Currently, the Company has only received 0.56 hectares out of the total 15.7 hectares of land at the two companies Vinh Tien and Vinh Loc that have been decided to be recovered by the People's Committee of Bao Lam district.

After receiving the report of Lam Dong Aluminum Company, on July 18, Lam Dong Provincial People's Committee issued a document directing Bao Lam District People's Committee to focus on handling the Company's petition in accordance with legal regulations and report the results before August 10, 2024.

According to the leader of Lam Dong Aluminum Company, due to the inability to receive land, the Lam Dong Bauxite - Aluminum Complex is at risk of having to stop operations due to the lack of raw material areas to mine bauxite ore.

On July 15, Lam Dong Aluminum Company Limited sent a report to Lam Dong Provincial People's Committee and Bao Lam District People's Committee about the difficulties in the process of receiving and handing over land areas at Vinh Tien and Vinh Loc companies. Accordingly, Lam Dong Aluminum Company requested the Provincial People's Committee and Bao Lam District People's Committee to direct relevant units to study and advise on legal procedures so that the handover of recovered land areas is on time as prescribed by law; at the same time, receiving consensus from the people, avoiding collective complaints, prolonging the impact on local security and order and the production and business plans of the unit.

According to Mr. Nguyen Van Phong - Director of Lam Dong Aluminum One Member Co., Ltd., in more than 327 hectares of the 5-year ore mining area, phase 2 (2020-2024) of the Lam Dong Bauxite - Aluminum Complex Project, there are over 30 hectares of land leased, managed and used by Vinh Tien Co., Ltd. and Vinh Loc Seed Co., Ltd. by the State.

On April 19, 2024, the People's Committee of Bao Lam district issued decisions to reclaim nearly 15.7 hectares of land leased by Vinh Tien Company and Vinh Loc Company for agricultural production. On July 2, the Center for Technical Resources and Environment and Land Fund Development (Department of Natural Resources and Environment) chaired the land handover according to the reclamation decision. Participating in the handover were the People's Committee of Loc Ngai commune, the Department of Natural Resources and Environment of Bao Lam district, and Vinh Tien Company. Only Vinh Loc Company did not participate in the land handover.

However, when the authorities were setting up markers and bulldozing the boundaries on the recovered land, many households came out to obstruct and block the land. These households said that they had not received support from the State for their assets on the land, so they did not comply with the land handover. As a result, the parties only handed over to Lam Dong Aluminum Company 0.52 ha out of a total of 15.7 ha. This is an area of ​​vacant land, mainly mixed grass of 2 plots of land managed by Vinh Tien Company. The parties agreed to hand over the remaining area on July 10.

On July 10, the parties continued to hand over the remaining area. At this handover, Vinh Loc Company had a representative attend. However, when implementing the marking and leveling of the boundary on the land recovered from these two companies, many households continued to obstruct and block. As a result, the parties could not hand over the remaining area to Lam Dong Aluminum Company on the ground.

Mr. Nguyen Van Phong - Director of Lam Dong Aluminum Company, said: In the Tan Rai bauxite mine area, there are nearly 205 hectares of land that the State has assigned to Vinh Tien and Vinh Loc companies for agricultural production. Although the Center for Technical Resources, Environment and Land Fund Development of Lam Dong province has made a plan for compensation and support for site clearance for 15.7 hectares; the People's Committee of Bao Lam district has issued a decision approving the plan and deciding to reclaim the land, but most of this land area is being encroached upon by people to grow coffee and tea. Therefore, the risk of handing over the site on the ground is difficult to implement, affecting the production and business plan of the unit.
