Ensure that textbook selection belongs to the school

The official dispatch of the Department of Education and Training stated that, implementing the direction of the Ministry of Education and Training , the Director of the Department of Education and Training requested the heads of the Department of Education and Training and heads of educational institutions to continue to thoroughly grasp and implement the decisions of the Provincial People's Committee on approving the list of textbooks used in general education institutions in Tay Ninh province.

Educational institutions, professional agencies, and management staff must strictly and correctly implement the procedures for selecting textbooks according to Circular No. 27/2023/TT-BGDDT dated December 28, 2023 of the Minister of Education and Training regulating the selection of textbooks in general education institutions, ensuring that the right to select textbooks belongs to general education institutions, on the principles of democracy, objectivity, publicity, transparency, respect for teachers' professional opinions, for the benefit of students and stable use. Supplementing and adjusting the list of textbooks of general education institutions is carried out according to regulations on the principle of respecting teachers' professional opinions.

Educational institutions and unit leaders direct subject groups and teams to record and report on the content and materials that need to be adjusted in textbooks of subjects and educational activities during the use of textbooks so that educational institutions can synthesize and send them to the direct educational management agency. The Department of Education and Training synthesizes reports from affiliated schools and sends them to the Department of Education and Training.

Specialized agencies and management agencies direct educational institutions to survey the forecast of textbook demand for the 2025-2026 school year (type of books and quantity of books) and enter the survey link (attached).

The Department of Education and Training also notes that for general education institutions with many levels, multiple survey links corresponding to the level of study must be conducted at the same time. The survey (enter the link) and the report must be sent to the Department of Education Management, Department of Education and Training via email address: [email protected] no later than 3:00 p.m. on April 27, 2025.

Previously, the Ministry of Education and Training sent an official dispatch to the People's Committees of provinces and centrally-run cities requesting the authorities to strengthen management of the selection and guidance on the use of textbooks in general education institutions. According to current regulations, the right to choose which textbooks to teach and learn belongs to the school. The 2024-2025 school year is the last year, a full cycle (cycle) of replacing textbooks of the 2018 General Education Program.
