“3R” with people to classify waste at source

From mid-2023 until now, every day, at noon and in the afternoon, there are 2 trucks traveling along Huynh Thuc Khang Street (Nam Duong Ward) to collect food waste in tightly covered bins at nearly 100 houses, restaurants, shops, etc. After that, the collection unit leaves clean bins for people and businesses to dispose of leftover food and other types of food waste. Ms. Le Thi Ngoc Bich (a street food business at 77 Huynh Thuc Khang) said: “My family sells cheap rice, so in the morning there are many types of waste from fish, shrimp, vegetables, etc. At noon, there is a lot of leftover food left by customers or not eaten all. Therefore, having 2 trucks to collect food waste at 10:00 am and 2:00 pm every day is very practical for people and businesses, helping to keep the environment clean”.

The representative of the food waste collection unit said that the unit collects on Huynh Thuc Khang street with a frequency of 2 times/day, on days when the amount of leftover food is high, it will collect 1 more time; the collected products are brought back to be processed to serve livestock. "We hope that the model will be replicated and arranged in many routes and localities so that this form of collection and classification will gradually become more standardized, helping livestock households benefit and helping the environment become cleaner and fresher" - Mr. Tran Xuan - representative of the collection unit shared.

Project on Promoting waste sorting at source and waste recycling (3R) in Da Nang in the cooperation program to share experiences in urban solid waste management of Yokohama city (D-3RYM). Phase I of the Project, with effective cooperation between the two cities, technical support from IGES, many city officials were trained and coached directly in Japan, implementing many models to spread in the community in Hai Chau and Thanh Khe districts. Phase 2 of the Project will be implemented from 2022 - 2024 with a total budget of 15.63 billion VND.

Currently, many units and localities in the city are focusing on propagating and instructing people, production and business establishments to organize the classification of waste that can be reused and recycled and deploying more pilot models, programs and projects to classify food waste with the aim of expanding and moving towards the simultaneous implementation of waste classification at source in accordance with the provisions of the Law on Environmental Protection from January 1, 2025. The 3R project is being implemented in the wards of Nam Duong, Hoa Thuan Tay, Thuan Phuoc, Thach Thang (Hai Chau district) and Chinh Gian, Hoa Khe, Thanh Khe Tay (Thanh Khe district) which is not outside the above purpose. The project is supported by the Japan International Cooperation Agency (JICA) and the Yokohama City Government (Japan) with funding and technical support, and Japanese experience; Danang Urban Environment Joint Stock Company consults and supports connection, organization and implementation...

According to Deputy General Director of Da Nang Urban Environment Joint Stock Company Hoang Thi Ngoc Hieu, in addition to implementing food waste collection on Huynh Thuc Khang Street, the project has handed over to Nam Duong Ward People's Committee 2 waste collection points with the ability to reuse and recycle (MRF points) to promote waste classification at source. The company coordinated with Hoa Thuan Tay Ward People's Committee to place used cooking oil collection bins at restaurants, eateries, and collective kitchens with large volumes of cooking oil; organized many propaganda sessions, instructing on how to store and exchange used cooking oil from households and food businesses.

The project will include components to establish a sustainable resource circulation system for urban solid waste; strengthen urban solid waste management from waste classification at source to treatment and a sustainable resource circulation system in the three districts of Hai Chau, Thanh Khe and Lien Chieu. In particular, the management and operation methods of waste transfer stations and policies to implement the Law on Environmental Protection 2020.

In addition, the Company coordinated with the People's Committee of Chinh Gian Ward to deploy a model of classifying and collecting leftover food and used cooking oil for food businesses; collecting used cooking oil from households on Nguyen Tri Phuong, Be Van Dan, and Le Duy Dinh streets; installing 2 MRF points; coordinating with the People's Committees of Thach Thang, Thuan Phuoc, Hoa Khe, and Thanh Khe Tay wards to continue to organize propaganda and provide guidance on waste classification at source; improving and handing over collection vehicles; organizing festivals to collect and exchange reusable waste, recyclable waste, etc. Localities need to urge and closely monitor the project implementation process until March 2024 to bring about the highest efficiency, as well as have a plan to maintain the above activities after the project ends to form the habit of waste classification at source for people.
