The Provincial Party Executive Committee gives opinions on the plan to arrange commune-level administrative units.

On the afternoon of April 16, the Provincial Party Committee (PPC) held a conference to give opinions on the plan to arrange commune-level administrative units in Ha Nam province. Comrades: Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; Dinh Thi Lua, Permanent Deputy Secretary of the Provincial Party Committee chaired the conference. Attending the conference were members of the Provincial Party Committee Standing Committee; members of the Provincial Party Committee Executive Committee; representatives of the leaders: Department of Finance, Provincial Party Committee Office, Provincial People's Committee Office; members of the Provincial Party Committee Inspection Committee; secretaries of district, town, city Party Committees, and provincial Party Committees; chairmen of district, town, and city People's Committees.

According to the plan, the whole province will arrange 98 commune-level administrative units (65 communes, 29 wards, 4 towns) into 33 commune-level administrative units (16 wards; 17 communes), reducing the number of communes by 66.3%.

Discussing at the conference, delegates all agreed with the plan to arrange commune-level administrative units; at the same time, discussed the names of the units, administrative boundaries between units; the arrangement of headquarters of new administrative units after the merger and the contents to be implemented in the coming time.

Concluding the conference, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Truong Quoc Huy, proposed that based on the plan approved by the Provincial Party Committee, the Party Committees of the localities continue to discuss and reach agreement on the plan to arrange the headquarters of commune-level administrative units after the merger. On that basis, the collection of public opinions will be carried out. The Provincial Party Secretary and Chairman of the Provincial People's Committee suggested that localities and the provincial press agencies continue to strengthen propaganda and mobilization work on the policy of merging communes and provinces, in order to create high consensus among cadres, party members and people.

Relevant functional sectors and localities will conduct public consultation on the plan to merge commune-level administrative units from April 21 to 23, based on households. Organize a conference of the Standing Committee of the district, city, and town Party Committees with all secretaries, heads of residential groups, and rural areas, and invite former leaders of districts, towns, cities, and communes, wards, and towns to participate, in order to create consensus and have many nuclei to widely propagate to the people. Request the Department of Home Affairs to develop a plan for the sequence of merging communes and provinces, and submit to the Provincial People's Committee the budget for the merger.

In addition to promoting propaganda and mobilization work, collecting public opinions, the municipal Party Committees and district Party Committees must review all facilities under their management to report on plans for arranging headquarters of new administrative units after the merger, avoiding waste. At the same time, review all capital construction debts for reporting; review all staff to arrange in new communes and wards. In particular, focus on grasping the thoughts and aspirations of staff, creating a basis for arranging staff; prioritize the arrangement and use of competent and responsible staff to ensure work efficiency. The Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: The implementation of the merger policy in a very short and urgent time, along with that, it is still necessary to carry out other political tasks of the locality, so it is required that the leaders of departments, branches and localities must not neglect their tasks, this is the time to evaluate the level of task completion of staff, leaders of departments, branches and localities.
