Provincial Road 394C has traffic volume exceeding design capacity.

65% of provincial roads are class V, VI roads (road surface width from 3.5m - 5.5m, less than 2 standard lanes), the rest are class II, class III, class IV roads. Asphalt road surface structure accounts for 56.01%, asphalt concrete road surface accounts for 40.42%, the rest are cement concrete roads accounting for 3.57%. Poor road surface quality accounts for 58.03%, average accounts for 23.12%, good accounts for 8.85%.

Provincial roads with narrow road widths such as provincial roads 390E, 398, 398B, 396C, and the Hanoi- Hai Phong expressway. Some provincial roads with 5.5m wide sections have traffic volumes many times greater than their design capacity such as provincial roads 392B, 396B, 389, 394C, etc., posing potential traffic safety risks.
