On March 25, the Investigation Police Agency of Bac Giang City Police issued a decision to prosecute and detain Dao Duy Lam (born in 1988, residing in Ha Long City, Quang Ninh Province), Nguyen The Anh (born in 1979, residing in Bac Giang City) and Le Thi Sen (born in 1994, residing in Dong Son District, Thanh Hoa) for the crime of "Trafficking in persons under 16 years old".
Previously, at 3:30 p.m. on March 14, the Tho Xuong Ward Police working group coordinated with the Criminal Police Team, Bac Giang City Police to conduct an administrative inspection of house number 24 (lane 4, group 1, Tho Xuong Ward, Bac Giang City) and discovered 3 female employees, including 2 15-year-olds, both residing in Ea T'Linh town, Cu Jut district, Dak Nong province.
Identifying signs of violations, the working group requested Nguyen The Anh and Le Thi Sen along with the three female employees above to go to the police headquarters for questioning.

At the investigation agency, Nguyen The Anh and Le Thi Sen confessed to transferring 11.3 million VND to Dao Duy Lam (in group 2, Troi 9 area, Hoanh Bo ward, Ha Long city, Quang Ninh province) to receive the transfer of the 3 employees above. The purpose was to bring these 3 people to work as beer serving staff at some karaoke bars in Bac Giang city.
According to the investigation, at around 8:00 p.m. on March 2, a young man texted Sen on Zalo to talk about the fact that in Quang Ninh there were 3 female beer pourers who wanted to change jobs and asked if The Anh's place wanted to hire them. Sen talked to The Anh about this and The Anh agreed to take the 3 employees to work as beer pourers.
At around 9pm that same day, The Anh and Sen drove to Ha Long City (Quang Ninh) to pick up the people. There, The Anh's group met Dao Duy Lam and was told by Lam that the 3 female employees above owed him 11.3 million VND. If The Anh wanted to pick up these 3 employees, he had to pay Lam that amount. The Anh agreed and told Sen to transfer 11.3 million VND to Lam's account.
After Lam received the money, The Anh took the three girls to Bac Giang City by car. Lam arranged for three employees to eat and rest to serve beer to customers at some karaoke bars. Le Thi Sen was responsible for managing the employees, cooking, cleaning, keeping track of receipts and disbursements, and clocking in and out of the employees.
