Question:
The difficulty for schools when registering for health insurance for first graders is that they must have an identification code to be issued a health insurance card. However, there are some students whose household registration is in the countryside and foreign students who do not have an identification code like Vietnamese people. So in these cases, does the Social Insurance have any measures to help students buy health insurance? - Mr. Nguyen Van Thanh (Hanoi)
Hanoi Social Insurance replied:
From July 2021, when the Law on Residence comes into effect, the management of citizens' residence will be based on personal identification numbers and the national population database.
Each identification code is associated with basic information of an individual managed by the Ministry of Public Security . For children, the identification code will be displayed on the birth certificate. In particular, when accessing the VNeID application, people select the "Residence information" section, which will display the identification codes of members in the same household.
For foreigners, the cases eligible to participate in health insurance are stipulated in Articles 1 and 3 of Decree 146/2018/ND-CP including:
- Employees working under indefinite-term labor contracts or labor contracts with a term of 3 months or more.
- Foreigners studying in Vietnam are granted scholarships from the Vietnamese State budget.
For foreign students who do not receive scholarships from the Vietnamese government budget, there are currently no regulations on paying for student health insurance at school.
