The Chairman of Binh Dinh Provincial People's Committee has just agreed in principle for the Department of Science and Technology to implement the project "Survey and assessment of the quality and potential of exploiting saline sand in Thi Nai Lagoon area to serve the leveling of construction works in the province".
It is known that according to calculations by the Department of Construction of Binh Dinh province, the total demand for construction materials in the period of 2026-2030 in the province is forecast to need about 11,728 million m3.
In particular, the forecast demand for sand for leveling the ground for the Quy Nhon - Pleiku Expressway Project, which will start construction in 2025, is about 1.568 million m3.
Meanwhile, according to statistics, the total sand reserves that can be mobilized for exploitation in 2024 and 2025 in Binh Dinh are about 1.04 million m3. Therefore, recently, the province has experienced a shortage of construction sand for construction projects.
The representative of the Department of Science and Technology of Binh Dinh province said that it is urgent to consider and mobilize sources of construction sand, research new materials, and alternative materials for leveling the ground and preparing for construction projects in the province (especially the Quy Nhon - Pleiku Expressway Project in the province, the High-speed Railway Project through the province) to avoid delays in construction progress due to lack of materials to serve the project.
According to the Department of Science and Technology of Binh Dinh province, the main results of the project are to evaluate the quality, reserves, and areas with potential for exploiting saline sand in Thi Nai lagoon to serve construction site leveling ( especially traffic works, Quy Nhon - Pleiku expressway, high-speed railway section through the province) ; solutions to handle saline sand sources to serve construction site leveling in urban areas, traffic, etc.
Regarding the time, the Department of Science and Technology of Binh Dinh province informed that it will carry out the procedures and the expected time to start implementation is June 2025.
It is known that this is one of the solutions mentioned at the meeting on preparing material sources to serve the leveling of constructions and projects in Binh Dinh province, chaired by Mr. Nguyen Tu Cong Hoang, Vice Chairman of the province on April 16, 2025.
In addition to the above solution, Mr. Hoang also assigned the provincial Department of Agriculture and Environment to urgently review and complete legal procedures and documents to organize surveys and develop exploitation plans to mobilize the volume of construction materials from dredging activities at reservoirs and dams in the province (Van Phong dam, Phu Phong dam, Dinh Binh dam...).
At the same time, the Department of Agriculture and Environment, together with the locality, surveyed and evaluated the exploitable construction sand reserves of all rivers in the province such as Kon River, Ha Thanh River, La Tinh River, Lai Giang River, An Lao River... and determined the appropriate scope of exploitation and dredging.
“The Department of Agriculture and Environment shall preside over, promptly guide, and remove difficulties and obstacles in environmental licensing procedures for investors whose policies on artificial sand production have been approved by the Provincial People's Committee, so that investors can soon complete the installation of production equipment lines and put them into operation according to regulations,” the Vice Chairman of Binh Dinh requested.
Previously, in June 2023, the People's Committee of Binh Dinh province issued a decision approving the preliminary assessment results of the capacity and experience of investors participating in the registration to implement the Project of dredging the shipping channel to serve tourism in Thi Nai lagoon. Accordingly, the consortium of Bo Bien Vang Investment Joint Stock Company and Thi Nai Eco Bay Joint Stock Company is the investor that meets the requirements. The project has a total investment capital of 64.7 billion VND (socialized capital), the completion time is December 2024.
Notably, the dredged volume, in addition to 168,600 m3 of black mud, also includes 170,400 m3 of saline sand at line 2 surrounding the outside of Chim islet, which is 7.4 km long. The volume gathered during dredging includes 138,197 m3 of mud and 139,672 m3 of saline sand.
