At 3:30 p.m., Mr. Nguyen Van Huong - head of the weather forecast department of the National Center for Hydro-Meteorological Forecasting - said that storm No. 3 had made landfall and continued to move into the Northeast region, focusing on Quang Ninh and Hai Phong .

The storm caused very strong winds at: Bach Long Vi with strong winds of level 13, gusts of level 14; Co To island with strong winds of level 13, gusts of level 16; Tien Yen ( Quang Ninh ) strong winds of level 9, gusts of level 11; Dam Ha (Quang Ninh) strong winds of level 10, gusts of level 13; Cua Ong (Quang Ninh) strong winds of level 12, gusts of level 14; Bai Chay (Quang Ninh) strong winds of level 14, gusts of level 17; Phu Lien (Hai Phong) strong winds of level 8, gusts of level 10; Cat Hai (Hai Phong) strong winds of level 7, gusts of level 10; Dong Xuyen (Hai Phong) strong winds of level 9, gusts of level 10; Ba Lat (Thai Binh) strong winds of level 8, gusts of level 10...

In the Northeast region, there was heavy rain, locally very heavy rain such as: Cua Ong (Quang Ninh) 113mm, Cam Pha (Quang Ninh) 110mm, Cat Ba (Hai Phong) 86mm...

Mr. Huong said that in the next 3 and 6 hours, the storm will continue to move inland and gradually weaken, but during this time it will still maintain its intensity at level 9 to level 11. After that, the storm will move to the Northwest and weaken into a low pressure area.

From now until the evening and night of September 7, Quang Ninh to Nam Dinh will continue to have strong winds of level 9 to level 11, gusting to level 13-14.

Inland areas of Bac Giang, Bac Ninh, Lang Son, and Hung Yen also have storm winds of level 8-9, gusting to level 11-12.

“The storm is still very strong at the moment with winds reaching level 12 and gusts reaching level 13-14. Therefore, when the storm reaches the mainland, it will still cause winds reaching level 9-10 in many provinces. In Hanoi, winds will reach level 6-7 and gusts will reach level 9-10. These are very strong winds rarely seen in the North, so the danger of strong winds and rain in the mainland of the North has not yet passed,” Mr. Huong warned.

Mr. Huong added that because storm No. 3 has a wide circulation, it will affect many places in the North as soon as it reaches the coast, including Hanoi, Thanh Hoa and Nghe An.

Although Hanoi is about 200km from the storm's center, due to the wide storm circulation, since 3pm, there have been winds of level 4-5, gusting to level 7, and many trees have fallen. The storm is getting closer to Hanoi, so from afternoon to late evening, Hanoi will continue to have strong winds of level 6-7, gusting to level 9-10.

“For at least the next 12 hours, Hanoi will still have gusts of wind and heavy rain, and it is forecasted that things will return to normal on the morning of September 8. Therefore, from now until late at night, gusts of wind will continue to increase, causing more billboards, roofs, and trees to fall. People should not go out unless necessary,” Mr. Huong noted.
