The Tan Thinh Residential Area Project in Doi 61 Commune, Trang Bom District, Dong Nai Province has just concluded a comprehensive inspection. The investor, LDG Investment Joint Stock Company, is required to report the project implementation status to the State management agency and strictly comply with the handling of violations. At the same time, the company is not allowed to conduct any sales transactions until the procedures are completed.
Tan Thinh residential area has an area of about 18.22 hectares, was approved in principle by Dong Nai Provincial People's Committee and introduced the project investment location in September 2016. The project was planned for residential land use purposes in the land use planning period 2011-2020, and will be continued until 2030.

In November 2018, the Provincial People's Committee issued a decision approving the policy for LDG Company to invest in building a new residential area with complete technical infrastructure to meet the needs of people in Doi 61 commune, Trang Bom district.
The land area for the project originated from 402 plots of land belonging to An Vien Rubber Farm and households and individuals. Of these, 339 plots were granted land use right certificates to 26 households, individuals and LDG Company with an area of over 15 hectares. LDG Company used the plots of land through the forms of receiving land use right transfers, receiving land use authorizations and buying and selling land with handwritten documents, which were not in accordance with the law.
LDG Company has not yet completed the procedures for land allocation, land lease, permission to change land use purposes and has not been granted a construction permit to implement the project investment. However, the company has organized construction from 2018 to 2020. Completed items include roads, green parks, rainwater drainage system, wastewater drainage system, water supply and electricity supply systems. The company also built 680 houses, including 198 villas, 290 completed townhouses, and 192 unfinished townhouses.
At the time of the inspection, LDG Company had signed contracts in principle for the purchase and sale of houses with 60 customers. Customers had paid the company from 25% to 95% of the contract value. 7 households were living in the project. Meanwhile, the project currently did not meet the conditions for real estate formed in the future to be put into business according to the provisions of the law on real estate business.

On the afternoon of April 13, according to Dan Tri , the project was deserted. About 3 years after the project was suspended, the townhouses and villas were completed, and the grass was growing wildly. The townhouses under construction had exposed iron frames and were littered with materials.
LDG Company's violations were also recommended to be handled administratively. According to the investor, Dong Nai Provincial People's Committee requested that in the coming time, the enterprise must supplement the missing procedures on construction activities, land procedures and related legal procedures to soon complete the administrative procedures according to regulations, and report to the relevant authorities on the progress of implementation. At the same time, the investor is not allowed to conduct any transactions of the project until completing the procedures related to the sale of future housing.

Speaking to Dan Tri , a representative of LDG Company said that with this inspection conclusion, the project will continue to supplement procedures to complete the implementation, ending the interruption period to serve the inspection in the past. In the near future, the company will continue to supplement procedures according to regulations. Currently, the company has completed the payment of land recovery money to the provincial land management center. The center has also issued a notice of land recovery to compensate individuals whose names are on the land.
While waiting for the decision on land allocation, the company will simultaneously supplement the infrastructure construction design documents to apply for an infrastructure construction permit. After that, the company will supplement the detailed design of the housing on the land in accordance with the 1/500 planning. In addition, the company will carry out a number of land-related procedures such as adjusting land boundaries...; conducting infrastructure acceptance; applying for a construction permit; handing over infrastructure, completing acceptance, paying financial obligations to the State on the completion of assets and land related to the issuance of certificates for each plot...
The company representative estimated that the completion time of these steps would be about 2 years. However, the business assessed that the inspection conclusion had many positive elements, clarifying questions such as whether the project could continue or not, whether it would be dismantled or not; ending the state of unfounded speculation about some issues.
