Binh Duong: Investing 92,660 billion VND to build social housing

According to data at the workshop, the total number of people in need of social housing by 2030 is forecast to be about 130,000. It is expected that from 2021-2030, Binh Duong will invest in about 173,000 apartments, with a floor area of ​​over 10 million m2; the total land area is 612 hectares, serving more than 678,000 people. The total investment is about 92,660 billion VND, higher than the target assigned by the Government.

At the workshop, Mr. Le Nhu Thach, Chairman of the Board of Directors of BCONS Group, said that within the next 3 years, if the procedures are favorable, his company can build and put into use about 4,000 social housing units. However, social housing investment is currently facing many difficulties, support policies and incentives for investors participating in development focus on reducing the cost of social housing, while the profits of investors are controlled at a fairly low level, so it is not attractive.

"In terms of investment procedures, we cannot shorten them according to the provisions of the law, but we should establish specialized agencies to take charge of and promote investment. These agencies must have enough authority to connect departments, districts and towns to speed up procedures. Localities should also issue a list of people who need to buy social housing and have been verified as eligible to buy. When they buy, they will not have to wait for approval" - Mr. Le Nhu Thach suggested.

Mr. Hoang Hai, Director of the Department of Housing and Real Estate Market Management ( Ministry of Construction ), pointed out a number of solutions to develop social housing in the coming time, which is that in terms of institutions, it is necessary to soon complete the Housing Law (amended) and issue documents related to investment laws, especially land, planning, management and urban development, housing, construction, social housing; find credit capital sources, bond capital sources to remove existing problems, obstacles, and incompatibility with reality.

In addition, it is necessary to focus on solving 6 major policy groups, including land policies for social housing construction; policies on selecting investors for social housing construction projects; policies on rights and incentives for investors for social housing construction projects; policies on determining selling prices, rental prices, and rent-to-purchase prices for social housing; policies on beneficiaries and conditions for enjoying social housing policies; policies on developing accommodation for workers in industrial parks.
