By 2045, Bac Ninh will become one of the strategic centers of Vietnam's semiconductor industry, building a modern microchip and semiconductor component manufacturing ecosystem, contributing to improving global competitiveness.
This is the main goal set out in the Plan for developing the semiconductor industry in Bac Ninh province to 2030 with a vision to 2045, recently issued by the Provincial People's Committee on May 22, 2025.
Specific goals, in the period of 2025-2030, to build Bac Ninh province into a leading semiconductor industrial center in the North of Vietnam; attract in-depth development of the semiconductor industry and develop a concentrated information technology park. At the same time, train and develop human resources with sufficient engineers and experts in microchips; continue to attract foreign investment, call for investment expansion in Bac Ninh, focusing on corporations and enterprises leading in the semiconductor industry.
In the 2030-2045 period, Bac Ninh will become the leading center for microchip and semiconductor manufacturing in the region; establish chip manufacturing plants in Bac Ninh, and move towards mastering a number of core technologies; expand and participate deeply in the global semiconductor supply chain, and export semiconductor products with the brand name “Made in Vietnam.”
The province also set out specific targets to strive for by 2030, training at least 30,000 workers in the semiconductor industry; of which, university level accounts for 1.8%, college level 43.3%, intermediate level and advanced training, conversion 54.9%; forming a semiconductor support industrial cluster, reducing dependence on imported components and raw materials.
At the same time, the province aims to attract new investment from 3-5 large technology corporations to invest in factories and research and development centers in Bac Ninh or existing investors to continue investing in expanding production scale; developing Bac Ninh into a leading microchip manufacturing and export center in the region.

To achieve the set goals, the People's Committee of Bac Ninh province assigned the Department of Finance to preside over and coordinate with relevant departments and branches to perfect the mechanism and policies for the development of the semiconductor industry; including implementing the following policies: Exemption and reduction of corporate income tax for companies investing in semiconductors; preferential import tax on components and high-tech equipment for research and production; applying the "60% Green Stream" mechanism for dossiers, procedures, projects and tasks for the development of the semiconductor industry.
At the same time, the province has developed specific incentive policies, including low-interest credit support for start-up businesses in the semiconductor sector; establishing a semiconductor innovation support fund for domestic enterprises; and policies to support rental costs in industrial parks in the province for semiconductor manufacturing enterprises.
In addition, establish a provincial-level Steering Committee for Semiconductor Industry Development, operating under the model of the National Steering Committee for Semiconductor Industry Development.
Bac Ninh also focuses on developing semiconductor industrial infrastructure; developing green technology infrastructure, prioritizing renewable energy in microchip production. At the same time, ensuring the provision of essential infrastructure and Internet that meets international standards to serve high-tech production; researching and establishing a Research and Development Center (R&D) in the field of microchips and semiconductor chip production.
The province focuses on developing human resources through cooperation with international universities and research institutes; opening microchip and semiconductor training programs according to international standards at universities and vocationaltraining institutions in the province; strengthening international cooperation, organizing seminars to transfer technologies from development partners; expanding and promoting the STEM training model; supporting scholarship policies and preferential loans for students and microchip technicians at educational institutions in the province; supporting funding for participating in specialized training programs.

In particular, the province calls for attracting new investment or expanding production in Bac Ninh (leading enterprises and corporations in the semiconductor industry such as Intel, Samsung, NVIDIA, Qualcomm, Amkor, etc.); promoting extensive cooperation, boosting trade, technology transfer, human resource training, import-export with development partners such as the United States, Japan, and South Korea. At the same time, building a business ecosystem to support and connect with logistics companies and semiconductor component suppliers.
With its geographical location as the gateway to the capital Hanoi, the center of the economic triangle Quang Ninh-Hai Phong-Hanoi, Bac Ninh has a developed industrial park system with the potential to expand specifically for the semiconductor industry.
The province has attracted many semiconductor enterprises such as Amkor, Micron, ITM Semiconductor, especially Amkor is expanding investment, which can become the core of the semiconductor ecosystem in the province.
As a major electronics manufacturing center in Vietnam with the presence of large enterprises and corporations such as Samsung, Foxconn, Cannon, Amkor, Goertek..., the preliminary production value of the electronic, computer and optical product manufacturing industry in 2024 of Bac Ninh province accounts for 79.1% of the total industrial production value in the area.
Along with nearly 30 projects registered for operation, production and processing in the field of electronics related to semiconductors, Bac Ninh province is attracting investment and implementing the project: "Factory for manufacturing, assembling and testing semiconductor materials and equipment" of Amkor Technology Vietnam Co., Ltd. with a total investment of 1.6 billion USD and "Hana Micron Vietnam Factory Project" of Hana Micron Vietnam Co., Ltd. with a total investment of 30 million USD.
This demonstrates that the development potential of the semiconductor industry in Bac Ninh province is relatively large, and will be a key industry in the coming time./.
