
On the same afternoon, Working Group No. 1, led by Mr. Nguyen Khac Toan, Chairman of the Provincial People's Committee and Head of the Provincial Civil Defense Command, directly inspected storm prevention and control work in vulnerable areas in Nha Trang, Tay Nha Trang, Nam Nha Trang and Bac Nha Trang wards. At each inspection point, Mr. Nguyen Khac Toan requested local authorities to focus on ensuring safety, promptly evacuating people from dangerous areas, and not leaving people in cages or areas at risk of landslides and deep flooding.
The Chairman of the Provincial People's Committee emphasized: "The forces on duty at the grassroots level must be on duty 24/7, strictly blocking underground areas, overflowing areas, low-lying areas, not allowing people to pass through when the water level rises. All evacuation and rescue plans must be carefully prepared, absolutely not allowing human losses due to subjectivity and negligence."
Mr. Nguyen Khac Toan also directed the wards to arrange motor vehicles and canoes to be ready to mobilize for rescue and support the evacuation of people in case of bad weather; at the same time, he requested rescue forces, police, military and medical forces to strengthen coordination, ensure smooth communication, and be ready to respond in case of emergency.
According to the report of Khanh Hoa Provincial People's Committee, the whole province has more than 24,800 people in 6,412 households in coastal and vulnerable areas that need to be evacuated. In addition, 237 locations at risk of landslides with nearly 27,800 people have been carefully checked. Localities completed the evacuation of people to safe shelters on November 6. At sea, the whole province currently has 6,353 boats; of which; 160 vehicles are still operating near the shore with 1,131 workers. All have been informed and instructed to return to safe shelters. 3,782 aquaculture rafts with more than 134,000 cages and nearly 8,300 workers have completed evacuation to shore. Local authorities in coastal localities are determined not to let people stay on rafts and cages when the storm makes landfall.
In the agricultural sector, nearly 20,000 hectares of rice and more than 57,800 hectares of crops have been harvested early under the motto "green house is better than old field". 368 large livestock farms have completed measures to reinforce barns, stockpile food and disease prevention materials. Reservoirs in the province are being operated and regulated safely; the capacity of 53 irrigation reservoirs is about 528/752 million m³, equivalent to 77%.
The provincial armed forces, including the Military Command, Border Guard, Police, medical staff... with more than 1,000 officers and soldiers have been deployed at key locations, ready to respond when situations arise. At Battalion 460, Regiment 974, Colonel Nguyen Tuy, Commander of the Provincial Military Command, directly inspected storm prevention and control work, directed the reinforcement of barracks, constructions, and prepared adequate means to help people overcome the consequences of the storm. Colonel Phan Thang Long, Deputy Commander of the Provincial Military Command and Commander of the Provincial Border Guard Command, also inspected the mooring of boats at fishing ports and river mouths; up to now, all boats and aquaculture cages in the area have entered safe shelters.
Work to ensure urban safety was urgently deployed. Urban units and public works organized tree trimming, clearing obstacles, reinforcing signs and manhole covers. Many roads such as Tran Phu, 2/4, Le Hong Phong, Nguyen Tat Thanh... were deployed with guards and checkpoints in areas at risk of deep flooding. Khanh Hoa Province's Hydrometeorological Station recorded that in the past 24 hours, the average rainfall was from 20 - 70mm, Khanh Vinh alone reached 73.8mm; it is forecasted that by the morning of November 7, the rainfall could reach 200 - 250mm, with the risk of flooding in low-lying areas and landslides in mountainous areas. To ensure the safety of students, the Department of Education and Training has temporarily closed all schools in the province on November 6 and 7; tourism units have temporarily suspended activities of picking up and dropping off guests to islands and tourist boats on Nha Trang Bay. Propaganda and warning work has been enhanced on media and grassroots loudspeaker systems, instructing people to stock up on necessities and take precautions against floods and strong winds.
Speaking at an online meeting with the Government on the morning of November 6, the leader of Khanh Hoa Provincial People's Committee affirmed that the locality always adheres to the motto of "proactive, early, from afar", resolutely implementing solutions according to the approved response plan, resolutely not letting people stay in unsafe places, absolutely ensuring the safety of people's lives.
