
Specifically, Decision No. 948/QD-TTg dated May 17, 2025, of the Prime Minister assigns An Giang province to implement 21 projects serving the APEC 2027 Conference, divided into two groups. For the group of 10 public investment projects, the province has issued 9 out of 9 emergency construction orders; of which, 9 projects have been approved for investment and contractor selection, including: the project to build embankments and level the ground for the APEC Conference Center and functional facilities; undergrounding of technical infrastructure in the An Thoi area; undergrounding of technical infrastructure in the Duong Dong area; APEC Boulevard; investment in technical infrastructure and digital transformation for the construction of a smart monitoring and control center for comprehensive management of the Phu Quoc Special Economic Zone; Provincial Road DT.975; Cua Can Reservoir; and the resettlement area project group. Specifically for the urban metro line project, section 1, the investor selected under special circumstances is Phu Quoc Sun Company Limited.
According to the An Giang Department of Finance, public investment projects serving APEC have been allocated a total of over 4,296 billion VND in 2025, including 2,751 billion VND from the central government budget and over 1,545 billion VND from the local budget. To ensure 100% disbursement of this allocated capital, the province requires contractors to focus their human resources and machinery on completing projects and works on schedule, safely, and with quality, without disrupting the disbursement process.
Next, out of the 11 projects under the public-private partnership (PPP) and business investment methods, 7 projects have already selected investors. The remaining 4 projects, namely the Duong Dong and An Thoi centralized wastewater treatment plants, and the Duong Dong 2 water plant, have had their investment policies and investor selection plans approved under special circumstances. The APEC Conference Center is currently undergoing procedures for investment policy approval and investor selection.
Mr. Bui Thanh Trung, Chairman of Sun Group in the Southern region, said that Sun Group is the investor in 5 projects; among them, the project to expand Phu Quoc International Airport to serve APEC 2027, operate large aircraft, meet planning requirements, and at the same time promote socio-economic development and ensure national defense and security for the Southwest region, with a total investment of approximately VND 25,998 billion, 100% of which is investor capital.
Phase 1 investment (Q1/2027) has a capacity of 10 million passengers per year and an investment of VND 18,975 billion; Phase 2 (2027 - 2030) has a capacity of 20 million passengers per year and an investment of VND 7,023 billion. The T2 passenger terminal is expected to be completed by the end of March 2027, the VIP terminal by mid-October 2026, and runway number 2 by June 30, 2026.
In addition, investment is being made in the construction of the APEC Convention Center to serve national foreign affairs and politics . The project covers over 16 hectares and includes a 6,500-seat convention and exhibition center, a 4,000-seat multi-purpose theater, and an APEC park, with a total investment of VND 21,860 billion, 100% funded by private investors. To date, the overall progress of the project is approximately 34%, and construction is expected to be completed by January 31, 2027.
Next, the DT.975 road will be upgraded to serve APEC activities, connect the airport with key urban and tourism areas, gradually develop coastal and island cities, and concretize approved plans up to 2050. The route is 19.26 km long, with a total investment of 2,500 billion VND, funded by the state budget, and construction is scheduled for completion in January 2027.
Similarly, the first section of the urban metro line serves APEC activities, transporting passengers from Phu Quoc International Airport to the APEC Convention Center. This is a high-quality public transport project with large, stable, reliable, safe, and environmentally friendly transport capacity, meeting the travel needs of residents and tourists in the southern part of the island. The line is 17.7 km long, with 5-7 stations and 1 vehicle maintenance center; the design speed is 70-100 km/h, with a total investment of VND 8,949 billion, comprising 30% investor capital and 70% state budget capital, and construction is scheduled for completion in June 2027.
Furthermore, the APEC Boulevard project is a major transportation artery serving logistics, movement, and security for APEC 2027, while also being a crucial urban development axis, enhancing connectivity and promoting socio-economic development in Phu Quoc. The route is approximately 3km long, with a roadbed width of 68m, and a total investment of VND 1,817 billion; of which, investor capital (1.4km) and state budget capital (1.6km) are allocated. Construction is scheduled for completion in December 2026.
