An Giang organizes testing and grants driving licenses

Currently, the work of testing and granting driving licenses is one of the important political tasks of the Ministry of Public Security; demonstrating the prestige, spirit and responsibility of the police force, especially the traffic police. The provincial police director directs the implementation seriously, resolutely and effectively; takes direct responsibility for the driving test work in the area under his/her charge; does not allow complaints or feedback about the spirit, service attitude, compliance with the law and working procedures of officers and soldiers; publicizes the hotline to receive feedback from the people.

Regarding An Giang province, Lieutenant Colonel Le Thang Loi said that since receiving the handover of the State management function of testing and issuing driving licenses from the Department of Transport (now the Department of Construction), the Traffic Police Department of the Provincial Police has proactively coordinated with the professional departments of the Provincial Police, the Department of Transport and Driver Management (former Department of Transport) to receive equipment, techniques, archived records; and provide professional training for officers in charge of testing and issuing driving licenses...

At the same time, the Provincial Police Department issued a plan to implement the testing and issuance of driving licenses; installed the driving testing software provided by the Traffic Police Department at 3 centers, including: Road Motor Vehicle Driving Testing Center, Chau Doc Driving Training and Testing Center, Dong Bang Driving Training and Testing Center. In addition, the functional forces advised on the development of a system of legal documents, organizational structure, and assignment of tasks; upgraded and completed the database system and driving testing software.

Up to now, the testing and issuance of driving licenses have been and are being implemented in accordance with the requirements. The testing and issuance of driving licenses still use the existing testing facility system. The centers provide facilities for the traffic police to conduct the testing. The examiners or the testing council will also be carried out by the traffic police. The officers and soldiers participating in the test will be issued an examiner card by the Traffic Police Department. The testing software and techniques are installed in connection with training and testing centers across the province. In particular, the regulation allows students to still take the remaining tests if they fail the theory, creating a comfortable mindset for students. Students who complete the test parts, the results will be synchronized, approved and integrated into the student's electronic identification account.

For the first time, the traffic police force participated in the process of testing and granting driving licenses, so many students were nervous when entering the practical exam. However, due to thorough preparation of knowledge, most students passed the exam. Achieving good results in the A1 theory and practical exam, Duong Le Mong Thu (born in 2007, residing in Binh Duc ward, Long Xuyen city) said: "I prepared quite well, grasped the knowledge from the class, along with the attention and enthusiastic guidance of the teachers during the exam review process, so I was confident and completed my exam well. The exam was also quite serious and favorable for the students". Mr. To Thanh Vinh (born in 1977, residing in Kien An commune, Cho Moi district) shared after completing the exams: “Although the time was late due to objective reasons, our teachers created conditions for us students to regularly review our lessons, so our knowledge was still firmly grasped. In particular, we were not pressured by the exams, because if we failed one part, we could still continue to take the next part. Therefore, we were very confident in completing our exams. The staff and examiners were very enthusiastic and attentive.”

Colonel Tran Van Cung (Deputy Director of the Provincial Police) emphasized that the test aims to assess legal knowledge on road traffic order and safety, driving skills on the road and common situations on the road... have been included in the picture, so that each individual meets all the conditions when participating in traffic, before issuing a driving license. The Provincial Police leaders proposed to further promote coordination between training facilities, driving test centers and the Traffic Police Department in a smooth, regular and continuous manner. The Examination Council needs to assign specific tasks to each officer and examiner; strictly implement the process and regulations, ensure fairness and objectivity, and absolutely not allow errors or negativity to occur. In addition, candidates participating in the test need to stay calm, confident, promote the knowledge and skills they have learned, take the test seriously, honestly, and comply with the regulations of the Examination Council.
