Limited budget, lack of human resources
In addition to the achieved results, many limitations and shortcomings in the implementation of environmental protection policies and laws in the area were pointed out by the Provincial People's Committee. Specifically, compared to 2022, some environmental protection indicators by 2024 increased slowly, such as: the rate of seriously polluted facilities being thoroughly treated; the rate of pesticide residue points for which treatment projects have been established (44.8%); the rate of provincial and district medical facilities with centralized wastewater treatment systems meeting environmental technical standards (80% in 2022, 2023, 88.9% in 2024); the rate of industrial clusters with centralized wastewater treatment systems meeting environmental technical standards (39% in 2022, 40% in 2023, 2024) ...
In addition, the implementation of classifying domestic solid waste at source has encountered many difficulties. The infrastructure for classifying, collecting, transporting and treating waste after classification in the province has not met the requirements. There are still shortcomings, such as: landfills do not ensure distance; mainly using landfill technology; there are still many spontaneous landfills... Many projects to attract investment in waste treatment facilities have only stopped at the investment policy level and have not been built or implemented very slowly; some projects have implemented scales and technologies that are not suitable for reality...

The above situation, besides the limited budget, the mobilization of social resources for environmental protection is still limited; businesses and people are not aware of the sustainability and importance of environmental protection for investment activities... also due to the lack of human resources for state management in the field of natural resources and environment. Specifically, the majority of officials doing environmental management work at the district level are still part-time (most districts only have one official). As for the commune level, on average, each commune has 2-3 civil servants recruited according to the titles of land administration - construction - agriculture and environment in charge of the fields at the same time... Therefore, advising the Party Committee and the government in directing the handling of environmental issues at the local level is still limited.
Strengthening monitoring and inspection mechanisms
Based on local practice, the Provincial People's Committee recommends that the Ministry of Agriculture and Environment soon issue technical guidance documents, assess the suitability of on-site waste treatment works and equipment to meet environmental protection requirements; guide the assessment of the carrying capacity of surface water environment for rivers and lakes; guide the implementation process, manage topics and projects on environmental protection using the environmental protection career budget... At the same time, issue specific instructions on the process, techniques for renovating, upgrading and treating environmental pollution at unsanitary landfills, areas polluted by waste, ensuring environmental protection requirements...
Along with that, there are policies to support localities in receiving and using central funding for environmental protection activities. Strengthening the organization of training courses and professional development to improve the capacity of officials doing state management work in localities; creating conditions for provincial and municipal officials to participate in environmental protection programs and projects to improve the management level of grassroots officials...
In response to the requirements of sustainable development, Nghe An province has clearly identified that in the coming time, it will complete the system of policies and laws on environmental protection in a synchronous, unified, effective and suitable direction to the actual conditions of the province; strengthen law enforcement, enhance the responsibility of all levels, sectors, enterprises and communities in environmental protection, towards sustainable development. In particular, focusing on implementing time-limited tasks and tasks associated with implementing the environmental protection goals by 2025 in Resolution No. 08-NQ/TU dated March 2, 2022 of the Provincial Party Committee on strengthening the Party's leadership in environmental protection work in the province; strictly control when giving opinions on project investment policies and appraising environmental dossiers...
According to Vice Chairman of the Provincial People's Committee Nguyen Van De, the Provincial People's Committee will focus on implementing tasks associated with the implementation of environmental protection goals; prioritize the construction of waste treatment infrastructure, clean water, and environmental sanitation in the area. At the same time, further strengthen the propaganda to raise awareness and sense of responsibility of people, businesses, and units in implementing the Law on Environmental Protection; strictly handle violations...
Based on the results of the actual survey in a number of localities and units, the Monitoring Team proposed that the Provincial People's Committee strengthen communication work, raise awareness of people and businesses in complying with legal regulations on environmental protection; strengthen the mechanism of monitoring and inspecting environmental protection work for investment projects, production and service establishments, industrial parks, industrial clusters, craft villages, etc. Enhance the role and responsibility of all levels and sectors in propagating and mobilizing organizations, communities, households and individuals to implement regulations on environmental protection and maintain public hygiene.
Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh requested the Provincial People's Committee, branches and units in the area to pay attention to and better implement the provisions of the Law on Environmental Protection 2020. In particular, the Provincial People's Committee needs to pay attention to the classification and treatment of household waste; allocate funds, focus on propaganda work on waste classification in residential areas...
