On the afternoon of October 14, the Economic-Budget Committee of the Hai Duong Provincial People's Council worked with the Departments of Finance and Information and Communications to review the reports to be presented at the 26th session of the Provincial People's Council scheduled to be held on the afternoon of October 18.
The Economic-Budget Committee basically agrees with the content of the regulation on percentage (%) to calculate land rental price, land rental price for underground construction, land rental price for land with water surface advised by the Department of Finance.
However, members of the Economic-Budget Committee are concerned about the percentage calculated by administrative unit while the same road can belong to many wards and communes. At the same time, it is necessary to clearly state the factors and basis for determining the percentage to calculate the land rental price. The percentage needs to be appropriate to create favorable conditions for people and businesses to promote production and business.
According to the Department of Finance, the percentage rate to calculate the annual land rental price in the province is 1%. The rental location in 5 wards: Tran Hung Dao, Pham Ngu Lao, Quang Trung, Tran Phu, Nguyen Trai (Hai Duong City) is 1.3%; the rental location in the wards: Le Thanh Nghi, Tan Binh, Thanh Binh, Binh Han, Cam Thuong, Ngoc Chau (Hai Duong City) and Sao Do (Chi Linh City) has a rate of 1.25%.
The rental location in the remaining wards, towns in the province, along national highways, provincial roads, tourist areas, and craft villages outside urban areas will have a rate of 1.2%. Land used for agricultural purposes, land used for non-agricultural purposes in investment incentive industries will have a rate of 0.5-0.6%. Land used for non-agricultural purposes will have a rate of 0.6-0.7% to calculate the land unit price. For adjacent rental plots, the highest rate of the adjacent locations will be calculated.
For land leased by the State for underground construction (not the underground part of a construction built on the water surface), the unit price is equal to 30% of the unit price for surface land lease with annual or one-time payment for the same purpose of use.
For land with water surface, the rental price is equal to 50% of the annual rental price or one-time payment for the entire rental period of the land type adjacent to the same land use purpose and land use term as the land area with water surface.
Reviewing the submission on the promulgation of regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the State budget under the management of Hai Duong province, the Economic-Budgetary Committee basically agreed with the content of the submission. However, the contents on the scope of regulation, subjects of application, and enforcement need to be adjusted to comply with relevant regulations.
Accordingly, the Chairman of the Provincial People's Committee decides on investment and procurement for projects to purchase information systems, hardware, software, and databases worth over 3 billion VND. At the same time, decides on hiring information technology services worth over 3 billion VND/year.
Heads of departments, branches, sectors, socio-political organizations and equivalent at provincial level, Chairmen of district-level People's Committees decide on investment and procurement for projects worth from 1-3 billion VND; decide to hire information technology services worth from 1-3 billion VND/year at agencies, organizations and units under their management.
Heads of agencies, organizations and units (heads of budget-using units) decide to invest, purchase or hire services for projects and services not falling into the above cases.
