At today's solemn Congress and forum, I am pleased to represent the People's Committee of Ninh Binh province to inform about the socio-economic development situation of the province in recent times and the results of coordination between the People's Committee and the Vietnam Fatherland Front Committee of the province in the period 2019-2024.

- Dear Congress!

In recent years, Ninh Binh province has been focusing on and steadfastly implementing the socio-economic development strategy in the direction of "Green, sustainable and harmonious" . In particular, priority is given to developing green and clean industry along with developing tourism to become a key economic sector, the agricultural sector plays a supporting role; promoting cultural-historical, natural and ecological values, especially the unique values ​​of the people, the ancient capital, the outstanding global values ​​of the World Cultural and Natural Heritage Trang An Scenic Landscape Complex. This is the right viewpoint and strategy, from which important achievements have been achieved, creating a solid foundation and a premise and basis for Ninh Binh province to make strong breakthroughs, striving to achieve greater goals.

In the recent period, the world political and economic situation has been complicated and unpredictable, especially heavily affected by the COVID-19 pandemic and the Russia-Ukraine conflict. However, closely following the leadership and direction of the Party Central Committee, the Government, the National Assembly, the Central Committee of the Vietnam Fatherland Front, with the spirit of solidarity, unity, promoting democracy, concentration, proactiveness, flexibility, high determination and timely, synchronous and effective implementation of many solutions, Ninh Binh province has overcome difficulties, achieved positive, comprehensive and clear results in socio-economic development in the following areas:

- The province's economic growth rate has always maintained a fairly good growth rate. In the period of 2021-2023, the province's average growth rate reached 7.34%, higher than the average and among the good groups of the country. In the first 6 months of 2024, the economic growth rate (GRDP) continued to increase by 8.19% over the same period in 2023, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta. The scale of the province's economy is constantly expanding, reaching nearly 89 trillion VND by the end of 2023. The economic structure has shifted in a positive and harmonious direction, with industry, construction and services accounting for nearly 90% of GRDP. Average income per capita by the end of 2023 ranked 11th out of 63 nationwide and 6th out of 11 in the Red River Delta region. Since 2022, the province has become self-balancing in budget and has a regulation rate on the central budget.

Industry develops in a sustainable direction, prioritizing the attraction and development of green, clean, environmentally friendly industries with high production value and contributing a lot to the budget. A number of key industries have been formed, making important contributions to economic growth and budget revenue, and being one of the three modern automotive mechanical industrial centers of the country.

Agriculture is developed sustainably in the direction of organic, circular, ecological, multi-value; the production value of 1 hectare of cultivated land reaches 155 million VND. All 8/8 districts and cities have met the standards and completed the task of building new rural areas; Yen Khanh district has been recognized by the Prime Minister as meeting advanced new rural standards in 2023; Ninh Binh province strives to become a new rural province by 2025.

Services have developed strongly, especially tourism has developed towards high-quality eco-tourism; building a tourism brand associated with cultural - historical - natural values, with Trang An Scenic Landscape Complex recognized by the UNESCO Director General as one of the most exemplary and typical models in the world for the successful combination of economic development and sustainable tourism, ensuring the harmony of interests of the People, the State and businesses. Gradually becoming a national and international tourism center, ranked in the top 15 destinations in the world, in the top 10 provinces with the highest number of visitors in the country; evaluated and voted by many prestigious international travel websites as the most attractive, hospitable and favorite tourist destination. In 2023, the growth rate will be the second in the country (reaching 13.23%), welcoming over 6.5 million visitors; In the first 7 months of 2024, it also welcomed over 6.5 million visitors (up 34% over the same period and equal to the whole year of 2023) , revenue increased by nearly 50%.

- Infrastructure has been given attention and focused on synchronous and modern development; especially strategic and important transport infrastructure has been invested in and completed, with many strategic connecting routes basically completed, creating space, room, and strong momentum for new, fast and sustainable developments; especially:

+ Quickly clear the land, creating conditions for the implementation of construction and completion of 2 sections of the North-South Expressway in the East, in which the Cao Bo - Mai Son section is completed the earliest in the country.

