Gia Lai is the locality where the eye of storm No. 13 is forecast to make landfall. As of the morning of November 6, 18 platoons of Gia Lai Provincial Police have been deployed to key areas to help people cope with the storm, of which 13 platoons are deployed in 11 districts, towns and cities of the former Binh Dinh province and 5 platoons are deployed in the former Gia Lai province.

In addition, the standing forces, according to their assigned functions and tasks, have proactively reviewed the area, developed scenarios, completed plans, prepared forces and means to respond to flooding situations and damage caused by storms and floods; absolutely ensured security and order for important targets and works such as Party and State headquarters, irrigation works, hydroelectric works, reservoirs, traffic works... absolutely did not let any surprises or suddenness happen in any situation, minimized all damage, and ensured the safety of people's lives.

In addition, Gia Lai Provincial Police have reviewed, counted and checked the operational status and immediate usability of the equipped vehicles to mobilize when needed; assigned control forces, determined the starting location, response and emergency rescue areas. Currently, 1,465 vehicles including fire trucks, rescue vehicles, ladder trucks, troop transport vehicles and 69 canoes, motorboats of various types along with many other equipment and vehicles are ready to perform the task of preventing and fighting storms and floods.

As of the morning of November 6, the Gia Lai Provincial Police force coordinated with the Party Committees and authorities of communes and wards to urgently evacuate 6,654 households with 17,690 people to safe shelters, supported people in reinforcing, bracing, and trimming trees for 11,510 cases; guided and supported the transportation of 3,996 ships and boats to safe anchorages.

In addition, the authorities have supported people in harvesting crops and agricultural products on an area of ​​about 10 hectares; inspected and reviewed 309 vulnerable points at risk of landslides, flooding, and isolation to proactively deploy forces and means to set up barriers and warn people. At the same time, the police in coastal communes have also prepared accommodation to evacuate people to safe shelter when the storm arrives.

The work of helping people cope with storm No. 13 and mobilizing people to take shelter in safe places is still being urgently carried out by working groups of Gia Lai Provincial Police and commune-level police in the province.

In Quang Ngai province:

This morning (November 6), the Sa Huynh ward authorities organized an emergency evacuation of about 600 households with 3,600 coastal residents in Thach By 2 residential group to a safe shelter before storm No. 13 makes landfall. The entire evacuation is expected to be completed before 3:00 p.m. on November 6.

To ensure the safety of the people, Sa Huynh ward has arranged more than 65 concentrated shelters, including cultural houses, schools and other solid structures. The local government mobilized all militia, police, youth union members and residential groups to participate in supporting the evacuation of people, especially households with elderly people, children and temporary housing.

In addition, the local forces of Sa Huynh ward also used mobile loudspeakers to propagate throughout coastal residential areas to inform about the developments of storm No. 13, and at the same time called on people to urgently tie down their houses, pack up their belongings and prepare to evacuate to ensure safety.

The house of Mrs. Le Thi Chut (born in 1975, residing in Thach By 2 residential group, Sa Huynh ward) is located close to the sea, is a level 4 house, not safe when the storm hits. With the encouragement of local officials, Mrs. Chut has prepared clothes, documents and necessary items to evacuate to a safe area. "I heard that storm No. 13 is very strong, I am very worried. The house is right in front of the sea, so I have to listen to the authorities and take shelter for safety, otherwise it is very dangerous to stay," Mrs. Chut shared.

Mr. Pham Hong Hung, Head of the Thach By 2 Residential Group, said that local forces have checked all households in the coastal area, especially those with unstable houses, to mobilize people to proactively evacuate. "We have announced through loudspeakers and visited each house to instruct people to prepare their belongings and take the elderly and children to storm shelters arranged by the ward," Mr. Hung said.

Meanwhile, in Ly Son special zone, Mr. Nguyen Van Huy, Chairman of the People's Committee of the special zone, said that the locality has urgently deployed the response work for storm No. 13. The Ly Son special zone authorities have called on all boats to take shelter in safe places, and fish cages have also been pulled into safe mooring areas before 5:00 p.m. on November 5. In addition, the work of mobilizing and supporting people in vulnerable areas and unstable houses to relocate is also carried out with the motto of people's safety being the top priority.

