When discussing with us about the construction and implementation of mass mobilization models in the area, Colonel Tran Minh Trong, Political Commissar of Dak Lak Provincial Military Command, said: Dak Lak province is large, has complex terrain, and many ethnic groups live together. The lives of a part of the people are still difficult, and many areas have potential security and order complications. Therefore, in order to contribute to the development of the economy, culture, society, and strengthen national defense and security in the area, the Provincial Military Command has consulted with the Provincial Party Committee, People's Council, and Provincial People's Committee to organize mass mobilization models in the area, through the Regulation on coordination of activities to improve the quality and effectiveness of local defense and military work.

Accordingly, since 2015, the Provincial Military Command has signed the Regulations on coordination of local defense and military activities with the Provincial Party Committee, People's Council, and Provincial People's Committee; directed the Military Commands of districts and Buon Ma Thuot City to sign the Regulations on coordination of activities with the District Party Committees and City Party Committees, improving the quality of local defense and military work.
One of the contents of the implementation of the Regulation on coordination of activities is to deploy mass mobilization work in the area. The Provincial Military Command directs the development and replication of appropriate mass mobilization work models, creating the highest implementation efficiency. Notable models are the construction of welfare works, serving people's lives; eliminating temporary and dilapidated houses; building roads, building new rural areas, etc.
In implementing the mass mobilization work, the Provincial Military Command closely coordinated with units under the Ministry of National Defense, the Ministry of Public Security and Military Region 5 stationed in the area to jointly implement. From 2017 to present, with the model of building "Military-Civilian Solidarity Project", the whole province has completed more than 30 projects.

The "Military-Civilian Solidarity Project" model has mobilized 100% of military units stationed in the area to participate. Every year, each military unit contributes 15-20 million VND and registers the unit's name for each completed project. The total contribution value of the units over the past 10 years is more than 3 billion VND to serve the construction of more than 30 "Military-Civilian Solidarity Projects".

In fact, at Regiment 584 (Dak Lak Provincial Military Command), we were informed by Lieutenant Colonel Cao Xuan Duc, Political Commissar of Regiment 584: "Currently, the regiment is located in a mass mobilization cluster including the districts of Buon Don and Ea Sup. In 2024, the Regiment Command deployed 2 rounds of field training and mass mobilization work; organized propaganda of the Party's guidelines and policies, State laws; cultural and artistic exchanges and renovated irrigation systems and roads in villages and hamlets in the communes of the two districts of Buon Don and Ea Sup.
Implementing the model of "Military-Civilian Solidarity Project", the Regiment allocated nearly 20 million VND to participate in the "Program to bring light to the village" in Ea Nuol commune (Buon Don). Officers and soldiers of the regiment contributed hundreds of working days to build 3 power lines, total length of 1,500m and a solar power station; bringing electricity to light up the village's community house.
Implementing the model of "Sustainable Poverty Reduction" in the area, the regiment has donated 3 pairs of breeding goats and breeding cows, worth nearly 50 million VND to households in Hoa Xuan commune, Buon Ma Thuot city; organized surveys and supported seedlings such as coffee and pepper for many households. From 2020 to now, the regiment has supported 3 households that have escaped poverty according to the new criteria. In addition, the regiment's soldiers also supported households to participate in harvesting agricultural products (pepper, coffee, durian, etc.) and building houses, contributing to the locality's efforts to complete on schedule the Government's goal of eliminating temporary and dilapidated houses...".

Along with participating in economic and social development programs, the Dak Lak Provincial Military Command also directed agencies and units to closely coordinate with local agencies, Party committees, authorities, and organizations to build and renovate cultural and historical works, and deploy the "Red Address" model on traditional education.
"At the "red addresses", military agencies at all levels participate in developing propaganda and education outlines, organizing for citizens before joining the army to visit and study. During holidays and Tet, officers and soldiers of the Dak Lak provincial armed forces organize propaganda, bring soldiers home to celebrate Tet with their compatriots, show gratitude to those who have contributed to the revolution; help poor households... Such mass mobilization models have contributed to fostering patriotism, attachment to the homeland, creating motivation for economic, cultural, social development and effective implementation of local defense and military work...", Colonel Tran Minh Trong affirmed.
