Bac Giang: Giving critical comments on the draft Political Report submitted to the 20th Provincial Party Congress

The draft Political Report of the 19th Provincial Party Executive Committee submitted to the 20th Provincial Party Congress is composed of 2 parts, 51 pages in length.

Part 1: General assessment of the results of 5 years of implementing the Resolution of the 19th Provincial Party Congress, with a capacity of 33 pages, including 5 sections.

Part 2: Goals, tasks and solutions for the 2025-2030 term, 18 pages in length, is divided into 4 parts.

The motto of the Provincial Party Congress is: "Solidarity - Democracy - Discipline - Breakthrough - Development". The theme of the Provincial Party Congress is: Under the glorious flag of the Party, building a streamlined - compact - strong political system; promoting democracy, the strength of great national unity, the spirit of self-reliance, self-reliance, building Bac Giang province to develop comprehensively and sustainably, to be among the 11 provinces and cities with leading economic scale (GRDP) in the country by 2030.

Commenting on the draft Political Report, members of the Provincial Fatherland Front Committee's Advisory Council and representatives of member socio-political organizations basically assessed: The draft has been elaborately and scientifically prepared by the Document Subcommittee, with a reasonable basic structure. The Congress's theme is close to the development trend of the province.

Referring to the breakthrough solutions in Party building work, Associate Professor, Dr. Than Minh Que, Chairman of the Cultural - Social Advisory Council, Provincial Fatherland Front Committee, proposed 3 solutions: Innovating and improving the quality of resolution making and implementation of resolutions by Party committees and organizations at all levels; innovating the leadership methods of Party committees at all levels, especially at the commune level; promoting the work of preventing and combating corruption, waste and negativity. Proactively grasp the situation, detect and conduct inspections of Party organizations and Party members when there are violations.

Discussing the content of Part III, the main tasks and solutions in the draft Political Report, Mr. Hoang Van Loi, Chairman of the Democracy - Law Advisory Council, Provincial Fatherland Front Committee, proposed: The draft needs to add a number of specific tasks and solutions to ensure two important requirements, which are: Arranging a team of personnel to stay and work in the political system in general, government agencies at all levels in particular must meet the requirements on qualifications and capacity in the new period; specific solutions on new leadership and management methods of provincial government towards grassroots government in the context of no longer having an intermediate level (district level).

Other opinions also suggested that the draft Political Report should include an assessment of urban development results in line with the group of urban development solutions proposed by the Resolution of the 19th Provincial Party Congress. Currently, the draft has not yet assessed the results of urban construction for Hiep Hoa district, Doi Ngo town (Luc Nam), and Voi town (Lang Giang).

Eliminate the target of districts meeting new rural and advanced new rural standards because according to the policy, there will be no more district-level administrative levels. Research and include the target of Party membership admission into the main target to specifically determine the goals and targets for striving in Party development work in the period of 2025-2030.

It is necessary to further evaluate the results of studying and following Uncle Ho's teachings according to Conclusion No. 01-KL/TW dated May 18, 2021 and Directive No. 05-CT/TW dated May 15, 2016 of the Politburo.

In addition, some delegates suggested adjusting the length of some sub-sections to be reasonable, ensuring brevity but logic; adding comparison data with the previous term; clearly stating the reasons for limitations, unfulfilled targets, etc.

Concluding the conference, Chairman of the Provincial Fatherland Front Committee and Chairman of the Review Council Dinh Duc Canh assessed that the opinions contributed by the delegates demonstrated objectivity and promoted the role of the Fatherland Front in gathering the intelligence of cadres, party members and people of all walks of life.

All comments will be compiled by the Provincial Fatherland Front Committee and sent to the Document Subcommittee for acceptance and editing to develop a more complete and quality draft report.
