Law on Science , Technology and Innovation No. 93/2025/QH15 was passed by the 15th National Assembly at the 9th Session on June 27, 2025, effective from October 1, 2025 (some articles effective from July 1, 2025). To ensure timely, unified and effective implementation of the Law, the Prime Minister has issued this Plan.
The objective of the Plan is to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law; ensuring synchronous, unified, effective and efficient implementation.
At the same time, the Plan also clarifies the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and localities; contributing to raising awareness and responsibilities of all levels and sectors in implementing the Law.
According to the Decision, the main contents of the Plan include:
Develop and promulgate legal documents detailing and guiding the implementation of the Law.
Organize dissemination, propaganda, popularization and legal education on the contents of the Law and guiding documents.
Review, systematize and codify relevant legal documents.
Check, monitor and urge the implementation of the Law.
Compile guidance documents, organize training courses, improve professional skills; receive and handle suggestions during implementation.
The Ministry of Science and Technology is the presiding agency, coordinating with ministries, branches, localities and relevant agencies and organizations to compile documents introducing the basic content and new points of the Law.
The Ministry will also coordinate with the Ministry of Justice to post documents on the National Legal Dissemination and Education Portal, and organize conferences to disseminate knowledge of the Law to ministries, branches and localities.
The dissemination and propaganda work will be carried out in a diversified manner, ensuring practicality, effectiveness, and suitability to actual conditions and each target group. Information on the Law will be published on central and local mass media, helping agencies, organizations, and individuals promptly grasp and implement it.
In addition, the Ministry of Science and Technology, together with ministries, branches and localities, will review, systematize and codify legal documents under their management; propose amendments, supplements, replacements or new issuance of documents that are no longer suitable, to ensure consistency and synchronization with the Law on Science, Technology and Innovation./.
