This Resolution stipulates piloting a number of specific mechanisms and policies for social housing development nationwide, including: National Housing Fund; assigning investors, approving investment policies, and assigning investors without bidding for social housing construction investment projects and housing for the people's armed forces that do not use public investment capital; establishing, appraising, approving, and adjusting detailed planning for social housing construction investment projects; procedures for investing in social housing construction; determining selling prices and rent-to-purchase prices for social housing; housing conditions to enjoy social housing support policies; renting social housing and workers' accommodation in industrial parks; compensation, support, resettlement, investment in technical infrastructure systems, and creating land funds for social housing development.
In this Resolution, social housing, workers' accommodation in industrial zones, and housing for the people's armed forces as prescribed by the Housing Law are collectively referred to as social housing, except for cases where specific provisions on each type of housing are provided in the articles and clauses of this Resolution.
The Resolution states: The National Housing Fund is a non-budgetary state financial fund with legal status and operates not for profit. The National Housing Fund includes: the central housing fund established by the Government , and the local housing fund established by the Provincial People's Committee.
The national housing fund is formed from the state budget, money extracted from the amount equivalent to the value of the land fund invested in building technical infrastructure systems to build social housing according to the provisions of the law on housing, from the sale of houses belonging to public assets, from the auction of land use rights according to regulations; receiving voluntary support sources, contributions from domestic and foreign organizations and individuals and other legally mobilized sources.
National housing fund for investment in social housing construction, investment in construction of technical infrastructure, social infrastructure of social housing construction investment projects, creation of social housing for rent, housing for officials, civil servants, public employees, and workers to rent.
Regarding housing conditions to enjoy social housing support policies, the Resolution stipulates: For provinces and centrally run cities that are rearranged, the scope of the administrative unit of the province or centrally run city where the project was located before the time of rearrangement shall be based on the housing conditions for subjects eligible to buy or rent-purchase social housing according to the provisions of the Housing Law.
In case the beneficiaries of social housing support policies according to the provisions of the law on housing have a workplace far from their place of residence, the housing condition to be eligible to buy or hire-purchase social housing is that they have not bought or hired-purchase social housing, do not own a house or own a house but are far from their place of work. Based on the actual conditions of the locality, the Provincial People's Committee shall specify in detail the cases where they own a house but are far from their place of work and are eligible to receive social housing support policies.
The Resolution takes effect from June 1, 2025, except for contents assigned to the Government for detailed regulations which take effect from July 1, 2025.
