The Nam Dinh Provincial Department of Health is continuing to verify and work with a number of related individuals to clarify the incident; continue to review the process of receiving and handling emergency treatment for MTA patients in particular and the process of emergency care, medical examination and treatment in general; continue to improve the spirit, communication attitude and medical ethics of medical staff; violations will be strictly handled according to regulations.
Currently, the Department of Health of Nam Dinh province is continuing to direct the Director and the Board of Directors of Nam Dinh General Hospital to coordinate with the National Children's Hospital to review the emergency procedures and current professional regulations of the unit to detect existing problems and limitations in expertise (if any), promptly correct and overcome them; seriously review the incident, consider the responsibility of individuals and on-duty teams; violations must be strictly handled according to regulations, coordinate with the media, provide honest and objective information about the incident for people to know.
Nam Dinh Provincial Department of Health said: On May 3, the Department of Health received information about the process of emergency examination of patients at Nam Dinh Provincial General Hospital on social networks, including the content "pay in full before going to emergency".
After receiving the information, the Director and the Board of Directors of the Department of Health of Nam Dinh province directly directed the Provincial General Hospital to review the hospital's procedures for medical examination, treatment, and emergency treatment of patients, especially the content related to people's feedback on social networks.
On the morning of May 4, the Department of Health of Nam Dinh province directly worked with the Provincial General Hospital. After listening to the Hospital Board of Directors report on the process of examining and providing emergency care to patients, viewing video extracts from the hospital's cameras and data on the hospital management software, the Department Board of Directors directed the Hospital to review the process of receiving and providing emergency care to MTA patients and the Department of Health issued a document on rectifying the work of examining and providing emergency care to patients.
The Department of Health directed the Hospital to coordinate with the Internal Political Security Department (Nam Dinh Provincial Police) to verify information about the incident; proactively coordinate with the National Children's Hospital to review the emergency procedures and current professional regulations of the unit to detect existing professional shortcomings and limitations (if any), promptly correct and overcome them.
The Department of Health, together with Nam Dinh General Hospital, also worked with the person who brought the MTA patient to the hospital and recorded a video reflecting the incident to clarify some related contents.
Regarding the verification results of the Provincial General Hospital (up to 8:00 a.m. on May 5) regarding some contents related to handling administrative procedures for examination and emergency care of MTA patients, Nam Dinh Department of Health said: Initially, the patient came in for examination (at 4:03 p.m. on May 3) without any documents.
The patient was examined immediately (although he had not yet registered for examination and paid) and was assigned to do paraclinical tests. Then the hospital staff guided the person to register for administrative procedures.
During the examination, ordering of paraclinical tests and treatment, the person who brought the patient paid an advance payment of 500,000 VND; the hospital staff performed administrative procedures on the hospital management software system so that the patient did not have to pay an additional advance payment.
Medical staff talk to each other to carry out administrative procedures for patients. The exchange process between medical staff is as follows: “- Medical staff 1: Is the inpatient admission due to non-payment or what? - Medical staff 2: Already paid 500. - Medical staff 1: How can 500 be obtained?”
During that exchange, the person who brought the patient (the person filming) stood near the group of medical staff.
At around 5:00 p.m., the patient's parents arrived, the emergency team discussed the patient's condition with the family and the family agreed with the hospital's treatment plan to transfer the patient to a higher level. The patient was transferred to the National Children's Hospital at 5:45 p.m. on May 3.