The local police, military and other forces have actively supported people in shoring up their houses, moving property and people in vulnerable areas to safety. In the event of a level 4 natural disaster, Ly Son special zone plans to evacuate a total of 250 households.

To cope with storm No. 13, Quang Ngai province has requested localities to complete the evacuation of people before 4 p.m. on November 6; in particular, Ly Son special zone and coastal communes in the south of the province must complete the evacuation before 1 p.m. on the same day. The Quang Ngai Provincial Civil Defense Command has also developed many response scenarios according to the storm level. If storm No. 13 reaches level 10-11, gusting to level 12, the entire province will evacuate more than 26,700 households with about 89,400 people, concentrated in coastal communes, low-lying areas and mountainous areas in the west.

In addition, Quang Ngai province is also preparing a plan to evacuate more than 8,700 households (nearly 28,500 people) along the Tra Bong, Ve, Tra Khuc, and Tra Cau rivers to prevent major floods; at the same time, it is ready to evacuate more than 4,000 households in 49 communes at risk of landslides and flash floods.

The Department of Education and Training of Quang Ngai province has also issued an official dispatch requesting relevant localities and units to allow students to take a break from school from the afternoon of November 6 until further notice. Schools must review and reinforce facilities such as roofs, windows, classrooms, trees, dormitories, etc. to limit damage caused by storms.

On the morning of November 6, at Hong Trieu fishing port (located in Duy Nghia commune, Da Nang), 240 fishing boats of local people were anchored to avoid storm No. 13. The leader of the Traffic Police Department of Da Nang City Police said that, in the face of the complicated developments of storm No. 13, which is forecast to directly affect the Da Nang City area in the afternoon and evening of November 6, the Traffic Police Department has directed the Waterway Police Teams No. 1 and No. 2 to synchronously deploy plans and measures to prevent and combat the storm, with the spirit of "proactive - decisive - absolutely safe".

From early morning, the leaders of the Traffic Police Department sent many working groups of the Waterway Police force to key areas including Han River, Cam Le River, Co Co River, Cu De River, Man Quang fishing port, Tho Quang fishing port, Tho Quang estuary, Cua Dai beach, Tam Hai ferry, Duy Hai - Hoi An Dong area and frequently flooded rivers in the southern part of the city.

Here, the authorities closely coordinated with local authorities, Border Guards, the Boat Lock Management Board and related units to guide fishermen and vehicle owners to quickly bring their boats and ships to anchor in the right place, tie them securely, reinforce them safely and absolutely not stay on board when the storm hits.

In particular, in the Cua Dai sea area, Tam Hai ferry terminal and areas at risk of coastal landslides in Duy Hai - Hoi An Dong, where many small means of transport, ferries, and low-capacity fishing boats operate, working groups have stepped up guidance for people to move their vehicles to safe shelters, put up danger warning signs, and set up temporary barriers at landslide sites. At the same time, they have coordinated with local forces to support the evacuation of people, fishermen, and tourists to safe areas.

Major rivers such as Thu Bon River, Vinh Dien River, and Co Co River are also regularly patrolled and inspected by the Waterway Police force, thereby promptly detecting deep flooded areas and areas with fast-flowing water to guide people not to cross dangerous areas.

In the coastal plain commune of Duy Nghia, local authorities said they have developed scenarios to respond to storm No. 13. Accordingly, the number of households that are likely to be severely affected and need to be evacuated when there is a level 3 or higher natural disaster when there is a storm in Duy Nghia commune is 526 households, 1,415 people, and when there is a flood, 144 households, 454 people will be evacuated.

Duy Nghia Commune People's Committee assigned the Commune Police to proactively ensure key traffic routes and protect security and order in disaster-stricken areas as well as evacuation areas, prepare vehicles and equipment to coordinate with the Commune Military Command and relevant agencies to carry out rescue work when situations arise.

Storm No. 13 is forecasted to not only cause very strong winds but also bring heavy rains after the storm, with the risk of flash floods and landslides in mountainous areas west of Da Nang City. Therefore, implementing the "4 on-site" motto, the Commune Police force has been and is continuing to stay close to the grassroots to propagate and support people in responding to natural disasters before, during and after Storm No. 13.

