Ensuring 'settlement' for people in the project area

During the process of site clearance for the Song Cong II Industrial Park Infrastructure Investment and Business Project - Phase 2, the biggest difficulty was the lack of available resettlement land to stabilize the lives of people in the Project area. However, with the efforts and flexible approach of Song Cong City, up to now, basically all households subject to clearance and relocation have been arranged for appropriate resettlement.

The Le Hong Phong Street Urban Area - Phase 2, located in Bach Quang Ward (Song Cong City) has 65 residential land lots. Previously, this urban area was planned to be built for auction to collect land use fees. However, due to the urgency of the Song Cong II Industrial Park (IP) Infrastructure Investment and Business Project - Phase 2, Song Cong City requested a policy to convert it into a resettlement land area for households who had to relocate to implement the Project.

In the above mentioned resettlement area, Song Cong City has considered drawing lots for over 50 households and has now completed allocating resettlement land to 41 households. Mr. Dang Van Hong, formerly of Na Chua hamlet, Ba Xuyen commune, was one of the first families to agree to receive compensation and build a house in the resettlement area, and commented: I find the location of the resettlement area very favorable, with guaranteed infrastructure conditions.

In order to ensure resettlement for people in the area of ​​the Song Cong II Industrial Park Infrastructure Investment and Construction Project - Phase 2, along with the urban area on Le Hong Phong Street, Song Cong City, Song Cong also arranged an additional resettlement area at the Tan Tien Residential Area Project, Tan Quang Commune, with an area of ​​3.1 hectares; residential area and functional area on both sides of the Song Cong - Nui Coc tourist route (area No. 1), with an area of ​​13 hectares (about 400 resettlement lots), currently organizing a resettlement lottery for 70 households.

In addition, the locality is also urgently constructing technical infrastructure for the resettlement area serving the site clearance (GPMB) of Song Cong II Industrial Park, with a planned area of ​​2.26 hectares and a resettlement area in Ba Xuyen commune (these two resettlement areas will serve the second phase of GPMB of the Project, which is over 170 hectares). In addition, about 20 households that are subject to relocation but have not yet received resettlement land are also supported with temporary housing rental costs under the temporary residence regime. Specifically, each single person is supported with 3 million VND/month, a household with 2 people is supported with 4 million VND/month and a household with 3 or more people is supported with 6 million VND/month.

Thanks to the flexibility and prompt arrangement of resettlement land for the people, along with the appropriate compensation policy, the difficulties and obstacles in site clearance for the implementation of the Song Cong II Industrial Park Infrastructure Investment and Construction Project - Phase 2 have been gradually resolved, ensuring site clearance progress. Up to now, the locality has recovered 96.96/120.72 hectares of land (reaching 80.31% of the recovered land area in phase I), the compensation amount is about 388.42 billion VND.

Mr. Vu Duy Nghia, Chairman of the People's Committee of Song Cong City, affirmed: Up to now, the locality has arranged enough land for people in the project area to live and work. The city is speeding up the implementation of the project to build technical infrastructure for resettlement areas in Tan Quang and Ba Xuyen communes to continue serving the second phase of the project to invest in construction and business of infrastructure of Song Cong II Industrial Park - phase 2 is over 170 hectares.

The project to invest in construction and business of infrastructure of Song Cong II Industrial Park - Phase 2 is located on the administrative boundaries of Ba Xuyen and Tan Quang communes (Song Cong City). The total land use area is 296.24 hectares, divided into 2 areas. Area No. 1 has an area of ​​175.52 hectares with a total of 600 affected households, of which 230 households must relocate. Area No. 2 has a total area of ​​120.72 hectares, about 670 affected households, of which 165 households with residential land must relocate.
