The Steering Committee is headed by Minister of Construction Tran Hong Minh; the deputy heads include four deputy ministers: Nguyen Danh Huy, Nguyen Van Sinh, Bui Xuan Dung, Pham Minh Ha. The members include leaders of specialized departments and bureaus; director of the Railway Project Management Board; and general director of Vietnam Railways Corporation.

Assisting the steering committee are a standing committee, an expert group, a human resource development group, and an institutional group. The expert group will consist of officials, civil servants, public employees, and scientists with extensive experience and high professional qualifications in the fields of transportation; infrastructure; vehicles; information, signals, monitoring and control; and traction power.

The expert team works part-time, on secondment, and signs professional outsourcing contracts with project management boards, with the project management boards paying for the costs.

In the immediate future, the Steering Committee of the Ministry of Construction will closely monitor two national railway projects: the Lao Cai - Hanoi - Hai Phong railway construction investment project (expected to start on December 19) and the North - South high-speed railway project (expected to start at the end of 2026).
