Joining the delegation of the Council of Creative Youth Awards (TTST) in the Army to survey and evaluate the practical application results of the projects that were awarded the 24th TTST Award in the Army and appraise the projects participating in the 25th TTST Award in the Army at the General Department of Defense Industry (CNQP), we were excited to hear from Colonel Nguyen Duc Thanh, Head of the Mass Affairs Department ( Political Department): In recent years, the TTST Award in the Army has become a useful playground, attracting a large number of union members and young people in the General Department to participate. From this playground, many projects and initiatives have been born and effectively applied. Typically, in the period of 2020-2024, the youth of the General Department have undertaken more than 1,700 projects, topics, and initiatives; out of 195 projects selected to participate in the TTST Award in the Army, 113 projects won awards. At the 25th Military TTST Award, the youth of the General Department of Defense Industry had 57 projects, including 20 topics and 37 initiatives. All projects were evaluated as having high scientific and practical value and were strictly organized for acceptance.

Not only at the General Department of Defense Industry, talking with Colonel Tran Huu Dung, Deputy Head of the Military Youth Department, Head of the Secretariat of the Military TTST Award Council, we were told by him: “Through actual surveys at units, it shows that, in addition to regularly encouraging and supporting young people in scientific research, leaders and commanders at all levels also pay attention, create conditions, support in terms of funding, facilities, and time for cadres, union members, and young people to fully develop their intelligence and enthusiasm in research, invention, and improvement of projects and topics. Thanks to that, every year, the entire army has thousands of projects, initiatives, and technical improvements of young people put into application at the grassroots level, contributing to improving the quality of learning, training, combat readiness, and production labor”.

The outstanding results of the TTST Awards in the Army in the past 5 years are the increasing number of works with scientific value, practical significance and high efficiency of the youth of the whole army in many fields. Among them, there are many works that have boldly applied new and modern scientific and technological achievements. Many research works are elaborate, serious, have new approaches and exploit new problems, are closely evaluated and accepted from the grassroots; the research content is closely linked to reality, has high potential for development and application. Many works have proposed new advanced technical solutions, especially in digital technology , biotechnology, new materials technology, contributing to innovation in training methods, manufacturing, production, upgrading weapons, equipment or improving the quality of care, protecting soldiers' health, preventing and fighting epidemics. In particular, many works in the field of production and business have helped increase labor productivity, benefiting Army enterprises by hundreds of billions of dong each year.

The good news is that from the success of the TTST Award in the Army, many units have organized their own research and innovation movements for their youth, bringing positive results, such as: "TTST Science Award" of the Logistics Academy; "Young Creativity Award" of the Air Defense - Air Force; "Nguyen Phan Vinh Award" of the Navy... Along with that, the models of "Young Science and Technology Club", "Young Science and Technology Center", "Student Science Week", "Young Theory" Club of academies, schools, research institutes, hospitals... have created a vibrant and useful playground, attracting a large number of cadres, union members, and youth of the unit to participate.

Let the creativity of youth soar

According to Colonel Le Dinh Vu, Deputy Director of the Department of Military Science (Ministry of National Defense), member of the Standing Committee of the Military TTST Award Council, the 25th Military TTST Award continued to grow compared to last year, with 820 works from 44 participating units (an increase of 35 works compared to the previous time), in almost all types of units in the entire army. Not only increasing in quantity and quality, the participating works are also more diverse in terms of specialties, with the average age of the authors getting younger and younger.

In addition to the achieved results, the TTST Award in the Army still has some limitations and shortcomings, namely: The number of units participating in the award at the military level is not high (in 2025, only about 75% of the units under the Ministry of National Defense participated); the number of participating projects and initiatives is not commensurate with the potential of agencies and units, especially the military regions and army corps. Units under the general corporation and army corps do not have many projects and initiatives participating. Some projects have unclear research objectives and tasks; have not been implemented or are slow to be applied in practice; some topics and initiatives have simple content, overlap with published projects, and lack novelty and creativity...

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. Immediately after that, on January 29, 2025, the Central Military Commission issued Resolution No. 3488-NQ/QUTW on breakthroughs in science, technology, innovation and digital transformation in the Army. This is an important basis to strongly promote the movement of scientific and technological research, promote initiatives and technical improvements of young people in the entire army in general, and the TTST Award in the Army in particular.

Faced with increasingly high requirements and demands, at working sessions with the Standing Agency of the TTST Award Council in the Army, Senior Lieutenant General Le Quang Minh, Deputy Director of the General Department of Politics of the Vietnam People's Army, Chairman of the Award Council, made important statements of direction, orientation and suggestion. In which, it was determined that, first of all, Party committees and commanders at all levels need to thoroughly grasp and strictly implement resolutions and directives of all levels on science and technology work; step up propaganda and raise awareness for the subjects about the position and role of the award in the task of building the Army in the new situation.

Agencies and units need to promote and publicize the results and values ​​of the products and creative works of the Army's youth; actively encourage and create conditions for cadres, union members and young people to participate in the awards. At the same time, it is necessary to innovate the content and methods of organizing the awards; effectively promote the role of standing agencies and councils at all levels; promote emulation movements, enhance application activities, transfer technology, support young people to access and quickly apply scientific and technological advances into practical work.

In addition, Party committees and commanders at all levels need to pay attention, invest, and create a favorable environment for young people in the Army to promote their creativity in practical activities. Regularly organize competitions, contests, awards, creative rewards, exchanges, and meetings between young people and scientists and experts inside and outside the Army to encourage and sow seeds for young people in the unit to form innovative and creative ideas. At the same time, it is necessary to increase the assignment of projects and tasks with scientific and technical elements to young people, focusing on difficult and new tasks with high creativity and practical applicability.

In the 2020-2025 period, the entire army had 3,476 works participating in the TTST Award in the Army, of which 1,828 works won prizes. In the 2020-2024 period, the Prime Minister awarded certificates of merit to 6 collectives; the Minister of National Defense awarded certificates of merit to 93 collectives; the Director of the General Department of Politics granted certificates to 1,686 prize-winning works; the Central Committee of the Ho Chi Minh Communist Youth Union awarded the "Creative Youth" badge to 58 first-prize winning works; the entire army had 945 individuals promoted in rank and raised their salaries ahead of schedule.
