Storm Matmo causes heavy rain, Prime Minister requests increased exchanges with China to grasp flood discharge information

To proactively respond to heavy rain and floods that may be caused by storm Matmo (storm No. 11), the Prime Minister requested increased exchanges with China on coordinating the provision of flood discharge information from upstream reservoirs to avoid passivity and surprise.

According to the National Center for Hydro-Meteorological Forecasting at 9:00 p.m. on October 4, the center of storm Matmo was about 290 km northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 12 (118-133 km/h), gusting to level 15.

From tomorrow night, the North will begin to be affected by rain, wind and storms.

It is forecasted that tonight until tomorrow morning, the storm will continue to move quickly in a west-northwest direction, towards Leizhou peninsula (China) and its intensity is likely to increase to level 12-13 (118-149km/h), gusting to level 15-16.

It is forecasted that around tomorrow evening, storm Matmo will enter the Gulf of Tonkin and by dawn on October 6, the storm will affect our mainland.

Due to the influence of storm Matmo, from the night of October 5, on land in coastal areas from Quang Ninh to Hung Yen , winds will gradually increase to level 6-7, near the storm's eye, winds will increase to level 8-9, gusting to level 10-11.

Inland areas in the Northeast have strong winds of level 4-5, in some places level 6, gusting to level 7-8.

From the evening of October 5, the northern area of ​​Bac Bo Gulf (including Bach Long Vi, Van Don, Co To, Cat Hai and Hon Dau islands) will have winds gradually increasing to level 8-9, waves 2-4m high, near the storm center will have winds of level 10-11, gusts of level 14, waves 3-5m high.

Coastal areas and islands in Quang Ninh - Hai Phong provinces will have storm surges of 0.4-0.6m high. Beware of flooding in low-lying coastal areas and river mouths due to surges and big waves from the afternoon and evening of October 5.

From the night of October 5 to the end of the night of October 7, in the mountainous and midland areas of the North, there will be heavy rain, with average rainfall of 150-250mm, and in some places very heavy rain of over 400mm.

The Northern Delta region and Thanh Hoa have moderate to heavy rain with common rainfall of 70-150mm, locally very heavy rain over 200mm.

Due to the influence of the wide storm circulation, it is necessary to guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm's landfall.

Synchronously deploy measures to respond to floods and landslides

To proactively respond to storm Matmo, on October 4, Deputy Prime Minister Tran Hong Ha signed a telegram of the Prime Minister requesting ministries, branches, localities and people to clearly understand the extremely dangerous nature of storm Matmo when natural disasters overlap natural disasters, the risk of disasters on top of disasters, multiple disasters (storms, floods, flash floods, landslides) to have response plans and solutions.

In particular, the Prime Minister requested provinces from Quang Ninh to Ninh Binh to direct the implementation of work to ensure safety for ships and vehicles operating at sea and ensure safety of activities at sea, on islands, along the coast and inland.

Deploy measures to protect houses, warehouses, educational and medical facilities, dikes, dams, production and business activities, aquaculture, and review and be ready to evacuate and relocate residents.

Provinces and cities in the Northern and North Central regions, especially mountainous and midland provinces, focus on directing and synchronously implementing measures to respond to rain and floods, the risk of flash floods, inundation, landslides, and "four on-the-spot" checks.

Arrange human resources, materials, machinery and equipment in key areas to be ready to handle incidents immediately, not to be passive or surprised.

The Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Industry and Trade, Lao Cai Provincial People's Committee, dam owners and relevant units to closely monitor and decide on the operation and regulation of water at Thac Ba Hydropower Reservoir to ensure the safety of the project and flood prevention and control for downstream areas.

The Prime Minister requested the Ministries of Construction and Industry and Trade, according to their functions, tasks and authority, to proactively direct and deploy measures to ensure safety for transportation activities, safety of hydroelectric dams, power transmission systems and industrial production.

At the same time, research and complete design standards and regulations for traffic infrastructure, urban drainage and electricity.

The Prime Minister also assigned the Ministry of Foreign Affairs to preside over and coordinate with border agencies and localities to increase exchanges with China on coordinating the provision of flood discharge information from upstream reservoirs to avoid passivity and surprise.