+ The East-West route is the route that opens up new opportunities and driving forces for the province's development in the next stages. It was decided by the province right after the North-South expressway started construction, demonstrating the province's quick and timely grasp of new development opportunities, seriously and effectively implementing the direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister to soon maximize the efficiency of public investment; Phase 1 has been deployed and constructed quickly, and has so far been basically completed and asphalted about half of the route. By the end of 2024, it will be completed and put into operation.

- Comprehensive development of culture and society. The province is focusing on developing cultural industry and tourism to exploit and promote its outstanding and unique potentials. The quality of medical services, primary health care, and preventive medicine continues to be improved. The results of the 2024 high school graduation exam in Ninh Binh province ranked 2nd in the country in terms of average exam scores, continuing to maintain its position in the top 5 in the country for 8 consecutive years.

Social security is guaranteed; sustainable poverty reduction and job creation continue to receive attention and direction, achieving good results, the rate of poor households has decreased to 1.86%, the rate of near-poor households has decreased to 2.27%. The Provincial People's Council has issued a Resolution regulating policies to support the construction and repair of houses for poor households in the province, and up to now, 100% of households meeting the prescribed conditions have been supported.

- Administrative reform, citizen reception, complaint and denunciation settlement, anti-corruption and anti-negativity work has received attention, focused direction and achieved many positive results; indicators related to administrative reform, government performance, investment environment, and digital transformation of Ninh Binh province all ranked high ; in which:

+ The PAR INDEX administrative reform index in 2023 ranked 11th/63 provinces (up 6 places compared to 2022) .

+ Provincial Governance and Public Administration Performance Index (PAPI) ranked 14th out of 63 provinces and cities (up 6 places compared to 2022) .

- Promote innovation, apply scientific and technological achievements, digital transformation, build a synchronous digital government and digital economy. Foreign affairs and international cooperation activities are increasingly expanded. Maintain important areas of national defense and security. Be a safe and attractive destination for tourists and investors.

The coordination between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee has always been identified as an important and regular task, organized and implemented effectively, promoting the active role of the Fatherland Front and people's organizations in implementing socio-economic development tasks and ensuring national defense and security in the new situation.

During the 2019-2024 term, the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee agreed to promulgate and well implement the Regulations on coordination of work, ensuring proper functions, tasks, powers, and legal regulations, in accordance with the practical situation; with the principle of: "Solidarity, unity, equality, mutual respect on the basis of jointly implementing the Party's guidelines and policies, the State's policies and laws, the goals of socio-economic development, maintaining national defense and security, political stability, building a socialist rule-of-law state of the people, by the people and for the people" .

- The Provincial People's Committee has always closely coordinated and created the best conditions for the Fatherland Front and socio-political organizations to mobilize and gather outstanding intellectuals, individuals of all ethnicities, religions, and experts in various fields to participate in the activities of the Front; the Fatherland Front and mass organizations at all levels have played a core role in mobilizing, gathering, and promoting the strength of the great national unity bloc, propagating and mobilizing all classes of people inside and outside the province, and overseas Vietnamese to contribute their efforts and ideas to build and develop Ninh Binh province; in propagating and disseminating the guidelines, mechanisms, and policies of the Central Government and the province, implementing democracy at the grassroots level, building cultural life, solving social issues, ensuring the legitimate rights and interests of the people.

- The Provincial People's Committee together with the Provincial Vietnam Fatherland Front Committee have researched and advised the Provincial Party Committee and the Provincial People's Council to promulgate and effectively implement action programs, directives, resolutions, and projects to concretize the Party's guidelines and policies, the State's laws, and the directions of the Government and the Prime Minister. All legal documents issued by the province have had the participation and comments of the Provincial Vietnam Fatherland Front Committee and socio-political organizations right from the time of drafting, ensuring that the promulgated documents are effective, efficient, and soon put into practice, creating favorable conditions for organizations and individuals to implement and supervise the implementation. All public investment projects are consulted by the Vietnam Fatherland Front before being submitted for approval. In the process of formulating and promulgating socio-economic development plans and policies of the province, the Provincial Vietnam Fatherland Front Committee has commented and criticized them; From there, grasp the situation and organize propaganda, mobilize and persuade the people, create high consensus in the implementation process, as well as promptly grasp and reflect the legitimate thoughts and aspirations of the people and propose to the Party Committee and government solutions to promptly resolve people's recommendations, especially in compensation, site clearance, and project implementation.

