Promulgating the Regulations on the operation of the National Steering Committee on semiconductor industry development

The National Steering Committee for Semiconductor Industry Development assists the Prime Minister in researching and directing the resolution of tasks related to promoting the development of the semiconductor industry in Vietnam.

Deputy Prime Minister Nguyen Chi Dung - Head of the National Steering Committee for Semiconductor Industry Development, has just signed Decision No. 172/QD-BCDPTNBD promulgating the Regulation on organization and operation of this Steering Committee.

This Regulation stipulates the principles and working regime; responsibilities of members and standing agencies; information and reporting regime; and operating expenses of the National Steering Committee for the development of the semiconductor industry.

Functions, tasks, powers and members of the Steering Committee

The functions, tasks, powers and members of the Steering Committee are specified in Decision No. 2265/QD-TTg dated October 14, 2025 of the Prime Minister on the consolidation of the National Steering Committee on the development of the semiconductor industry.

According to Decision No. 2265/QD-TTg, the Steering Committee is an interdisciplinary organization with the function of assisting the Prime Minister in researching and directing the resolution of important, interdisciplinary tasks related to promoting the development of the semiconductor industry in Vietnam.

The Steering Committee is responsible for researching, advising, recommending, and proposing directions and solutions to promote the development of the semiconductor industry in Vietnam, and at the same time directing and coordinating relevant ministries, agencies, and organizations to promote the development of the semiconductor industry in Vietnam.

The Steering Committee works on the principles of centralism, democracy and transparency.

The Head, Deputy Heads and Members of the Steering Committee work part-time.

The Steering Committee operates on the principles of centralization, democracy, public discussion, ensuring unified direction, promoting the responsibility of the Head of the Committee; the Head of the Committee is the final decision maker on the issues of the Steering Committee; the Deputy Head of the Committee is allowed to decide on a number of specific issues as assigned and authorized by the Head of the Committee; the members of the Steering Committee are responsible for implementing assigned work and proactively directing competent agencies to implement tasks in the assigned sectors and fields of state management to implement programs, tasks, and projects for the development of the semiconductor industry.

The Chairman chairs regularly scheduled meetings and convenes ad hoc meetings when necessary.

The Chairman may authorize the Deputy Chairman to chair meetings to discuss and decide on specific issues within the duties of the Steering Committee.

Members are responsible for attending all meetings of the Steering Committee. In case they are unable to attend a meeting due to other important work, they must report to the Head of the Committee and authorize a representative to attend the meeting; the opinion of the meeting attendee is the official opinion of the Steering Committee member.

The Steering Committee assigns each member the responsibility of: urging and inspecting ministries, branches and localities to implement issued mechanisms and policies; recommending additions, amendments or development of mechanisms, policies and solutions to develop the semiconductor industry nationwide.

The Steering Committee meets regularly at least twice a year and holds extraordinary meetings when necessary at the request of the Head of the Committee.

The standing body of the Steering Committee is responsible for presiding over and coordinating with ministries, branches, localities and relevant agencies to synthesize and report periodically before December 31 every year or ad hoc on the operation situation, send to the Ministry of Home Affairs and the Government Office for synthesis and reporting to the Prime Minister according to regulations.

The Ministry of Science and Technology is the standing agency of the Steering Committee.

The Ministry of Science and Technology is the standing agency of the Steering Committee; responsible for advising, assisting, and serving the activities of the Steering Committee.

The Ministry of Science and Technology assists the Steering Committee and the Head of the Organizing Committee in implementing the tasks and powers of the Steering Committee; synthesizing the tasks, results, and proposals of the members to report to the Head of the Committee at meetings.

The Ministry of Science and Technology shall preside over or coordinate with relevant agencies to propose to the Steering Committee and the Head of the Committee policies, orientations, recommendations to supplement, amend or develop new mechanisms, policies, and solutions to promote the implementation of semiconductor industry development contents that are beyond the scope of the assigned tasks and activities.

If necessary, propose to the Steering Committee and the Head of the Committee specific solutions to remove difficulties and obstacles in the process of developing the semiconductor industry.

In the process of performing its tasks, the Standing Agency of the Steering Committee works with ministries, branches, localities, international organizations, and development partners to participate in the development of the semiconductor industry and other related activities.

The Standing Body of the Steering Committee is responsible for monitoring and urging the implementation of this Regulation; in case it is necessary to supplement or amend the Regulation, based on the proposals of the members of the National Steering Committee, the Standing Body of the National Steering Committee shall report to the Head of the National Steering Committee for consideration, decision and implementation of other tasks assigned by the Steering Committee and the Head of the Committee./.
