According to the People's Committee of Phan Tien commune, the commune has a natural area of ​​7,539.34 hectares; population of 516 households/2,091 people (Raglay ethnic group accounts for 19.60%; Tay accounts for 18.09%; Co Ho accounts for 17.04%; Kinh accounts for 13.27%; Hoa accounts for 10.85% and other ethnic groups account for 6.93%). Regarding the results of implementing the policy to support investment in production development in the commune from 2022 - 2024, there are 232 households/512 households. In which, there is the content of investment in advance to serve production and life for ethnic minority households in Phan Tien commune, including investment costs for hybrid corn seeds, fertilizers of all kinds and costs of pesticides. The Mountain Service Center in coordination with the district's professional agencies regularly organizes training sessions on corn planting and care techniques for the households that receive advance investment.

In addition, for the work of contracting and protecting forests, the total number of households participating in forest protection contracts in Phan Tien commune is 125 households/contracted area of ​​over 4,857 hectares managed by the Song Luy Forest Protection Management Board.

According to the leaders of Phan Tien Commune People's Committee and some households benefiting from Resolution 18, one of the difficulties and obstacles encountered when implementing Resolution 18 in the commune is that the value chain linkage models for production development; the combined agricultural and forestry livelihood model has not really been focused on. Households investing in production have outstanding debts with high amounts. In addition, the policy of reducing area and increasing households contracting for forest protection in the commune has not received due attention, the situation of small and large areas has not been handled promptly. Therefore, the solution proposed by the locality in the coming time is to strengthen extensive propaganda to the people about the policy of production development and contracting for forest protection; linking the implementation of production - forestry models to increase income for the people.

After listening to opinions and conducting field surveys, Ms. Thanh Thi Ky - Head of the Ethnic Committee of the Provincial People's Council said that through monitoring and surveying, the Ethnic Committee of the Provincial People's Council will assess the situation and results of the implementation of Resolution 18. From there, clearly identify the results achieved, limitations, difficulties, and obstacles; causes of limitations and difficulties to propose and recommend solutions to overcome them so that the implementation of the policy is effective and in accordance with regulations. The monitoring results will be reported at the regular mid-year meeting of the 11th Provincial People's Council in June 2025.
