Bac Ninh: Timely provision of preferential capital to people in low-lying areas

BAC NINH - The Transaction Office of the Luong Tai Social Policy Bank manages 4 communes: Trung Kenh, Trung Chinh, Luong Tai, Lam Thao (formerly belonging to Luong Tai district), which are low-lying areas with difficult farming conditions. Immediately after the 2-level local government model came into operation, the unit proactively coordinated closely with the People's Committees of the communes to consolidate the network and organize transaction sessions.

With the motto of "understanding people's hearts, serving wholeheartedly", the Transaction Office has promoted the activities of "making documents at home, disbursing and collecting debts at the commune" to create the most favorable conditions for people to access policy credit capital.

Right at the first transaction session at Phu Hoa transaction point, Luong Tai commune (July 12), Luong Tai Social Policy Bank Transaction Office disbursed 900 million VND to policy beneficiaries, raising the total outstanding loan to 61.6 billion VND. The capital contributed to creating jobs for 420 workers to maintain and expand production, creating jobs; 127 poor and near-poor households received loans to develop production and business, contributing to more than 20 families repairing social housing; building and repairing 70 clean water and rural environmental sanitation works, helping 4 customers after serving prison sentences to borrow capital for production and reintegrate into the community.

Present at the Phu Hoa transaction point on July 12, Ms. Nguyen Thi Hop received a disbursement of 150 million VND. Of which, 50 million VND was used to build a clean water and environmental sanitation project, and 100 million VND was used to create jobs. Receiving the loan, Ms. Hop shared: “I am very satisfied with the convenient location, adequate, spacious and airy facilities of the local government. In addition, with the enthusiastic guidance of the staff of the Social Policy Bank Transaction Office, the disbursement process was urgent, helping me receive the loan on time.”

On July 14, the Transaction Office of the Luong Tai Social Policy Bank simultaneously organized a regular transaction session at all three transaction points: Trung Chinh, Phu Luong and Quang Minh. In order to grasp the situation for timely direction, at the transaction session, representatives of local authorities and socio- political organizations were present to supervise credit activities. This not only demonstrates the high sense of responsibility of the local authorities but also proves the effective coordination between the bank and all levels and sectors in implementing preferential credit policies to the right beneficiaries.

As of July 31, the total outstanding debt of the Luong Tai Social Policy Bank Transaction Office reached VND618,269 billion (an increase of VND37,847 billion compared to the beginning of the year), reaching 99% of the plan. This capital has helped create jobs for more than 5,000 workers, more than 1,000 poor and near-poor households have capital to develop production and business, more than 140 families have bought, built new, and repaired social housing; built and repaired more than 7,500 clean water and rural environmental sanitation works; more than 500 students have borrowed capital to purchase equipment and cover study expenses. The Transaction Office has no overdue debt, 264/264 savings and loan groups are classified as good.

Ms. Nguyen Thi Mua, Head of the Savings and Loan Group of the Women's Union of Trinh Khe Village (Trung Chinh Commune), who manages 50 customers, said: "Since the 2-level local government model came into operation, the Transaction Office of the Luong Tai Social Policy Bank has maintained transaction points at the old Commune People's Committee, creating favorable conditions for savings and loan groups and people to conduct transactions conveniently, without having to travel far." Currently, the total outstanding debt in Trung Chinh Commune has reached more than 149 billion VND, with 2,547 customers still having outstanding debt belonging to 77 savings and loan groups. The 3 entrusted units, the Women's Union, the Farmers' Association, and the Veterans' Association, are all assessed to have good credit quality.

Mr. Vu Van Hao, Chairman of Trung Chinh Commune People's Committee, said: Maintaining the old transaction points has helped people to transact with the Social Policy Bank conveniently. This shows the consistency in the policy of "being close to the people, being close to the people" of the 2-level local government model, contributing to ensuring that policy credit activities are maintained stably, continuously and effectively.

According to Mr. Dang Van Trong, Director of the Transaction Office of the Luong Tai Social Policy Bank, although the administrative boundaries have changed, maintaining 14 transaction points in the 4 communes managed by the bank has affirmed a clear commitment to ensuring the continuity, stability and effectiveness of policy capital flows. After the merger, the network will not be narrowed but will remain stable so that people will not be interrupted in accessing capital.

The message of “understanding the people’s hearts and serving wholeheartedly” has received consensus and high appreciation from local authorities. The credit capital of the Social Policy Bank has recently become a support for people in some communes in the low-lying areas of the province. This is an effective tool to help localities such as Trung Kenh, Trung Chinh, Luong Tai, Lam Thao successfully implement the program of sustainable poverty reduction, socio-economic development and new rural construction.