Chairman of the An Giang Provincial People's Committee, Ho Van Mung, emphasized that Phu Quoc is accelerating the completion of infrastructure to serve the APEC 2027 Summit. Key projects in Phu Quoc have been started, commenced, and are under construction. For public investment projects, the province is directing regular inspections and monitoring of progress, while also ensuring effective land clearance for project construction. The goal is to ensure the projects are completed on schedule to serve the APEC Summit. These APEC projects will contribute to the completion of Phu Quoc's infrastructure, making it modern and integrated, aiming to transform Phu Quoc into an international-class eco-tourism, resort, and commercial service center.
The Party and State have entrusted An Giang province with the responsibility of hosting the APEC 2027 Conference, a particularly important political and diplomatic task. This is not only a great responsibility but also a golden opportunity to create breakthroughs in infrastructure, services, and development space for the province in general and the Phu Quoc Special Economic Zone in particular.
To facilitate coordination with the National Steering Committee for APEC 2027, the An Giang Provincial Party Committee issued a decision to establish a provincial-level Steering Committee to serve and organize the APEC Summit. In addition, the Provincial People's Committee approved a comprehensive plan outlining the province's activities to support the organization of APEC 2027 events in the Phu Quoc Special Economic Zone. Simultaneously, the Provincial Steering Committee's support team was restructured and subcommittees were established.
The People's Committee of An Giang province has directed 7 subcommittees to proactively develop and implement detailed sub-projects and plans for the preparation and implementation of tasks in the 2025-2027 period. Specifically, these include training and developing human resources; material and logistics; propaganda and culture; security and health; upgrading and improving the infrastructure of the Phu Quoc special economic zone… to serve the organization of activities for APEC 2027.
Simultaneously, the province directed relevant agencies to coordinate with the Phu Quoc Special Economic Zone to strengthen resettlement arrangements and land clearance to ensure timely handover of land for project construction according to set schedules and objectives. It is known that 13 projects require land acquisition with a total area of over 1,100 hectares, affecting approximately 4,521 households; of which, 2,551 households are eligible for resettlement. The province directed the acceleration of the implementation of resettlement areas in An Thoi, Ho Suoi Lon, Ham Ninh, and Cua Can.
Furthermore, the province is proactively securing construction materials for infrastructure projects serving the APEC 2027 Conference, public investment projects, and national key projects, aiming to ensure project progress and quality. According to the An Giang Department of Construction, the total estimated demand for construction materials for APEC projects is over 16.3 million m³ of embankment sand, over 4.8 million m³ of various types of stone, and approximately 5.2 million m³ of embankment soil. The province has approved a list of areas where mineral exploitation rights will not be auctioned, in accordance with Government Resolution No. 66.4/2025/NQ-CP dated September 21, 2025, to serve public investment projects, national key projects, and APEC projects, with a total estimated reserve of nearly 400 million m³ of construction stone, soil, and leveling sand.
Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc Special Economic Zone, shared that, in addition to completing infrastructure, Phu Quoc is focusing on building a "soft" foundation to serve APEC 2027, including promoting and mobilizing people and businesses to work together to build a green, clean, beautiful, and civilized special economic zone, especially building the image of each citizen as a tourism ambassador; training and developing human resources in foreign languages and etiquette skills... The special economic zone is focusing on greening, digitalization, security and order, and implementing a project to build Phu Quoc into a model and civilized urban unit, especially green transformation to move Phu Quoc towards becoming the first zero-emission city in Vietnam.
The leaders of An Giang province affirmed their commitment to seriously and promptly implementing the central government's directives in the deployment of projects in the Phu Quoc special economic zone, proactively addressing any obstacles within their authority, or promptly reporting to the government when the issues exceed their authority. The province is determined to maintain the goals of "progress - quality - safety - transparency" to ensure the best conditions for the APEC 2027 Conference.