In the border commune of Avuong, on the morning of November 6, the commune police leaders sent forces to deploy specialized cars to use loudspeakers on main roads, and directed the local security forces to use motorbikes with mobile loudspeakers to go into each village and alley to directly transmit information to each household about the situation of storm No. 13, warning of the risk of heavy rain, landslides, and flash floods.

In addition, people were instructed to reinforce their houses, protect their property, stock up on necessities and medicines, and be ready to evacuate when required. This is a flexible approach, suitable for mountainous terrain, helping information to be transmitted quickly and widely, especially effective in difficult traffic conditions.

Previously, Avuong Commune Police coordinated with the People's Committees of villages and local security forces to review and mobilize people in areas at high risk of landslides; support the reinforcement of temporary housing, repair of domestic water pipes and environmental sanitation after recent floods.

Storm No. 13 strengthens to level 15, about 250km from Gia Lai

According to the National Center for Hydro-Meteorological Forecasting, storm number 15 has strengthened to level 15 (167-183km/h), gusting to level 17.

At 11:00 a.m. on November 6, the center of the storm was at about 13.1 degrees North latitude; 111.8 degrees East longitude. The storm was about 250km East Southeast of Quy Nhon (Gia Lai).

The storm is moving slower than early this morning but is still very fast. The storm is moving at 20-25km/h, turning west.

Mr. Mai Van Khiem, Director of the Center for Hydro-Meteorological Forecasting, said that this is an especially dangerous storm, with very high intensity and very strong in the East Sea. When it makes landfall, the storm may still maintain its strong intensity. The time when the storm is likely to affect and impact the mainland is from the evening to tomorrow night, November 6.

Forecast this evening, the storm will enter the coastal area of ​​Quang Ngai-Dak Lak with very strong intensity, level 13-14, gusting to level 17. The storm will then move deep into the mainland of this area. Dangerous area in the coming hours: Latitude 11.50N-16.00N; West of longitude 114.50E.

Level 4 natural disaster risk in the West of the Central East Sea area, the sea area from Quang Ngai to Dak Lak (including Ly Son special zone); the mainland in the East of the area from Quang Ngai to Gia Lai.

Level 3 natural disaster risk in the sea area from South Quang Tri to Da Nang City (including Cu Lao Cham Island) and Khanh Hoa; mainland from South Quang Tri to Da Nang City, East of Dak Lak province and North of Khanh Hoa province.

Forecast due to the influence of the storm, the Central East Sea area will have strong winds of level 8-11; the area near the storm's eye will have strong winds of level 12-14, gusts of level 17, waves 5.0-7.0m high, the area near the storm's eye will have waves of 8.0-10.0m high; the sea will be very rough.

The sea area from South Quang Tri to Khanh Hoa (including Ly Son special zone, Cu Lao Cham island) has strong winds gradually increasing to level 6-7, then increasing to level 8-11, waves 3.0-6.0m high; the area near the storm center has strong winds of level 12-14, gusts of level 17, waves 7.0-9.0m high; the sea is very rough.

From this afternoon, on the mainland from the South of Da Nang City to Dak Lak, the wind will gradually increase to level 6-7, then increase to level 8-9, the area near the storm's eye will be level 10-12 (focusing on the East of Quang Ngai-Gia Lai provinces), gusting to level 14-15.

The area from South Quang Tri to North Da Nang City and North Khanh Hoa Province has strong winds of level 6-7, gusting to level 8-9. The strongest winds will be from this evening to tonight.

From tonight and tonight, the western provinces from Quang Ngai to Gia Lai will see winds gradually increase to level 6-7, near the storm's eye, winds will increase to level 8-9, gusting to level 11.

From November 6 to 7, the area from Da Nang City to Dak Lak will have very heavy rain with common rainfall of 200-400mm/period, locally over 600mm/period; the area from South Quang Tri to Hue City, Khanh Hoa and Lam Dong will have heavy rain with common rainfall of 150-300mm/period, locally over 450mm/period. From November 8 to 11, heavy rain in the above areas will tend to decrease.

From November 7 to 8, the area from North Quang Tri to Thanh Hoa will have moderate to heavy rain with common rainfall of 50-150mm/period, locally very heavy rain over 200mm/period. Warning of risk of heavy rain (>200mm/3 hours).

Due to the influence of the wide storm circulation, it is necessary to guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm's landfall.
