At 6:30 a.m., at the ICISE Center in Quy Nhon City, Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh Province, had a special meeting with Professor Tran Thanh Van and his wife - the founders of this symbol of Vietnam - France scientific cooperation.
4 key goals for a new ICISE
The early morning meeting lasting from 6:30 to 8:00 was a vivid demonstration of the commitment and respect of Binh Dinh province's leaders for science andeducation .
On the eve of an important workshop to contribute ideas to the Project “Building a Center for Research and Application of Space Technology in Binh Dinh Province” (2026–2030 period, vision to 2045), Chairman Pham Anh Tuan gave priority to listening and discussing directly with Professor Tran Thanh Van and representatives of the Rencontres du Vietnam Association about major orientations to elevate the ICISE Center.

“ICISE Center is not only a pride of Quy Nhon, Binh Dinh, but also a bright spot on the scientific map of Vietnam and the region,” said Mr. Pham Anh Tuan, reaffirming the strong support from provincial leaders and departments.
He pledged to remove obstacles and create the most favorable conditions for ICISE to develop more strongly, making practical contributions to the goal of science and technology development of the locality and the country.

At the meeting, the leaders of Binh Dinh province and the Rencontres du Vietnam agreed on four strategic directions for the new period, turning ICISE into a special academic destination for Vietnam and Southeast Asia.
Elevate the IFIRSE Research Institute in basic science, a place to nurture research directions that Vietnam lacks and is weak in.
Developing applied research capacity and technology transfer from international platforms.
Promote the role of scientific diplomacy , attract prestigious scientists to work in Vietnam, and inspire the younger generation.
Professor Tran Thanh Van: "We did not choose Quy Nhon by mistake"
Speaking at the meeting, Professor Tran Thanh Van - founder of the Rencontres du Vietnam and ICISE Center - emotionally said: "We chose Binh Dinh to build ICISE and it was absolutely not a mistake. Through many generations of leaders, we have always received strong support. That is a great source of motivation for us to continue our efforts."
With 30 years of operation in Vietnam and more than 10 years of establishment and development of ICISE, the contributions of Professor Van and his colleagues have gone far beyond a mere conference organization center.
From academic bridging, to training high-quality human resources, basic scientific research, promoting scientific diplomacy and building national image – ICISE Center is becoming a unique scientific symbol of Vietnam in the eyes of international friends.

ICISE has organized more than 200 international scientific conferences, attracting nearly 16,500 scientists from 60 countries, including many Nobel Prize winners, Fields Medalists, Dirac... ICISE's model is the intersection of academia, creativity and policy vision, where young Vietnamese scientists can "start a scientific career" in a free, international-standard environment.
ICISE's efforts are also contributing to bringing science closer to the public through public activities and the ExploraScience Discovery Center - a favorite destination for students, students and families who love science.
Despite his busy schedule before the national conference, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan was still present at ICISE Center from 6:30 a.m. to work with Professor Tran Thanh Van and his wife on the local science development strategy.
The success of ICISE is the crystallization of love for the homeland, devotion to science and deep international cooperation. In the coming time, the Center will welcome Professor Serge Haroche - Nobel Prize in Physics 2012 - and many French scientists to Vietnam within the framework of the France - Vietnam strategic cooperation. Major projects in the fields of space, oceanography, environment... are being promoted with active support from France.
ICISE is also awaiting the Letter of Supreme Patronage from French President Emmanuel Macron and President Luong Cuong – an important milestone affirming the national and international role of this center.

The presence from 6:30 a.m. of the Chairman of Binh Dinh Provincial People's Committee in the working session with Professor Tran Thanh Van is a strong message: Binh Dinh chooses science as a pillar of development, not only in words, but in actions.
ICISE is one of the rare models in Vietnam founded by international scientists and operated according to international standards. With the support of local authorities and high-level sponsorship from leaders of the two countries, ICISE is gradually asserting its role as a scientific center of national and regional stature.
