Recently, the Hanoi People's Committee has decided to approve the land use plan for 2025 of Me Linh district. Accordingly, there are up to 104 projects with a total area of 1,140.37 hectares included in the land use plan.

Notably, the newly registered projects in the 2025 land use plan are all projects that have been behind schedule for many years. The first is the Tien Phong Flower Village residential area (Tien Phong commune) of Prime Land Real Estate Investment Joint Stock Company. The project has an area of up to 40 hectares and a total estimated investment of about 3,900 billion VND.

Although construction began in 2005, the Tien Phong Flower Village residential area is still behind schedule due to continuous legal issues. This is also one of the reasons why Vinahud Housing and Urban Development Investment Joint Stock Company withdrew from the project. Currently, the project implementation period has been extended to the first quarter of 2027.

Also located in Tien Phong commune, the Minh Giang Dam Va residential area expansion project was also newly registered in the 2025 land use plan. The project, invested by Minh Giang Company Limited, has an area of about 14 hectares, a total investment of nearly 218 billion VND and the implementation deadline is the fourth quarter of 2026.

Similar to the Tien Phong Flower Village housing area, the Minh Giang Dam Va housing area is also a project behind schedule. The project started in 2008 and was expected to be completed in 2014. However, most of the project is still just empty lots, surrounded by a few housing items that have been under construction for a long time and are showing signs of deterioration.

The last housing project on the new registration list in the 2025 land use plan of Me Linh district is the Minh Duc residential area (Tien Phong commune) of the investor Minh Duc Investment, Trade and Tourism Joint Stock Company . The project has an area of 16.97 hectares, a total investment of more than VND 972 billion and was granted an investment license in 2008. However, to date, the project has not yet taken shape. Currently, the project implementation progress has been extended until the end of the fourth quarter of 2025.

Recently, Me Linh district was also mentioned in Decision No. 1668/QD-TTg on adjusting the general planning of Hanoi capital to 2045, with a vision to 2065.

Accordingly, the northern urban area will include Dong Anh, Me Linh, and Soc Son districts. This is also one of the four tourist clusters in Hanoi. In the decision approving the 2025 land use plan of Me Linh district, the Hanoi People's Committee assigned the Me Linh District People's Committee to be responsible for reviewing, evaluating, and implementing the projects in the 2025 land use plan.

In case during the year of implementing the plan, there are works and projects with sufficient legal basis for implementation, Me Linh District People's Committee will synthesize and report to the Department of Natural Resources and Environment to submit to Hanoi City People's Committee for approval of additional land use plans as a basis for implementation according to regulations.

The City People's Committee also assigned the Me Linh District People's Committee to organize inspections of the implementation of land use plans; promptly detect and handle violations of land use plans; strengthen inspection and supervision of the implementation of land use plans to ensure the feasibility of the 2025 land use plan.
