The Permanent Deputy Prime Minister inspected the implementation status and directed the removal of difficulties, obstacles and bottlenecks of 4 component projects of the expressway from Da Nang to Phu Yen.

(binhdinh.gov.vn) - On the morning of June 7, at the Office of the Provincial People's Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh and members of the Government's Inspection Team No. 1 had a working session with local leaders, investors, and construction units on the implementation status, and directed the removal of difficulties, obstacles, and bottlenecks for 4 expressway projects including: Hoa Lien - Tuy Loan; Quang Ngai - Hoai Nhon; Hoai Nhon - Quy Nhon; Quy Nhon - Chi Thanh. Attending the meeting were leaders of Da Nang City, Quang Ngai and Phu Yen provinces. On the side of Binh Dinh province, attending the meeting were Chairman of the Provincial People's Committee Pham Anh Tuan, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang, and leaders of relevant departments and branches of the province.

The four component projects of the North-South Expressway project in the East, sections: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh, have a total length of more than 231km, accounting for nearly 25% of the length of the remaining projects that must be completed to achieve the goal of putting 3,000km of expressway into operation by 2025.

Reporting at the meeting, Mr. Nguyen Viet Hung, Deputy Minister of Construction, said that the land and material mines for these projects have basically been resolved. Currently, only Quang Ngai province is still stuck with land because some people have not allowed construction.

Regarding the progress of the projects, the report of the Ministry of Construction said that the Hoa Lien - Tuy Loan project is invested by the Ho Chi Minh Road Project Management Board. The project is 11.4 km long through Da Nang city with a total investment of more than 2,122 billion VND; the completion progress according to the contract is November 2025, expected to be shortened to August 2025. To date, the construction output has reached 64% of the contract, 0.49% ahead of schedule. Basically, there are no more difficulties or obstacles and the main route can be opened to traffic on August 19, 2025.

The Quang Ngai - Hoai Nhon project is invested by Project Management Board 2, Ministry of Construction. The project is 88 km long, passing through Quang Ngai province for more than 60 km and Binh Dinh province for more than 27 km, with a total investment of more than VND 20,469 billion. The completion progress according to the contract is September 2026, and it is expected to put into operation the section from the Km79 intersection to the end of the route on August 19, 2025; the remaining sections will be basically completed before September 30, 2025. In particular, tunnel No. 3, 3.2 km long, is expected to be completed before December 31, 2025. The parties are making efforts to basically complete the road before September 30, 2025, except for tunnel No. 3. However, there are still some difficulties in site clearance. Specifically, there are 2 bridge locations that have not yet been handed over the land and 2 locations that have been handed over but people are obstructing and not allowing construction.

The Hoai Nhon - Quy Nhon project is invested by Project Management Board 85, Ministry of Construction. The project is over 70 km long, passing through Binh Dinh province, with a total investment of over 12,401 billion VND. The completion schedule according to the contract is December 2025; the expected completion schedule is shortened to September 2025.

Quy Nhon - Chi Thanh project is invested by Project Management Board 85, Ministry of Construction. The project is over 61 km long, the section passing through Binh Dinh province is over 19 km, Phu Yen province is over 42 km, the total investment is over 14,802 billion VND. The completion progress according to the contract is December 2025, expected to be shortened, basically completed in September 2025.

During the inspection, the Government Inspection Team No. 1 requested the Ministry of Construction to direct investors and contractors to strictly control the progress, quality of works, traffic safety, labor safety, environmental sanitation and fire prevention and fighting during construction. In particular, it is necessary to put some contractors and packages that have not met the plan under special monitoring and have solutions to speed up the construction progress such as: Package XL02 of the Quang Ngai - Hoai Nhon Project and packages of the Quy Nhon - Chi Thanh Project. In addition, it is necessary to strictly control the construction progress of Ky Lo Bridge, speed up the progress to prevent risks due to unusual stormy weather.

Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh praised the Ministry of Construction, along with ministries, branches, and People's Committees of provinces and cities for actively implementing and completing many tasks on time, contributing to speeding up the progress of projects. However, there is still an overdue task: Quang Ngai province has not completed site clearance in March 2025. The Hoa Lien - Tuy Loan; Quang Ngai - Hoai Nhon; Hoai Nhon - Quy Nhon; Quy Nhon - Chi Thanh projects are important in completing the target of 3,000 km of expressway by 2025.

Deputy Prime Minister Nguyen Hoa Binh emphasized that this goal must be completed, not postponed or delayed. The investor must adjust the workload of contractors who are slowing down the progress to contractors who perform better to ensure the project is completed on schedule. Contractors must be more proactive, making sure that the completed road put into use is as perfect as possible. In addition, investors must promptly pay and settle accounts, creating motivation for construction contractors. The Ministry of Construction must strictly conduct acceptance to ensure quality. In addition, the Ministry of Construction coordinates with contractors to select important projects and items to include in the online inauguration ceremony scheduled for August 19, 2025.

Deputy Prime Minister Nguyen Hoa Binh emphasized: "From now until August 19, there are only more than 2 months left, there is still a lot of work, so localities must be proactive and urgently mobilize the entire political system to overcome difficulties and complete all assigned tasks."