Faced with the complex developments of storm No. 13, the entire political system from the provincial to grassroots levels has taken action with a spirit of urgency and determination. Forces are on standby 24/7 to ensure people's safety and minimize damage when the storm makes landfall.
In Dak Lak, before storm No. 13 made landfall, authorities and authorities of coastal localities urgently evacuated all people in key areas to safe locations and fishermen farming on cages and rafts safely to the mainland.

At Phuoc Ly residential group (Song Cau ward, Dak Lak province), many households in the residential group and neighboring areas have been evacuated to a safe cultural activity house. The locality has also prepared enough food and necessities for people to live and eat during the storm.
Ms. Nguyen Thi Nhi (Phuoc Ly residential group, Song Cau ward) shared: Her house is close to the sea. In recent days, the fierce waves have endangered her house, making her very worried. The local government has come to propagate, mobilize, and support vehicles to transport her and her family to a safe place. Living at the cultural house of the residential group, she feels very secure.
Mr. Nguyen Minh Thao, Secretary of Phuoc Ly residential group, said that currently, the locality has 17 households with a total of 41 people near the sea that are at risk of being affected by high tides and have been evacuated and relocated to two safe locations: the residential group's cultural house and a restaurant in the area. Here, people are supported with a place to rest and eat enough to safely avoid the storm.
According to Mr. Vo Ngoc Thach, Chairman of Song Cau Ward People's Committee, on the evening of November 5, the locality evacuated 92 households with about 336 people in 4 residential groups including: Dan Phu 2, Tu Nham, Phuoc Ly, Vinh Hoa, which are at risk of being affected by high tides to safe places. In addition, many other households went to relatives' houses, schools, and motels to avoid the storm. At the shelters, people lived normally and felt secure when the storm made landfall.
According to information from the People's Committee of Xuan Canh commune, on November 6, the local government coordinated with functional forces to evacuate 50 households with 149 people to safe places. Particularly in Hoa An village, an area directly affected by high tides, 29 households with 68 people were also taken to a concentrated shelter.
In Xuan Dai ward, the local government has assigned 11 working groups to support 11 neighborhoods in the area, especially mobilizing more than 900 households with more than 3,100 people to be ready to evacuate. Of which, many households are arranged to live in solid houses, the rest are gathered at schools, headquarters and safe hotels. By 11:00 a.m. on November 6, the ward had completed the evacuation of households to safe shelters. The working groups also supported people in strengthening their houses, raising furniture, and moving the elderly and children before the storm hit.
The entire Vung Ro Bay area currently has more than 600 cages with about 1,200 people living and raising aquatic products. From November 5 and 6, the border guards, police and military forces established two working groups to regularly patrol, propagate and warn fishermen to proactively respond to storm No. 13. By 12 noon on November 6, all fishermen raising aquatic products on cages here had completed reinforcing their lobster cages and then rushed to shore safely before the storm made landfall.
On the afternoon of November 6, Vice Chairman of Dak Lak Provincial People's Committee Nguyen Thien Van inspected the mobilization of people to evacuate from dangerous areas in O Loan commune and some neighboring areas. Provincial leaders requested the authorities to urgently evacuate people to safe places according to the proposed plan, absolutely not for any reason to let people stay in dangerous areas.
The People's Committee of Dak Lak province also issued an urgent dispatch requesting local authorities in the communes of Xuan Canh, Xuan Loc, Xuan Tho, Tuy An Bac, Tuy An Dong, Tuy An Tay, Tuy An Nam, O Loan, Xuan Lanh, Dong Xuan, Phu Mo, Xuan Phuoc, Van Hoa, Tay Son, Hoa, Suoi Trai; and wards of Xuan Dai and Song Cau to evacuate and relocate people residing in level 4 houses and non-permanent houses to safe places before 1:00 p.m. on November 6, 2025. According to reports from localities, by the afternoon of November 6, all people in key areas had been evacuated to safe places.
