With 96% of the population being ethnic minorities, including the main ethnic groups such as Tay, Dao, San Chi, San Diu... Binh Lieu is a "living museum" of highland cultural identity. From language, costumes, architecture, cuisine to religious rituals, traditional festivals are all preserved and passed down by the ethnic communities through many generations. Festivals such as: Luc Na Communal House Festival, Soong Co Festival, Wind Abstinence Day, So Flower Festival, Golden Season Festival... are held annually, not only to arouse the community spirit, but also to be a convergence of unique cultural values, such as: Then singing - Tinh lute of the Tay people, Pa Dung singing of the Dao people, Soong Co singing of the San Chi people. The festivals all combine the ritual and festival parts with folk games such as throwing con, pushing sticks, tug of war, creating a cultural space rich in identity.
In order to preserve and promote traditional cultural values, Binh Lieu regularly opens classes to teach folk songs and dances such as Then singing, Soong co singing, Pa dung singing; organizes competitions to perform traditional costumes, folk art competitions, mass art festivals, etc.
From 2014 to present, Binh Lieu has invested tens of billions of VND in the following works: Renovating Luc Na communal house, building a dossier to recognize the terraced fields of Luc Hon commune as a provincial relic, and completing the dossier to include Soong Co singing in the list of national intangible cultural heritage. In particular, the Then ritual of the Tay people in Binh Lieu has been recognized by UNESCO as a representative intangible cultural heritage of humanity.
Identifying culture as the foundation for sustainable tourism development, Binh Lieu has developed projects to preserve culture associated with community tourism development. In particular, typical projects, such as: Preserving the cultural values of the Tay people in Phat Chi village (Dong Tam commune), preserving the culture of the Dao people in Song Mooc village (Dong Van commune) or the San Chi people in Luc Ngu village (Huc Dong commune) have been systematically implemented, aiming to build "eco-cultural tourism villages".
Thanks to the skillful combination of traditional culture and tourism, Binh Lieu has formed unique tourism products, such as: So flower season tours, terraced fields golden season tours, folk song and dance performances in villages... Since then, culture has not only been preserved but also become a livelihood, contributing to hunger eradication and poverty reduction, improving people's lives.
With the motto "each village is a cultural space", Binh Lieu has completed and put into use 86/86 village cultural houses, 6/7 commune cultural houses, creating conditions for people to participate in cultural and sports activities. In addition, the district also focuses on building large-scale institutions, such as: 25/12 Square, Sports Complex, town swimming pool... to serve the cultural enjoyment needs of the people. The district also actively implements the movement "All people unite to build a cultural life", putting the content of implementing a civilized lifestyle into village and hamlet conventions. Up to now, the rate of cultural villages and neighborhoods has reached over 98%, cultural families have reached nearly 90%.
Entering a new stage of development, identifying the task of preserving and promoting national cultural identity as key, Binh Lieu focuses on investing resources, improving the quality of cultural staff, promoting the role of artisans and prestigious people; promoting the application of digital technology in preserving and promoting cultural heritage.
In particular, the development of unique tourism products associated with traditional culture is opening up great opportunities for national culture to become a driving force for sustainable development, contributing to improving the material and spiritual life of the people.
With its tireless efforts, Binh Lieu has become a bright spot in preserving and promoting traditional highland culture. In the modern flow, culture does not fade but shines brighter, becoming a unique “identity”, a source of pride, a great resource for Binh Lieu to integrate and develop sustainably.
