Bac Giang: Chairman of the Provincial People's Committee directed to review construction planning during the implementation phase of administrative unit arrangement at all levels.

BAC GIANG - The Chairman of the People's Committee of Bac Giang province has just issued an Official Dispatch requesting agencies, units, People's Committees of districts, towns and cities to focus on organizing the review of the establishment, appraisal and approval of construction planning projects (including new establishment, overall adjustment, local adjustment) in the management area.

Specifically, for construction planning projects that have completed the preparation work, are in the process of submitting the project for appraisal (or have completed the project appraisal), and basically ensure the conditions for planning approval according to regulations, the People's Committees of districts, towns, and cities direct specialized agencies to urgently complete the planning dossier and submit it to competent authorities for approval according to the correct procedures and regulations.

For projects under the approval authority of the Provincial People's Committee but in the process of organizing the task preparation and planning project preparation (not yet submitted for planning appraisal), units and People's Committees of districts, towns and cities need to review, synthesize and report to the Provincial People's Committee for consideration and decision on the list of planning projects expected to continue implementation and projects expected to stop implementation.

Planning projects expected to continue to be implemented need to clarify the reasons, urgency, and necessity of immediate implementation of planning tasks serving urban management, investment, and development in the immediate period; assess the impact of the arrangement and merger of commune-level administrative units; the ability to ensure that resources are not wasted and that problems do not arise if the planning is continued to be developed and approved; clarify the implementation progress and commit to completing it on time, in line with the roadmap for reorganizing the two-level government apparatus.

Planning projects expected to be suspended must clarify the reasons for the proposed suspension. Clearly state the difficulties and obstacles if the implementation continues; assess the level and possibility of impact and disruption to management, investment and socio-economic development in the area if the planning is suspended; the progress of implementation compared to the progress of reorganizing the two-level government apparatus; propose a solution after the suspension.

For projects under the approval authority of the district-level People's Committee, the People's Committees of districts, towns and cities shall, based on the actual situation in the locality and the plan for arranging and merging commune-level administrative units, proactively review, evaluate and decide to continue implementing or stop implementing projects that are organizing the establishment of tasks and projects.

The review and decision must be based on the same principles as for projects under the approval authority of the Provincial People's Committee, ensuring the correct selection of necessary and urgent tasks, avoiding waste of resources, and not causing disruption to management and socio-economic development in the locality.
