Commune Party Secretary in Thanh Hoa must have advanced degree in political theory

On May 14, the Thanh Hoa Provincial Party Committee Office said that Mr. Nguyen Doan Anh, Secretary of the Provincial Party Committee, had just signed a document regulating the arrangement of Party committee personnel in newly established communes and wards when arranging commune-level administrative units, not organizing district-level ones.

Accordingly, Thanh Hoa Provincial Party Committee stipulates that the arrangement of personnel at the newly established commune-level Party Committee can consider and arrange personnel who are members of the Provincial Party Committee to be the Party Secretary at the commune level. In special cases, if the Party Committee has an important position, economic scale, developed urban traffic infrastructure, economic zones, industrial parks, industrial clusters and difficult areas, it can consider and arrange personnel who are members of the Provincial Party Committee Standing Committee to be the Party Secretary at the commune level.

It is possible to mobilize and second cadres from lowland areas to work in mountainous areas, especially cadres with qualifications in science and technology, to support people in economic development; mountainous and border communes should study increasing the number of military cadres as secretaries, deputy secretaries, and members of the Party Committee's Standing Committee.

The regulation also clearly states that during the period of ending the operation of district-level administrative units and arranging to establish new commune-level administrative units according to the Central's regulations, there is basically no transfer or rotation of district-level and commune-level cadres to the province; the current status of district-level and commune-level cadres is maintained to arrange work in communes and wards during the arrangement process... Mobilize cadres and civil servants with 5 years or less of remaining working time, comrades with professional qualifications, working capacity, ... to limit retirement according to the general regime.

Thanh Hoa Provincial Party Committee has also given directions for reviewing, selecting and arranging key officials in communes and wards.

For the position of Party Secretary, those who are still eligible for re-election for the 2025-2030 term will be selected with priority given to officials of the Provincial Party Committee and above; those who are currently Secretaries and Deputy Secretaries of the district-level Party Committees; those under the management of the Standing Committee of the Provincial Party Committee of departments, agencies, branches, the Fatherland Front, and provincial-level mass organizations.

The positions of Deputy Secretary and Chairman of the People's Committee are given priority to Deputy Secretary of the district-level Party Committee; people under the management of the Provincial Party Standing Committee; Members of the District Party Standing Committee; District Party Committee members who are Vice Chairmen of the People's Council and People's Committee; Heads of departments and branches of provincial-level departments and branches; Heads of departments and equivalent or Deputy Heads of district-level Party Committees.

For the positions of Standing Committee members of Party Committees, heads of specialized agencies assisting the Party Committees, the positions of Chairman of the Fatherland Front, Vice Chairman of the People's Council, People's Committee, priority is given to members of the Standing Committee of the Party Committees at the district level; heads of departments or Vice Chairmen of the People's Council, People's Committee at the district level; Heads, Deputy Heads of Departments, Departments, and Branches at the provincial level; Chief of Office, Head of Department at the district level; key officials at the commune level with exemplary achievements and outstanding capacity; Deputy Heads of Departments at the district level.

For the positions of Head of Department, equivalent department or head of mass organizations, priority is given to staff who are Head of Department and equivalent at district level; Deputy Head of Department and equivalent at district level; key staff of existing communes and wards.

The positions of Deputy Head of Department, Board and equivalent are arranged for officials who are Deputy Head of Department, Board equivalent at district level; typical key officials at commune and ward level; experts of provincial departments, boards and branches; typical Vice Chairmen of People's Council, People's Committee at commune level; experts of district departments, boards and branches; commune-level civil servants with appropriate professional qualifications, typical, outstanding capacity, development prospects, with planning for Vice Chairmen of People's Council, People's Committee of commune or higher.

Thanh Hoa Provincial Party Committee also requires that commune-level cadres who are arranged and assigned must have a university degree or higher, and the newly established position of commune-level Party Secretary must have a high-level degree in political theory.
