Bac Giang: Continue to reorganize the political system

Accordingly, the Standing Committee of the Bac Giang Provincial Party Committee requests Party committees, Party organizations, heads of agencies and units to be responsible for leading and directing the completion of the reorganization of the political system within the scope of their units and localities. Strengthen propaganda, dissemination and mobilization to create consensus among cadres, Party members and people in implementing the policies of the Central Government and the province.

Actively and proactively coordinate with relevant agencies in organizing and implementing according to the direction of the Central and the province regarding the arrangement of the apparatus and preparation for the Party Congresses at all levels for the 2025-2030 term. Actively review, advise on amending, supplementing and replacing provincial documents immediately after the Regulations on the implementation of the Party Charter, the Constitution, the Law and documents of the Central Government are amended and promulgated.

Well implement the Government's decrees and documents, instructions on regimes and policies for cadres, civil servants, public employees, workers and armed forces in the implementation of the arrangement of the organization of the provincial political system to ensure timely and correct subjects according to regulations, prevent policy abuse and retain capable people to work.

Focus on directing, urgently and drastically implementing tasks, ensuring that agencies and units from the province to the grassroots level operate smoothly, effectively and efficiently immediately after the arrangement, without interrupting work, without leaving areas or fields vacant, without affecting the normal activities of agencies, units, organizations and society; do not collect fees and charges from individuals and organizations that have to change documents and procedures due to the arrangement of administrative units.

The Provincial Party Committee shall preside over and direct the relevant agencies to coordinate with the Provincial Party Committee's Organization Board and relevant agencies and units to develop a detailed project to disorganize the district level, rearrange and reorganize grassroots administrative units according to the direction and guidance of the Central Government (at the same time, develop a plan to arrange and organize the headquarters, means and working equipment of the Provincial Party Committee, People's Council, People's Committee and agencies, departments, branches and sectors of the province) to be completed before April 30, 2025, and submit to competent authorities according to regulations. Lead and direct the establishment and decide on the functions, tasks and organization of specialized agencies under the Provincial People's Committee. Arrange and organize cadres, civil servants, public employees and workers at the district level (before arrangement) and at the grassroots level (after arrangement) according to the decentralization of cadre management.

The Provincial People's Council Party Committee coordinates with relevant agencies in implementing the termination of the activities of the district-level People's Council and arranging the organization of the grassroots-level People's Council apparatus after the arrangement according to regulations.

District Party Committees, Town Party Committees, City Party Committees and Party Committees directly under the Provincial Party Committee shall direct and coordinate with relevant agencies to develop a Project of the district, town, city (equivalent) on disorganizing the district level and rearranging and reorganizing grassroots administrative units (including the arrangement and assignment of cadres, civil servants, public employees, and laborers at the district and commune levels of the Party, mass organizations and government; Party organizations, Party members; working offices, facilities, equipment; assets... when rearranging and reorganizing) to send to the Provincial Party Committee and the Provincial Party Committee's Organization Board before April 20, 2025.

Coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to develop a project to end the activities of the district-level Party Committee (equivalent) and establish a grassroots Party Committee directly under the Provincial Party Committee. Develop a plan to arrange and assign cadres, civil servants, public employees, and workers of the Party Committee, the Vietnam Fatherland Front, and socio-political organizations at the district level (before the arrangement), at the grassroots level (after the arrangement), and cadres under the management of the Provincial Party Committee's Standing Committee. Develop a personnel plan to appoint the executive committee, standing committee, secretary, deputy secretary, member of the inspection committee, chairman, and deputy chairman of the inspection committee of the grassroots Party Committee for the 2020-2025 term.

The Provincial Fatherland Front Committee shall preside over and coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies and units to develop and complete the Project on rearranging and reorganizing socio-political organizations and mass organizations assigned by the Party and the State (at the provincial and grassroots levels) under the guidance of the Party Committee of the Fatherland Front and Central mass organizations, to be completed before April 30, 2025. Advise the Provincial Party Committee Standing Committee to lead and direct the establishment and decide on the functions and tasks of the Provincial Fatherland Front Committee; lead and direct the arrangement of cadres, civil servants, public employees, workers, headquarters, equipment, and conditions to ensure the work of the Fatherland Front and relevant agencies according to regulations.

The Provincial Party Committee's Organizing Committee, before arranging administrative units, shall preside over and coordinate with relevant agencies to advise on the development of a Project to end the activities of district-level Party Committees and establish grassroots Party Committees directly under the Provincial Party Committee; consolidate the organization and staff of the Party Committees of the Provincial Party Committees and the Party Committee of the Provincial People's Committee. Develop a plan to arrange and assign cadres, civil servants, public employees, and workers of the Party Committees, the Vietnam Fatherland Front, and socio-political organizations at the district level (before arrangement), at the grassroots level (after arrangement), and cadres under the management of the Provincial Party Committee Standing Committee according to decentralization.

Appoint the Party Executive Committee and Standing Committee, Secretary, Deputy Secretary, Inspection Committee members, Chairman and Deputy Chairman of the Inspection Committee at the grassroots level for the 2020-2025 term after synchronously arranging the personnel of the People's Council and People's Committee at the grassroots level for the 2021-2026 term. Direct the organization of the Party Congress of communes and wards for the 2025-2030 term, to be completed before August 31, 2025.

Coordinate with the Central Organizing Committee to advise the Politburo to appoint the Party Executive Committee and the Standing Committee, Secretary, Deputy Secretary, members of the Inspection Committee, Chairman and Deputy Chairman of the Provincial Party Committee's Inspection Committee for the 2020-2025 term; advise the Central Party Secretariat on the policy for the Provincial Party Committee to introduce personnel to the Provincial People's Council for the 2021-2026 term to elect the positions of Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee according to regulations (after the merger).
