The plan aims to improve the quality of leadership and management of administrative reform by members of the Government 's Steering Committee for Administrative Reform (Steering Committee), creating a breakthrough in administrative reform in 2024. It also aims to strengthen the responsibility of organizations and individuals, especially the heads of state administrative agencies at all levels, in implementing administrative reform tasks.

Review, promptly identify, and take measures to remedy overlapping and inadequate legal regulations.

Specifically, regarding institutional and policy development, ministries, sectors, and localities should improve the quality of appraisal and promulgation of legal documents, ensuring consistency and feasibility; promptly issue detailed regulations and guidelines for the implementation of laws, ordinances, and resolutions; and increase resources and funding for judicial work.

Review, promptly identify, and take measures to remedy overlapping, inadequate, and impractical legal regulations that hinder development.

Prioritize resources for the development and improvement of legislation; enhance the effectiveness and efficiency of law enforcement. Focus on removing bottlenecks in mechanisms and policies to support production, business activities, and the lives of people and businesses. Continue to comprehensively improve the legal framework to promote the development of science and technology and innovation.

Effectively implement the Project "Organizing policy communication with significant social impact during the process of drafting legal documents in the period 2022 - 2027" issued together with Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister.

Innovate and enhance the effectiveness and efficiency of law enforcement monitoring, focusing on areas identified as key priorities for socio-economic development in 2024, in line with the overall tasks of the 2021-2025 period. Effectively implement the Plan for monitoring law enforcement in key, inter-sectoral areas in 2024. Continue to effectively and substantively implement solutions to improve the score and ranking of the Law Compliance Cost Index (Index B1).

Research and develop specific regulations and policies for those working in institutional affairs.

Prioritize reviewing and proposing methods to reduce and simplify licenses related to business activities.

Regarding improving the investment and business environment and reforming administrative procedures, ministries and agencies are reviewing and reporting to the Prime Minister on a comprehensive plan to reduce and simplify business regulations that are currently acting as barriers and causing difficulties for people and businesses. Priority should be given to reviewing and proposing plans to reduce and simplify licenses related to business activities.

Proactively research, review, and propose the removal from the list of conditional investment and business sectors those sectors that can be managed more effectively through alternative measures.

Review and propose the abolition of unnecessary, impractical, unclear, difficult-to-define, and impractical business conditions; abolish unnecessary certificates and streamline certificates with overlapping content.

Fully, accurately, and promptly update regulations related to business operations, review results, compliance costs, reduction and simplification plans; consult with organizations, individuals, and stakeholders affected by policies and regulations; receive, synthesize, incorporate, explain, respond to, and update the results of handling comments, concerns, and proposals from organizations and individuals regarding policies and regulations within the scope of management functions, and make them publicly available on the business regulation consultation and search portal.

Ministries and agencies shall review, adjust, and standardize the plan for simplifying and the roadmap for handling legal documents containing regulations on administrative procedures and citizen documents related to population management, as assigned in the Government's thematic resolutions for the 2017-2018 period, ensuring consistency with the current state of connection, management, and exploitation of data from the National Population Database and the law on personal data protection; and issue legal documents within their authority or submit them to competent authorities for issuance to organize the implementation of the plan for simplifying regulations on administrative procedures and citizen documents related to population management in 2024.

Regarding civil service reform, ministries, sectors, and localities continue to implement solutions to improve administrative discipline and order, the quality of public service delivery, and the quality of service to citizens and businesses; resolutely and strictly handle cases of violations of administrative discipline and order, ensuring strict enforcement of the law and strengthening the people's trust in the Party and the government.

The Ministry of Home Affairs is finalizing and submitting to the Government for promulgation a Decree amending and supplementing regulations on deputy positions in Decree No. 101/2020/ND-CP dated August 28, 2020 and Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government; and a Decree on policies to attract and utilize talented individuals in state administrative agencies and public service units.
