At the meeting, Mr. Tran Anh Dung, General Director of Sonadezi Service Joint Stock Company, said that currently, many localities still owe money for household waste treatment from the beginning of 2025 until now. In addition, when transferring to 2-level government, it will take time to pay old debts and sign new contracts, while waste must still be received and processed daily.
To ensure the collection and treatment of household waste is smooth and uninterrupted, Mr. Dung said that there are two issues that businesses need to agree on with localities to propose to the Provincial People's Committee. That is, settling the cost of treating household waste until the district-level government is abolished; recording the volume of waste treated during the transition period and the new commune-level government comes into operation.

The parties have agreed that regarding debt payment, the district level will prepare a confirmation file, accept and settle 100% of the actual volume from January 1, 2025 to June 10, 2025, to be completed before June 15, 2025 for transfer to the treasury for payment.
From June 11 to 29, localities and enterprises confirm and accept the daily or weekly volume, and propose the Provincial People's Committee to direct the Department of Finance and the Treasury to guide the final payment of the volume of garbage during this period before the time when the district level is not organized and a 2-level local government is established.
Regarding the receipt of domestic waste from localities from July 1, 2025, the parties agree that localities shall provide and confirm information on vehicles transporting domestic waste from and to the Quang Trung Waste Treatment Area, provide GPS (location devices) of vehicles transporting domestic waste and a record identifying the source of waste attached to each trip to the treatment area to have a basis for enterprises and commune-level authorities to make settlement payments later.
At the same time, the company recommends that the Provincial People's Committee and the Department of Agriculture and Environment soon divide the transportation areas to this treatment area so that localities have a basis to carry out contract procedures and payment settlement.
Quang Trung Waste Treatment Area is the largest domestic waste treatment area in the province, with a capacity of 1.2 thousand tons/day. Currently, the area receives waste from 8/11 district-level localities, including the 7 localities mentioned above and Nhon Trach district.
