The recent storm No. 3 has damaged over 4,000 hectares of forestry trees in Binh Lieu district. Based on the report reviewing and assessing the current situation and determining the specific level of damage to forestry households in communes and towns, Binh Lieu district has reviewed and approved the decision to support eligible areas, thereby helping households have more resources to restore production.
At the headquarters of the People's Committee of Luc Hon commune, after the list of support for the first and second phases for forestry households damaged by storm No. 3 had been publicly posted for 30 days according to the provisions of the Law on implementing democracy at the grassroots level, households with damaged forest areas in the area were paid support funds by the People's Committee of the commune according to Decree 02/20217/ND-CP (dated January 9, 2017) of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
Mr. Giap The Hoa, Ban Cau village, Luc Hon commune, said: After my family filed a damage declaration and the commune and village officials came to the site to count the damage, today, my family has received more than 13 million VND in support funds to clean up the forest as well as buy seedlings to develop production in the new year 2025.
Implementing support payments for households growing production forests damaged by storm No. 3, Luc Hon commune is the first of the 7 communes and towns of Binh Lieu district to disburse. Accordingly, the whole commune has 155 households with damaged planted forests with a total area of 107.06 hectares and has been approved for payment in 4 installments with a budget of over 287 million VND. After verifying through the steps, the commune's Appraisal Council also organized the approval and prepared a report to submit to the Appraisal Council of Binh Lieu District People's Committee to decide to support the households. Disbursement started from December 12 to December 14, the commune has completed the first and second installments of support funds for households growing production forests in the area.
Mr. Ma Van Tien, Vice Chairman of Luc Hon Commune People's Committee, said: For the list of support for the third and fourth phases, the Commune Appraisal Council has completed all the documents and is currently waiting for the District People's Committee to approve the decision to support the households. After approval, the Commune People's Committee will continue to pay and strive to complete in December to create conditions for households to have capital to continue cultivating in damaged forest areas in 2025.
Up to now, communes and towns in Binh Lieu district have counted and prepared support plans for more than 2,340 hectares of damaged forests of 1,474 households with applications and the Appraisal Council of the communes has submitted them to the Appraisal Council of Binh Lieu District People's Committee for approval. Currently, in addition to Luc Hon commune, Hoanh Mo, Dong Tam, Huc Dong, Vo Ngai communes and Binh Lieu town have disbursed support funds for households growing production forests damaged by storms in the area.
Mr. Do Xuan Truong, Vice Chairman of Binh Lieu District People's Committee, said: The district's appraisal council has appraised over 2,000 hectares of damaged planted forests of 1,287 households, reaching over 90% of the total area. The remaining area of some households due to lack of data needs to be completed and supplemented. Up to now, for the approved dossiers and the 30-day public posting period as prescribed by the Law on Democracy at the Grassroots, the communes in the district have paid over 1,616 billion VND. The disbursement of support funds for forestry damage has created conditions for households in the district to have more resources to clear the forest, prepare the necessary conditions for spring forest planting in early 2025.
