Ministry of Industry and Trade directs to ensure safe and stable operation of power plants

Minister of Industry and Trade Nguyen Hong Dien has just issued Official Dispatch No. 1822/CD-BCT on ensuring safe and stable operation of power plants.

The dispatch stated that, in the past time, under the close direction of the Government, the Prime Minister, and the Ministry of Industry and Trade , the units have developed power supply scenarios and implemented synchronous and effective solutions to ensure sufficient power supply for production and business activities of enterprises and people's daily life, especially preparing for power production during peak periods. At the same time, it directed to step up regular inspection and supervision of the management and operation of the national power system, ensuring safety, science, and efficiency.

With the strong direction of the Government, the Prime Minister, the Ministry of Industry and Trade and the efforts of the electricity industry, the supply of electricity to serve socio -economic development and people's consumption in the first two months of 2025 has been well implemented.

To ensure safe and stable electricity supply to serve socio-economic development and people's daily life in 2025, especially during the peak dry season months, the Minister of Industry and Trade requested Vietnam Electricity Group (EVN) to direct Vinh Tan 4 Thermal Power Plant and Power Generation Corporation 1 to urgently fix unusual defects at Vinh Tan 4 Power Plant and Duyen Hai 1 Power Plant, ensuring that the generators can operate stably as soon as possible before April 30, 2025.

At the same time, direct relevant units to closely coordinate with the National Electricity System and Market Operation Company (NSMO) in the construction of the Hoa Binh Hydropower Expansion Project and the construction of the embankment of Muong Te town, Lai Chau, to minimize the impact on the available capacity of the power system.

The Minister requested the National Energy Industry Group (PVN) to direct the Vietnam Oil and Gas Power Corporation to strengthen the direction, management and maintenance of generators, promptly fix generator problems, and ensure safe and continuous operation.

Direct affiliated units to closely coordinate with EVN/NSMO during the testing process, speed up the progress of putting Nhon Trach 3 and 4 power plants into commercial operation (COD). In addition, proactively coordinate closely with gas field investors, power plant investors and Vietnam Electricity Group (EVN) in developing and implementing effective solutions to ensure adequate and timely supply of fuel (gas, oil) for electricity production activities.

The Minister also requested investors of power plants to continue to promptly and proactively overcome technical problems and defects of generators to ensure stable operation, comply with NSMO's dispatch orders to meet the needs of the power system. Strengthen monitoring and closely supervise the operating status of the plant's equipment, proactively conduct periodic inspections, promptly detect and thoroughly overcome defects, ensure adequate spare materials to improve reliability, enhance operational efficiency and power generation capacity of generators, and absolutely ensure that no incidents occur due to subjective causes.

Strictly implement approved maintenance and repair plans, minimize prolonged adjustments and unplanned repairs during the dry season that affect power supply security.

The Minister noted that the Electricity Authority needs to direct the NSMO to proactively develop and implement the National Power Supply and Operation Plan for the remaining months of 2025 with the goal of ensuring power supply, ensuring supply backup, and at the same time preparing backup plans to effectively control and respond to possible extreme operating scenarios.

Focus on urging power plants that are experiencing problems or are undergoing prolonged repairs to promptly fix defects to put the problem generators back into operation as soon as possible; urge the progress of putting new power plants such as S1 Vung Ang 2, Nhon Trach 3, 4 into commercial operation.

The Department of Oil, Gas and Coal regularly reviews and comprehensively assesses the fuel supply situation for thermal power plants; strengthens inspection, supervision and proactively implements solutions to absolutely prevent shortages of primary fuel (coal, gas, oil) for electricity production at thermal power plants.

Direct PVN, Vietnam National Coal and Mineral Industries Group (TKV) and Dong Bac Corporation to ensure adequate, timely and continuous supply of fuel in accordance with the terms of the signed contract or commitment; proactively coordinate closely with relevant units to develop plans and accurately forecast fuel usage and supply to ensure energy security and fully and stably meet the country's electricity production requirements.

The Department of Industrial Safety and Environment directs and inspects owners of reservoirs and hydroelectric dams to operate in compliance with reservoir operation procedures, coordinates with localities to regulate hydroelectric reservoirs to meet the goal of ensuring electricity supply and water supply downstream. On the other hand, directs EVN, TKV, PVN and power units to ensure the highest safety in production to contribute to ensuring electricity supply.
