Cooperation will be in line with the requirements of judicial reform and building a socialist rule-of-law state of each country in the current period, and will be an important legal and practical basis for the two sides to expand and deepen cooperation areas, especially in training and fostering officials, digital transformation in judicial activities and strengthening connections between local courts.

The National Assembly Chairman suggested that the two sides continue to regularly maintain delegation exchanges and learn from each other's experiences, thereby better performing the tasks of each agency and contributing more effectively to tightening the Vietnam-Laos relationship.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully sent his regards to General Secretary and President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, National Assembly Chairman Saysomphone Phomvihane and other senior leaders of Laos./.
