At the National Conference on the morning of November 15, Secretary General of the National Assembly , Head of the National Assembly Office, Chief of the National Election Council Office Le Quang Manh presented the National Election Council's Plan on implementing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
Meet the requirements of standards and quality, with reasonable structure
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Manh - Head of the Office of the National Election Council emphasized that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on Sunday, March 15, 2026. The election will take place after the 14th National Congress of the Party, when the entire Party, people and army will organize the implementation of the Resolution of the 14th National Congress of the Party. The election is an opportunity to continue building, consolidating and perfecting the socialist rule-of-law State of the People, by the People and for the People.

The election must ensure democracy, publicity, transparency, legality, safety, economy, and be truly a festival for all people. Elect a sufficient number of delegates, meeting the requirements on standards and quality, with a reasonable structure, in which the standards and quality of delegates are the focus, not lowering the standards for the sake of structure. Ensure consistency in the arrangement and placement of cadres in the political system, especially the team of key leaders of the Party and the State at the central and local levels.
Regarding specific tasks and implementation progress, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Manh suggested that, immediately after the Conference, Provincial and Municipal Party Committees should preside over the organization of Conferences to deploy the work of electing deputies to the 16th National Assembly and electing deputies to People's Councils at all levels for the 2026-2031 term in their localities.
Regarding the establishment of organizations in charge of elections, the Secretary General of the National Assembly and Head of the Office of the National Assembly said that at the central level, the National Election Council has been established according to Resolution No. 211/2025/QH15 dated June 25, 2025 of the National Assembly.
The establishment of the Election Committee shall be carried out no later than November 30, 2025 (105 days before the election day). In which, the Election Committee at the provincial and municipal levels shall be established by the Provincial People's Committee after reaching agreement with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front Committee at the same level. The Election Committee at the provincial level shall have from 23 to 37 members.
The election committee at the commune, ward, and special zone level is established after the People's Committee at the commune level agrees with the Standing Committee of the People's Council and the Standing Committee of the Vietnam Fatherland Front Committee at the same level to decide. The election committee at the commune level has from 9 to 17 members.
The Election Committees shall be established no later than January 4, 2026 (70 days before the election day). The Election Teams shall be established no later than January 31, 2026 (43 days before the election day).
In case the people's armed forces unit and the locality share a common polling area, the People's Committee at the commune level, after agreeing with the Standing Committee of the People's Council, the Standing Committee of the Vietnam Fatherland Front Committee at the same level and the commander of the people's armed forces unit, shall decide to establish an Election Team with 11 to 21 members.
Ensure that at least 35% of candidates for National Assembly deputies are women
Regarding the number of National Assembly deputies, People's Council deputies and the allocation of National Assembly deputies by province and city, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Manh emphasized that the total number of National Assembly deputies shall not exceed 500 people. Each province and city shall have at least 3 deputies residing and working locally; the number of additional deputies shall be calculated based on the population and characteristics of each locality.

The structure of candidates is ensured to be in accordance with regulations. Specifically, at least 18% of the total number of people on the official list of candidates for National Assembly deputies are ethnic minorities; ensuring that at least 35% of the total number of people on the official list of candidates for National Assembly deputies are women.
The number of constituencies, the list of constituencies and the number of National Assembly deputies to be elected in each constituency are calculated based on the population, determined by the National Election Council upon the proposal of the Provincial Election Committee and announced no later than December 25, 2025 (80 days before the election day).
Localities shall send the proposed list of constituencies in their localities to the National Election Council 85-90 days before the election day (around December 15-20, 2025).
Regarding the number of People's Council deputies, the Secretary General of the National Assembly and Head of the National Assembly Office said that the number of constituencies for electing People's Council deputies at the provincial and communal levels, the list of constituencies and the number of deputies to be elected in each constituency are determined by the Election Committee at that level upon the proposal of the People's Committee at the same level and announced no later than December 25, 2025 (80 days before the election day).
Submit application no later than 5:00 p.m. on February 1, 2026
The Secretary General of the National Assembly and Head of the National Assembly Office also said that the time for submitting candidacy dossiers for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be carried out during office hours on weekdays, starting from December 15, 2025 and ending at 5:00 p.m. on February 1, 2026 (no later than 42 days before the election day).

The provincial and communal election committees are responsible for publicly announcing the location and time for receiving candidacy dossiers on local mass media.
Election committees at all levels shall transfer dossiers and lists of candidates to election agencies according to procedures prescribed by law for inclusion in the consultation list.
In particular, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Manh noted that citizens are allowed to submit candidacy applications to be People's Council deputies at a maximum of two levels in the same term; if they submit candidacy applications to be National Assembly deputies, they are only allowed to submit candidacy applications to be People's Council deputies at one level.
Regarding the establishment and announcement of the official list of candidates for the National Assembly and People's Council, Mr. Le Quang Manh said that the National Election Council will establish and announce the official list of candidates for the National Assembly in each constituency nationwide according to the list sent by the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the provincial Election Committee no later than February 26, 2026 (17 days before the election day).
The Election Committee must prepare and announce the official list of candidates for People's Council deputies in each constituency no later than February 26, 2026 (17 days before the election day).

The voter list is prepared by the People's Committee at the commune level for each polling area. The voter list must be posted at the headquarters of the People's Committee at the commune level and at public places in the polling area no later than February 3, 2026 (40 days before the election day), and the voter list and posting must be widely announced for people to check.
Regarding election campaigns, Mr. Le Quang Manh said that election campaigns are carried out in accordance with the provisions of Chapter VI (from Article 62 to Article 68) of the Law on Election of National Assembly Deputies and People's Council Deputies. This is conducted democratically, publicly, equally, in accordance with the law, ensuring social order and security. Candidates for National Assembly Deputies and People's Council Deputies in any constituency must carry out election campaigns in that constituency.
The election campaign period begins on the date of announcement of the official list of candidates and ends 24 hours before the start of voting.
Within 10 days before the election day, the National Election Council, the Election Commission, and the Election Board shall stop considering and resolving all complaints, denunciations, and petitions about candidates and the preparation of the list of candidates.