- The coordination work in the election of National Assembly deputies and People's Council deputies at all levels for the 2021-2026 term was carried out strictly and in accordance with the provisions of law. The Provincial Vietnam Fatherland Front Committee has demonstrated its role and responsibility, chaired and coordinated with the Provincial People's Committee to carry out the stages and steps of organizing consultation, selection, introduction, and organizing conferences to collect opinions from voters at the workplace and residence of candidates for National Assembly deputies and Provincial People's Council deputies in accordance with regulations. Proactively coordinate with relevant agencies to propagate election contents suitable for each stage, thereby creating unity in awareness, political ideology and action about the election, so that the election is organized successfully, truly a festival for all people.

- Coordinate effectively, ensure closeness, and high responsibility in receiving, classifying, and handling opinions, recommendations, and reflections of voters and people in the province, creating trust among the people in the guidelines and policies of the Party and State, and in the leadership and direction of the political system. Voters' opinions and recommendations have been promptly considered and resolved in accordance with regulations. Before each session of the Provincial People's Council, the Provincial Vietnam Fatherland Front Committee coordinates with the Provincial People's Committee to synthesize voters' opinions and recommendations to report to the Provincial People's Council. Quarterly, the Provincial People's Committee announces the results of handling citizens' complaints and denunciations, especially cases where citizens have been refused to continue to the Provincial Vietnam Fatherland Front Committee to coordinate and mobilize, explain to citizens to understand and comply with the State's regulations.

- In the activities of social supervision and criticism, the Provincial People's Committee has coordinated and created conditions for the Provincial Vietnam Fatherland Front Committee to participate in building and consolidating the People's Government; conducting social supervision and criticism of the activities of state agencies, cadres, civil servants, public employees, and workers in accordance with regulations; supervising the implementation of regimes and policies for people with meritorious services to the revolution, the elderly, poor households, and families in especially difficult circumstances; implementing patriotic emulation movements and campaigns, typically the campaigns "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", supporting "Day for the Poor", "Repaying gratitude and social security" Fund, in order to better care for people with meritorious services to the revolution, poor households, and households in difficult circumstances...

- Outstanding and especially in the work of preventing and fighting the COVID-19 epidemic: The Fatherland Front and socio-political organizations at all levels in the province have played a great role, making important contributions in propagating and implementing the Party's guidelines, policies and laws of the State, strategies and measures to prevent and fight the COVID-19 epidemic, mobilizing businesses and people of all walks of life to share, join hands, create high consensus in the whole society to participate in preventing and fighting the pandemic with high spirit and determination; in a short time, mobilized and mobilized large resources, donated to the COVID-19 Prevention Fund. Thanks to that, Ninh Binh province has successfully achieved the "dual goal": Being one of the localities that controlled the epidemic well, suppressed the epidemic the earliest, and quickly recovered and developed the province's socio-economy.

- In addition, the Provincial People's Committee has always paid attention to ensuring funding, facilities, working conditions according to the provisions of law and arranged funding to ensure that the Provincial Vietnam Fatherland Front Committee performs its functions and tasks, deploys patriotic emulation movements, campaigns launched by the Central and the province and special tasks of the Front that arise suddenly, especially in ethnic and religious work, relief reception work...; directed the People's Committees at lower levels to create conditions and coordinate for the Vietnam Fatherland Front at the same level to carry out its tasks.

The achievements of Ninh Binh province after nearly 40 years of national renovation and 32 years of re-establishment of the province, Ninh Binh province has created a solid foundation and is focusing on implementing the viewpoints, goals and strategic visions according to the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, striving to achieve the criteria by 2030 and by 2035 become a centrally-run city with the characteristics of a millennium heritage urban area, a creative, civilized, modern, smart city, a large center with high brand value in tourism, cultural industry, heritage economy of the whole country and the Asia - Pacific region.

To successfully implement those goals, it requires great determination and efforts from the Party committees , authorities and the entire political system of the province; in which, it is necessary to have close coordination and active participation of the Vietnam Fatherland Front and socio-political organizations. I hope and believe that, in the coming term, the Fatherland Front and socio-political organizations will continue to coordinate closely, ensuring unity, consensus and mobilizing the active participation of all classes of people in the province to well implement the set goals and tasks.
