
Chairman of Hai Duong Provincial People's Committee Luu Van Ban has just agreed to organize traffic for vehicles with 4 axles or less to travel from National Highway 5 through Provincial Road 389 through Lai Vu Industrial Park (Kim Thanh).
Accordingly, to ensure traffic safety inside and outside Lai Vu Industrial Park, Lai Vu Industrial Park One Member Co., Ltd. is required to open the eastern side gate of the industrial park to divert part of the vehicles with 4 axles or less from National Highway 5 to Provincial Road 389. This is also to reduce congestion in the Lai Khe intersection area. The company is in charge of coordinating with local authorities and police forces to ensure security, order and traffic safety in the industrial park, preventing traffic congestion and accidents.
Kim Thanh District People's Committee immediately organized to clear the situation of stopping and parking vehicles, tents and stalls occupying the road safety corridor, and cleared trees from the outside of the eastern side gate of Lai Vu Industrial Park to Provincial Road 389. Directed Lai Khe Commune People's Committee and forces to ensure security, order, traffic safety and environmental sanitation in the area.
The Department of Construction instructed Lai Vu Industrial Park Company Limited to review and supplement the traffic safety signal system and signs in Lai Vu Industrial Park; coordinate with VIDIFI to install traffic flow guidance signs on National Highway 5.
The provincial police directed the traffic police force and Lai Khe Commune Police to coordinate with relevant units to direct traffic, ensure security and order on National Highway 5, on the traffic routes inside and outside Lai Vu Industrial Park.

Provincial police agreed on a plan to deal with existing gas stations connected to Highway 5.
Specifically, for petrol retail stores without a license or with an expired connection license, the connection must be closed immediately. For petrol retail stores that were previously permitted by the Vietnam Road Administration to remove corrugated iron to connect to National Highway 5, the Department of Construction must preside over and coordinate with the Provincial Police, Road Management Area I and local authorities to report to the Vietnam Road Administration to re-barricade.
For retail gasoline stations that have been licensed by competent authorities to connect to National Highway 5 according to regulations, the Department of Construction shall preside over and coordinate with the Provincial Police, Road Management Area I and local authorities to inspect the construction and maintenance of connection works, and close the connection for gas stations that are not connected according to design.
Previously, to ensure traffic safety and reduce congestion at Lai Khe intersection (Kim Thanh), from April 29, 2025, the Department of Construction announced a ban on trucks with 3 or more axles from National Highway 5 to Provincial Road 389 from 6:00 to 8:00 a.m. and from 4:00 to 6:00 p.m. every day.
