On May 6, the inspection and supervision delegation of the Board of Directors of the Provincial Bank for Social Policies (BSP) led by Mr. Nguyen Thang, Chairman of the Provincial Veterans Association, member of the Board of Directors of the Provincial Bank for Social Policies, came to inspect and supervise the performance of the Board of Directors of the BSP in Ha Lang district in 2024 and the first 4 months of 2025; the work of receiving entrustment from district-level socio-political organizations.

From the beginning of 2024 to now, the Board of Directors of the District Social Policy Bank has closely followed the contents of the resolutions and decisions of the Board of Directors and the superior Social Policy Bank, specifying each content in accordance with local conditions to direct implementation; actively and proactively advising the People's Committee and the Board of Directors of the District Social Policy Bank to promptly issue documents directing effective policy credit activities.

In the first 4 months of 2025, the total capital reached 307 billion 567 million VND, an increase of 23 billion 590 million VND compared to 2024. Of which, the balanced capital from the Central Government was 268 billion 080 million VND; mobilized capital with interest rate compensation was 33 billion 534 million VND, reaching 109% of the growth plan; local budget capital was 80 billion 875 million VND.

Loan turnover reached 55 billion 679 million VND, with 726 customers borrowing capital since the beginning of the year; debt collection turnover reached 31 billion 472 million VND. Total outstanding loans of 15 credit programs reached 306 billion 958 million VND, an increase of 24 billion 207 million VND (growth rate of 8.5%) compared to 2024; reaching 46% of the growth plan. Bad debt accounted for 0.03% of total outstanding debt. 13 transaction points in communes and towns publicly posted all preferential policies of the Government , list of borrowing households, hotline, suggestion box...

The coordination between the entrusted unit and the district People's Credit Fund is always focused on, closely coordinating in handling arising problems, gradually consolidating the Savings and Loan Group, improving credit quality, political and social organizations at all levels receiving the trust regularly inspect the operation of the Savings and Loan Group, and monitor the capital use process of borrowers. The total outstanding loan balance entrusted through political and social organizations is 306 billion 206 million VND, accounting for 99.7% of the total outstanding loan balance, an increase of 66 billion 854 million VND compared to 2023 and an increase of 24 billion 171 million VND compared to the beginning of the year.

The inspection and supervision team requested that the Board of Directors of the District Social Policy Bank advise the District People's Committee to continue implementing Directive No. 39-CT/TW dated October 30, 2024 of the Central Party Secretariat on improving the effectiveness of social credit in the new period. Continue to promote the state management role of members of the Board of Directors of the Social Policy Bank in capital management; focus on improving the quality of inspection, supervision and direction of the implementation of credit work in the area.

Regularly monitor and grasp difficulties and obstacles in the process of implementing lending at the grassroots level, thereby providing solutions to direct and promptly remove difficulties and obstacles, ensuring proper implementation of the State's preferential policies and policies for policy subjects. The District Social Policy Bank Transaction Office advises the Chief of Staff of the District Social Policy Bank's Board of Directors to promptly assign and adjust credit plan targets for communes and towns. At the same time, based on the implementation results of the implementing units, make flexible adjustments, avoid capital backlog, and ensure the completion of assigned plan targets.

Direct credit officers to proactively coordinate with socio-political organizations entrusted at the commune level in improving weak and ineffective savings and loan groups; synchronously deploy solutions to consolidate and improve the quality of credit activities in localities and units with low quality, unstable and unsustainable.

Previously, the delegation inspected the Savings and Loan Group, some borrowing households; the implementation of the trust contract of the political and social organization receiving the trust in Thong Nhat commune.
